CNN —A man has died and up to nine other people are missing after a 10-story hotel collapsed in Argentina. Firefighters, paramedics and police were working to remove debris in order to reach people who are thought to be buried. The victim is thought to have been an 80-year-old man who lived in the building next to the collapsed hotel, minister of security of the province of Buenos Aires Javier Alonso said on the TN news channel. The missing include workers from a construction site at the hotel that was apparently operating “clandestinely, without complying with municipal regulations,” according to the statement. Emergency workers are trying to free up to nine people believed to be trapped in the rubble.

CNN —The North Carolina Court of Appeals on Tuesday unanimously rejected a Republican bid to have election officials segregate overseas ballots cast by people who have never resided in the state for additional checks of the voters’ eligibility. The court’s decision is the latest blow to Republican efforts to attack overseas ballots in critical battleground states. Earlier Tuesday, a federal judge in Pennsylvania dismissed a challenge to the vetting procedures for overseas ballots in that state. And last week, a state judge in Michigan sided against the GOP in a case targeting ballots cast by people who had never lived there but were eligible to vote in the state because of familial ties to it. Though North Carolina’s policy of accepting ballots from overseas voters has been on the books for several years, starting in 2016, civilian voters abroad began outnumbering the military vote overseas – which itself is not as conservative as it once was.

The overseas vote has long been viewed as sacrosanct because of its connection to the military vote, and the Pennsylvania lawsuit – which would have jeopardized the ballots of service people abroad – drew a sharp backlash. He cited other procedural issues with Republicans’ lawsuit as well. In the Pennsylvania case, the Republicans were arguing that election officials should take additional steps to verify ballots cast in the state from overseas voters. CNN —Former President Donald Trump on Tuesday claimed two Pennsylvania counties are experiencing voter fraud despite both officials there maintaining they’re still investigating potential issues related to voter registration applications. “This on top of Lancaster County being caught with 2600 Fake Ballots and Forms, all written by the same person. While announcing the suspected fraud, Lancaster officials said at least two other counties may have also received fraudulent voter registration applications. On Tuesday, York County spokesperson Greg Monskie would not confirm to CNN whether it had received fraudulent voter registration applications and couldn’t speak to any connection with the issues alleged in Lancaster County. The interaction took place at the Voter Service Center in Media, Pennsylvania, the seat of the suburban Philadelphia county.

(AP) — The federal government is handing out $2.4 billion in railroad grants to help pay for 122 projects nationwide with more than half of the money going to smaller railroads. The grants announced Tuesday by the Federal Railroad Administration will go to projects across 41 states and Washington, D.C. Last year, the administration handed out $1.4 billion in these rail grants. But the majority of the money — nearly $1.3 billion — will go to 81 projects at smaller short line railroads across the country. Chuck Baker, president of the American Short Line and Regional Railroad Association trade group, said the grants will help those smaller railroads significantly.

WASHINGTON — Vice President Kamala Harris’ campaign is seizing on racist comments made by an ally of Donald Trump this weekend about Puerto Ricans to launch a new digital ad targeting Latino voters that argues they “deserve better” than what the former president has to offer. Beyond Pennsylvania, there are sizable Puerto Rican populations in North Carolina, Wisconsin and Michigan as well, where the race could be determined by mere margins. The Trump campaign attempted to distance itself from the remarks and some high-profile Republicans quickly rebuked them. Before Trump's event, Harris had rolled out her economic proposals for the Puerto Rican community during stops in Philadelphia, including at one Puerto Rican restaurant. The Tennessee man charged with kidnapping and killing a kindergarten teacher during a morning run two years ago pleaded guilty to first-degree murder, officials said Monday. Cleotha Abston, 40, was sentenced to life without the possibility of parole, for the Sept. 2, 2022, murder of Eliza Fletcher, 34, the Shelby County District Attorney’s Office said in a statement. Memphis Police DepartmentFletcher, a mother of two, had gone for a run near the University of Memphis when Abston forced her into his vehicle. Abston was linked to Fletcher's death through surveillance video and forensic evidence, the prosecutor’s office said. Abston’s lawyer, Juni Ganguli, said he had advised Abston to accept an agreement with prosecutors.

A woman died on Saturday after backing into plane's propeller while trying to take a picture at an airfield in Kansas, officials said. The Sedgwick County Sheriff’s Office said the woman was critically injured in the incident and later died at the hospital, according to NBC News affiliate KSNW. The woman was identified by the sheriff's office as 37-year-old Amanda Gallagher of Wichita, Kansas. The sheriff's office did not immediately respond to a request for comment from NBC News on Monday. The airfield is also the home of Air Capital Drop Zone.

Ballot drop boxes in Portland, Oregon, and neighboring Vancouver, Washington, were set on fire early Monday morning, police said, just over a week out from Election Day. The Portland Police Bureau said an "incendiary device" was placed inside of a sidewalk ballot box in the Central City district. At around 4 a.m. local time, about a half-hour after the reported fire in Portland, police in Vancouver also responded to a ballot box fire. Earlier this month, the Vancouver bomb squad responded to reports of a "suspicious device" near a downtown ballot box, police said. The device was "safely removed" and the ballot box itself was "not compromised," according to a news release.

CNN —Philadelphia’s district attorney asked a state judge on Monday to shut down tech billionaire Elon Musk’s controversial $1 million giveaway to registered voters, calling it an “illegal lottery scheme.”Philadelphia District Attorney Larry Krasner, a Democrat, filed the civil lawsuit against Musk and his pro-Trump group, America PAC. “America PAC and Musk are lulling Philadelphia citizens – and others in the Commonwealth (and other swing states in the upcoming election) – to give up their personal identifying information and make a political pledge in exchange for the chance to win $1 million,” the lawsuit alleges. And it is indisputably an unlawful lottery.”A spokesperson for Musk’s super PAC did not comment on the lawsuit and instead highlighted the group’s latest $1 million winner, announced Monday – a registered voter from Hastings, Michigan. Krasner said his lawsuit was not about state and federal laws that prohibit vote-buying. The US Justice Department has also warned Musk’s super PAC that his giveaway might violate federal laws that criminalize offering cash for voter registration.
