(AP) — Smoking in cars with children is banned in 11 states, and lawmakers are pushing to join them in West Virginia, where more adults use cigarettes than anywhere else in the nation, according to the Centers for Disease Control and Prevention. Senate Majority Leader Tom Takubo, a doctor-turned-lawmaker, made a promise long ago to a patient whose father was a heavy smoker that he would try to ban smoking in vehicles carrying children in West Virginia. Takubo has made it almost an annual effort since 2017 to introduce the legislation, but it didn't gain traction. But it would be a secondary offense: smoking with children present cannot be the main reason a driver is pulled over. "This is a cut at the fundamental rights of parents making a decision over their children in their vehicle.

But in the House, Republicans’ shrinking majority has underscored the importance of the balance of power in Washington. (AP) — With two weeks to go before the South Carolina Republican primary, Nikki Haley is trying to challenge Donald Trump on her home turf while the former president tries to quash his last major rival’s narrow path to the nomination. Haley, 52, has called throughout her campaign for mental competency tests for politicians, a way to contrast with 77-year-old Trump and 81-year-old Biden. CHARLESTON, W.Va. (AP) — A Virginia bank that is seeking to recover more than $300 million in longstanding unpaid business loans to the family of West Virginia Gov. Jim Justice is planning to auction off land at a sporting club located at the governor’s posh resort. The notice said that an auction involving the Greenbrier Sporting Club lots is scheduled for March 5 at the Greenbrier County Courthouse in Lewisburg. The Greenbrier Sporting Club is a private equity club and residential community that opened in 2000. WASHINGTON — The Biden campaign has zeroed in on a likely date and location for a fundraiser with three Democratic presidents — Joe Biden, Barack Obama and Bill Clinton — according to three people familiar with the planning. The fundraiser is expected to take place on March 28 in New York City, possibly at Radio City Music Hall, these people said. A spokesperson for the Biden campaign said no details have been finalized, including venue or location. NBC News first reported last month that the Biden campaign was trying to organize a fundraiser with the current president and his two most recent Democratic predecessors. John Chambers grew up in West Virginia and went on to run what was once the world’s most valuable company, the computer networking firm Cisco Systems Inc. Now he is trying to help economically lagging West Virginia by making it a “start-up state” akin to Israel, which has been called the start-up nation. I interviewed Chambers recently about his hopes and the magnitude of the challenge. Chambers was born in 1949 while his parents were in medical school at Case Western Reserve University in Cleveland. He grew up mostly in Charleston, W.Va., and earned a bachelor’s degree and a law degree from West Virginia University. Chambers became a salesperson for IBM, then for Wang Laboratories, before joining Cisco in 1990, six years after the company was founded in Silicon Valley.

But Haley, now a Republican presidential candidate, has avoided denouncing society or groups of people as racist. Haley, who was Trump's U.N. ambassador, has described facing prejudice in her upbringing in rural Bamberg. “My parents never wanted us to think we lived in a racist country,” Haley told reporters recently.
