When New York’s governor and attorney general joined forces to pass a law trying to restrict social media companies’ ability to use algorithms to shape content for children, they expected Big Tech to put up a battle. That fight has certainly arrived, but with far more opponents than anticipated. A broad range of online service providers, including Google, TikTok and Meta, the parent company of Facebook and Instagram, has spent over $700,000 on lobbyists to press legislators and state officials, according to recent state disclosures. The spending represents aggregate amounts that includes other items on the lobbyists’ agendas, and the disclosures do not state whether the companies are for or against the legislation. But interviews and public statements show that most are opposing the bill — and a related bill connected to child data privacy — or raising concerns about the measures going too far, with some saying it could have unintended consequences on e-commerce sites or digital news publishers.

Wyoming Bans Gender Transition Care for Minors

Mark Gordon’s signature, Wyoming joins 23 other states that have passed partial or total bans on gender-affirming care in recent years. Wyoming’s bill, known as Senate File 99, was approved by lawmakers in both chambers earlier this month. Under the legislation, doctors, pharmacists and other health care providers who provide gender-affirming care could have their licenses suspended or revoked. As in other states, proponents of the measure have argued that the treatments in minors are relatively new, and that the long-term effects are not well studied. “I signed SF99 because I support the protections this bill includes for children,” Mr. Gordon said in a statement.

CNN —The Supreme Court on Friday denied a request by a Texas college student group to host a drag show on campus, siding with the school’s decision to prohibit the performance. Spectrum WT and two student leaders of the LGBTQ group filed an emergency petition with the high court asking that it be allowed to put on the show at West Texas A&M University. The brief order by the Supreme Court on Friday doesn’t resolve the issue but means the group will not be able to put on the performance while the litigation continues. A jury found James Crumbley guilty of involuntary manslaughter late Thursday after about 11 hours of deliberation, holding him partially responsible for failing to prevent his son from carrying out Michigan’s deadliest school shooting. London CNN —Italy’s competition authority has fined TikTok €10 million ($11 million) for failing to control the spread of content that it said threatened the safety of minors and other vulnerable people. The antitrust agency, AGCM, said Thursday that TikTok, which is owned by China’s ByteDance, had failed to take into account the specific vulnerabilities of adolescents using its platform, such as a tendency toward copying group behaviors. A judge on Friday temporarily blocked the Texas attorney general from forcing an L.G.B.T.Q. organization to turn over documents on transgender minors and the gender-affirming care they may be receiving. In Texas, medical care for gender transition is prohibited for minors under a law passed last year. The judge added that such an ask would infringe on the group’s constitutional rights and that its members would be subject to “gross invasions” of privacy. In a statement, PFLAG’s lawyers, including the American Civil Liberties Union, said they were “grateful that the court saw the harm the attorney general’s office’s intrusive demands posed.”

CNN —Indiana’s ban on transition care for minors can take effect, an appeals court ruled Tuesday, issuing a stay on the district court’s ruling that blocked parts of the law last summer. The ruling from the US Court of Appeals for the Seventh Circuit in Chicago ordered the preliminary injunction from the district court in June 2023 to be stayed – meaning the law will take effect immediately. Indiana Attorney General Todd Rokita, a Republican, applauded the ruling in an audio statement shared with CNN. “Following the court’s order yesterday, Indiana’s common-sense law is now enforceable again,” Rokita said. “Meaning that we’re going to be banning dangerous and irreversible gender transition procedures for minors.

The law passed by Chancellor Olaf Scholz's ruling three-party coalition legalises cultivating up to three plants for private consumption and owning up to 25 grams of cannabis. Larger-scale, but still non-commercial, cannabis production will be allowed for members of so-called cannabis clubs with no more than 500 members, all of whom must be adults. Germany becomes the ninth country to legalise recreational use of the drug, which is also legal in some sub-national jurisdictions in the United States and Australia. Some legislators questioned whether the new regulations would have much impact on dealing, since those who are unwilling to grow their own cannabis or join a cannabis club may still prefer to buy the drug.
