REUTERS/Kacper Pempel/Illustration/File photo Acquire Licensing RightsCompanies Microsoft Corp FollowWASHINGTON, Sept 27 (Reuters) - Chinese hackers who subverted Microsoft's (MSFT.O) email platform earlier this year managed to steal tens of thousands of emails from U.S. State Department accounts, a Senate staffer told Reuters on Wednesday. The staffer, who attended a briefing of State Department IT officials, said the officials told lawmakers that 60,000 emails were stolen from 10 different State Department accounts. The staffer, who works for Senator Eric Schmitt, shared the details of the briefing on condition that he not be identified by name. Allegations that China hacked the State Department - along with two dozen other, mostly still unidentified organizations - have strained an already tense U.S.-China relationship; Beijing has denied being behind the spying. The U.S. State Department did not immediately return a message seeking comment.

Concerns have mounted in recent months about a spate of disinformation related to parliamentary elections in Slovakia on Sept. 30 and Poland next month as well as European Parliament elections next year. The companies and other online platforms have submitted data on their activity in the last six months to fight fake news as part of the EU code of practice on disinformation. "Today, this is a multi-million euro weapon of mass manipulation ..."The 'very large platforms' must address this risk. Especially as we have to expect that the Kremlin and others will be active before elections." After the last European Parliament elections in 2019, Russia's Security Council described accusations that Moscow had spread disinformation to sway voters as absurd.

Pristina accuses Belgrade of backing the “terrorists,” an accusation Serbia denies, saying they are Serbs from Kosovo protesting the government there. Two of the gunmen and four Serbs discovered nearby with communication equipment were arrested and are being investigated for terrorist acts. Serbian President Aleksandar Vucic said the gunmen were local Kosovo Serbs “who no longer want to stand Kurti’s terror.”Vucic condemned the killing of the Kosovo policeman, but still said the clash was the result of “brutal” pressure on Kosovo Serbs by the Kosovo government. Serbia will never recognize the independence of Kosovo, that monster creation that you made by bombing Serbia,” Vucic said, referring to the 1999 NATO intervention which led to Kosovo separating from Serbia. In February, the EU put forward a 10-point plan to end the latest round of heightened tensions between Serbia and Kosovo.

Djibouti CNN —The US has not seen a withdrawal of Wagner forces from Africa “in any substantial or meaningful numbers,” a senior US defense official said, as the Kremlin continues to weigh what to do with the Russian mercenary group following its leader’s death last month. The number of Wagner forces throughout Africa, concentrated mostly in Central African Republic, Mali, and Libya, remains “pretty stable,” the official told a small group of reporters traveling with the Secretary of Defense to Africa. There are also signs Wagner forces have been “trying to exploit” the July coup attempt in Niger to make inroads there, the official said, without elaborating. “There have been signs of official Russian military delegations going out to many countries, testing the waters about whether the official Russian military would have an opportunity to operate,” the official said. Most security experts doubt Wagner can survive without Prigozhin, posing major questions about what will happen to the group’s fighters, weapons and operations.

Former Wagner commander Andrei Medvedev is pictured in court with his lawyer Brynjulf Risnes (not pictured), in Oslo, Norway April 25, 2023. Andrei Medvedev, who escaped Russia in January via its Arctic border with Norway, has described running as Russian guards fired shots at him. Police said in a statement late on Friday that a man in his 20s had been taken into custody for attempting to illegally cross the Russian border, but did not name him. It was never his intention to cross the border (into Russia)," Risnes said. Risnes said Medvedev had the right to return to Russia if he wanted to, but that "a lot of changes need to happen" in order to make a safe return.

CNN —The general leading Ukraine’s counteroffensive along the southern front line says his forces have broken through in Verbove – and predicts an even bigger breakthrough to come. However, open-source analysis of available video suggests that some Ukrainian units have crossed through an important line of Russian defenses near the village of Verbove. Stringer/ReutersAt the beginning of September Ukrainian forces said they had taken the village of Robotyne and were pushing east toward the village of Novoprokopivka. CNN reported earlier this week that the Ukrainian forces were still some 20 kilometers from Tokmak, struggling to break through the multiple layers of Russian defenses. “But the actions of our fighters force them to slowly pull back when they face our assault squads.”The general conceded that for the counteroffensive to be a success, Ukrainian forces need to at least reach the city of Tokmak.

The FBI is investigating the MGM and Caesars breaches, and the companies did not comment on who may be behind them. In some cases - Mandia did not say which ones - hackers tied to Scattered Spider placed bogus emergency calls to summon heavily armed police units to the homes of executives of targeted companies. ALPHV, which according to Mandiant is a "ransomware-as-a-service", would provide services such as a helpdesk, webpage and branding, and in turn get a cut of whatever Scattered Spider would make from the hack. While many ransomware attacks go unpublicised, the MGM hack was a vivid example of the real-world impact of such incidents. Ransomware gangs often function like large organizations, and continue to evolve their methods to adapt to the latest security measures organizations use.

Covert strikes by Ukraine in Sudan would mark a dramatic and provocative expansion of Kyiv’s theater of war against Moscow. Aside from a string of Ukrainian drone attacks that hit deep inside Russian territory, Ukraine’s ongoing counter-offensive has been focused on the country’s occupied east and south. The sanctions are part of the U.S. effort “to target Russia’s military supply chains and deprive Putin of the equipment, technology, and services he needs to wage his barbaric war on Ukraine,” Janet L.
