To ease the burden on the city’s shelter system, adult migrants will be allowed to stay in shelters for only 30 days under the agreement, city officials said. After that, they will not be able to reapply for a bed, which they are currently allowed to do. Some would be allowed to stay longer if they meet certain conditions, including having a medical disability or an “extenuating circumstance,” officials said. The changes to the so-called right-to-shelter requirement are a major shift in a policy that had set New York apart from all other big U.S. cities. In no other city must officials guarantee a bed to any homeless person who seeks one, something city officials have alternately taken pride in and fought against for decades.

Levin, a “visionary” media executive, as he was often described, who became C.E.O. of the world’s largest media company, Time Warner, and an architect of its merger with America Online, widely considered the worst corporate marriage in American history, died on Wednesday. Mr. Levin was Time Warner’s chief executive when he and his counterpart at AOL at the time, Steve Case, devised what was then the largest business merger in U.S. history. But here’s something that hasn’t changed much: the pace at which car insurance rates are rising. Car insurance rates are up almost 21% for the 12 months ended in February, according to new Consumer Price Index data released Tuesday. The last time car insurance rates rose that much on an annual basis was 1976, not counting January, which saw the same annual rate increases. The rise in car insurance rates alone contributed half a percentage point to the overall 3.2% inflation rate last month. Meanwhile, drivers in North Carolina saw the smallest bump in car insurance rates, up just 5.5% over that same timeframe.

DETROIT – General Motors' long-time head of manufacturing is retiring, and the company has hired a former Tesla and Google executive to fill his shoes. CNN —Former President Donald Trump is the closest thing in modern political history to an incumbent who doesn’t hold the office. But these considerable advantages also raise questions about his general election chances given his inability to completely win over Republican primary voters. Despite effectively clinching the Republican nomination with a near-sweep of Super Tuesday states, Trump couldn’t escape the shadow cast by former South Carolina Gov. A man already charged with insider trading related to a shell company's planned merger with Donald Trump's social media firm was hit with a new money laundering count in Manhattan federal court. The new indictment details two money transfers Shvartsman conducted after netting a profit of about $18.2 million from selling Digital World Acquisition Corp . Shvartsman, his brother Gerald Shvartsman and Bruce Garelick were indicted in June on securites fraud charges related to their sale of DWAC securities in fall 2021 and other conduct. The trio of investors allegedly bought DWAC securities after learning on a confidential basis that the so-called special purpose acquisition company was eyeing a merger with Trump Media and Technology Group. TMTG includes the social media platform Truth Social, which is one of the former president's favorite methods for communicating with supporters online.

China touted the capabilities of its latest aircraft carrier just as a British vessel suffered an embarrassing malfunction that caused it to pull out of NATO exercises. Chinese state broadcasters recently devoted considerable airtime to discussing the Fujian, the aircraft carrier it launched in 2022, Newsweek reported. It came as the Royal Navy announced that its flagship aircraft carrier, the HMS Queen Elizabeth, had issues with a propeller shaft, meaning it had to withdraw from NATO's upcoming exercises.
