GENEVA (Reuters) - The United Nations appealed on Wednesday for $4.1 billion to meet the humanitarian needs of civilians caught up in the war in Sudan, as well as those who have fled to neighbouring countries. A ten-month war in Sudan between its armed forces and the paramilitary Rapid Support Forces (RSF) has devastated the country's infrastructure, prompted warnings of famine and displaced millions of people inside and outside the country. The U.N. refugee agency asked for $1.4 billion to support nearly 2.7 million people in five countries neighbouring Sudan as part of the appeal. The RSF did not comment, while an RSF source said the paramilitary had nothing to do with the outages. The two telecoms sector sources said the RSF was able to shut down the networks without causing permanent damage. The RSF has also forced Sudan's third main provider, Kuwaiti-owned Zain Sudan, to stop service in River Nile state and Port Sudan city, both controlled by the army, the sources and SUNA said. "MTN Sudan is actively engaging with relevant stakeholders to minimise the duration of this interruption," it said. The war has made Sudan the world's biggest internal displacement crisis and both sides have been accused of war crimes.

CAIRO (AP) — The U.N. food agency said Friday it has received reports of people dying from starvation in Sudan, where raging fighting between rival generals is hampering the distribution of aid and food supplies to those most hungry. The conflict erupted last April in the capital, Khartoum, and quickly spread to other areas of the country, after months of simmering tensions between the two forces. World Food Program said that some 18 million people across Sudan currently face acute hunger, with the most desperate trapped behind the front lines of the conflict. The businesses sanctioned are Alkhaleej Bank and Al-Fakher Advanced Works, controlled by the paramilitary Rapid Support Forces, and Zadna International, controlled by the Sudanese army, according to a U.S. Treasury Department statement. The Rapid Support Forces are accused by the U.S. of participating in an ethnic cleansing campaign in West Darfur, along with war crimes and crimes against humanity. Meanwhile, Zadna International was described as a "top revenue-earner" for the Sudanese army. The U.S. Treasury Department said it continued to provide funding and was used for money-laundering. The sanctions were imposed under a U.S. executive order authorizing sanctions on individuals who are destabilizing Sudan and undermining the country's democratic transition, the Treasury Department said.

MetzlLast year, a friend from Brunei visited me in the United States. She is American but was raised in Sudan and has lived in Cambodia and Scotland, among other places. We were talking about the rise in anxiety among teenagers in America when another friend texted me; her daughter had just arrived home from school, where she’d spent the afternoon in lockdown. Are mass shootings, record suicides and endless homicides the new norm even for those of us who aren’t interested in accumulating arsenals? deliveryman knocks on Erdozain’s door, he dives for cover like a “shot fox.” As with the lockdown at my friend’s daughter’s school, the threat abates, but the emotional tremors linger.

BERLIN (AP) — Efforts to fight public sector corruption are faltering around the world, in part because a “global decline in justice and the rule of law since 2016," according to a corruption index released Tuesday. Transparency International, which compiles the annual Corruption Perceptions Index, found 23 countries at their worst level since the global ranking began almost three decades ago, including both high-ranking democracies and authoritarian states. The global average was unchanged at 43 for the 12th consecutive year, and more than two-thirds of countries scored below 50. Arab countries’ average score on the index hit an all-time low of 34, and sub-Saharan Africa remained stagnant at 33. Transparency International said that the government's “pervasive control of public institutions facilitates the widespread abuse of power without accountability" while judicial independence is eroding.

Lt. Gen. Mohamed Hamdan, the leader of a notorious paramilitary force fighting for supremacy in Sudan’s civil war, is not the president of his country. Yet on a recent whirlwind tour of six African nations, he was treated just like one. Some of the continent’s most powerful leaders rolled out the red carpet for General Hamdan after he arrived on a luxury jet for meetings in late December and early January, having swapped his military fatigues for business suits. And in Rwanda, General Hamdan posed solemnly at a memorial to victims of the 1994 genocide — even though his own troops have faced accusations of genocide in Sudan’s Darfur region. The surprise tour was a remarkable comeback for a commander often rumored dead or wounded since Sudan plunged into war in April.

BRUSSELS (Reuters) - The European Union on Friday imposed asset freezes and travel bans on six people it said were linked to Hamas, under a new sanctions regime targeting the Palestinian militant group. The EU already listed Hamas as a terrorist organisation but moved to create a legal framework focused on the group after its deadly attack on southern Israel on Oct. 7. The Council listed those sanctioned as Sudan-based financier Abdelbasit Hamza Elhassan Mohamed Khair, Nabil Chouman, the former's son Khaled Chouman, senior Hamas financier Rida Ali Khamis, senior Hamas operative Musa Dudin and Algeria-based financier Aiman Ahmad Al Duwaik. "The new sanctions framework shall apply until 19 January 2025. A senior EU official earlier on Friday said the first batch of sanctioned individuals was linked to providing funds to the group.

Many college students are taught that American society is the product of “settler colonialism” — a history of conquest and exploitation. In this simplistic framing, the plight of the Palestinians is just one more example of the familiar evils of settler colonialism. The Gaza war is better understood as a conflict between two competing nationalist projects than as a case of settler colonialism. There are a number of inconvenient historical truths that complicate the “settler colonialism” narrative. Another problem with the settler colonialism narrative is that it treats each side as a monolithic actor, playing the role of colonizer and victim, respectively.

By Aidan Lewis(Reuters) - Aid agencies are looking at delivering aid to Sudan on a new route from South Sudan as they struggle to access much of the country, a senior U.N. official said on Monday, nine months into a war that has caused a major humanitarian crisis. More than 7.5 million people have fled their homes, making Sudan the biggest displacement crisis globally, and hunger is rising. Aid agencies lost access to Wad Madani, a former aid hub in the important El Gezira agricultural region southeast of Khartoum, after the RSF seized it from the army last month. Diplomats and aid workers say that the army and officials aligned with it have hampered humanitarian access as both sides pursue their military campaigns. They say the RSF does little to protect aid supplies and workers, and that its troops have been implicated in cases of looting.

There’s a genocide in the making in Darfur, Sudan — for the second time in 20 years. This time, the violence is happening on President Biden’s watch, and he and his administration have not done enough to stop it. In recent weeks, Sudan’s paramilitary Rapid Support Forces, a mercenary-commercial enterprise, has overrun four of the five main cities in Darfur, a region in western Sudan. After the Rapid Support Forces seized the town of Ardamata on Nov. 4, some 1,500 people were slaughtered, according to a Darfur human rights group. The paramilitaries are mobile and ferocious, and their adversaries in the regular army, the Sudan Armed Forces in Darfur are demoralized and outgunned.

UNITED NATIONS (AP) — The United Nations Security Council voted Friday to end its political mission of a few hundred people dedicated to ending the civil war in Sudan. Russia abstained from the unanimous vote to end UNITAMS, the United Nations Integrated Transition Assistance Mission in Sudan. The conflict has wrecked the country and forced more than 6 million people out of their homes, either to safer areas inside Sudan or to neighboring countries. Political Cartoons View All 1277 ImagesUnited Nations officials say that the U.N. will keep trying to help Sudanese people with the continuing presence of various humanitarian agencies. “What is clear and what should be clear to everyone is that the United Nations is not leaving Sudan,” U.N. spokesman Stéphane Dujarric told reporters on Thursday.

Young women from the ethnic-African Masalit tribe say they were sexually assaulted at gunpoint by RSF paramilitary and Arab militia forces during attacks on the city of El Geneina in West Darfur. In early November, the RSF and Arab militia fighters waged another wave of ethnically targeted attacks in the city, Reuters recently reported. Source: Natural EarthThis report details the accounts of other Masalit women who say they were raped. Taken together with reports of rape cited by international organizations, their allegations point to the specific targeting of Masalit women for sexual assault by the RSF and allied Arab forces in El Geneina. All 11 women interviewed for this story said the men who attacked them wore either RSF military uniforms, or robes and turbans commonly worn by Arab militiamen.

Unlike most of its Western allies and some Gulf states, Turkey does not view Hamas as a terrorist group and hosts some of its members. Nelson said Turkey was connected to Hamas' past efforts to raise funds from donors, investment portfolios, charities and non-profit organisations. Even if Turkey sees Hamas as legitimate, he said the group could still violate domestic laws, though he gave no specific example of this happening. "There is sufficient opportunity for Turkey to address this problem under its own domestic legal authorities irrespective of U.S. sanctions," he said. Turkey says sanctions will not be circumvented on its soil and that nothing transiting is used in Russia's war effort.
