Bangkok, Thailand CNN —The estranged second oldest son of Thailand’s King Maha Vajiralongkorn has made an unexpected visit to the country, his first in almost three decades, in a return that surprised many in the kingdom. “I am delighted to return to Thailand, I have been warmly welcomed. I have been away for a long time, 27 years,” Vacharaesorn told reporters at the Foundation for Slum Child Care. Vacharaesorn is the second of four sons of King Vajiralongkorn, 71, and his second wife, Yuvadhida Polpraserth, who he married in 1994 and later divorced. Vacharaesorn, his mother and siblings were estranged after the separation and he does not hold a formal royal title.

Italy's health ministry on Tuesday introduced a new heat protocol for emergency rooms called “Let’s protect ourselves from the heat,” it said in a statement. CNN —Thailand’s Prime Minister Prayut Chan-o-cha will not seek re-election and will retire from politics, his party said Tuesday. The announcement came two days before Thailand’s parliament was set to vote for a new prime minister following a May election that saw Thais overwhelmingly reject military-backed rule. Germany will announce new support packages for Ukraine during the upcoming NATO summit in Vilnius, Lithuania, German Defense Minister Boris Pistorius said Monday. The preliminary work is "practically completed," Pistorius said during a joint press conference with his French counterpart Sebastien Lecornu in Berlin. Chief prosecutor Karim Khan visited Cox’s Bazar, Bangladesh, for four days this week to hear testimony from survivors of alleged genocide by Myanmar’s military against its Rohingya population. “There is heartbreak in these camps,” Khan said in an exclusive interview with CNN. CNN —The 2023 World Beach Games, scheduled to take place in Bali next month, have been canceled after hosts Indonesia suddenly withdrew from the tournament. “It is with great surprise and extreme disappointment that ANOC has learnt that the Indonesian Olympic Committee (KOI) has withdrawn from its commitment to host the ANOC World Beach Games and the ANOC General Assembly in August 2023,” ANOC said in a statement Tuesday. Indonesia’s withdrawal from the World Beach Games at such a late hour caught the organizing body off guard. “The situation is felt to be getting more difficult because several sponsors of the 2nd ANOC World Beach Games Bali 2023 have also announced their withdrawal,” Raja Sapta said. The WMO said there was a 90% probability of El Niño continuing during the second half of 2023 at moderate strength. Along with increased ocean warming, El Niño events are usually associated with increased rainfall in parts of southern South America, the southern United States, the Horn of Africa and central Asia. In India, a major rice producing nation, El Niño can weaken the monsoon that brings the rainfall the country relies on to fill aquifers and grow crops. El Niño this year could also dent US economic growth, potentially impacting everything from food prices to winter clothing sales, a recent study found. The study attributed $5.7 trillion in global income losses to the 1997-98 El Niño and $4.1 trillion in losses to the 1982-83 El Niño.

CNN —Israeli forces launched a large military operation in Jenin in the northern West Bank overnight Sunday, killing at least three people and injuring 13 others, according to the Palestinian Health Ministry. Footage shared with journalists appeared to show operations ongoing in parts of the Jenin refugee camp and Israeli military vehicles on the streets of Jenin on Monday morning. The IDF said it struck a joint operational command center for the Jenin Camp and operatives of the Jenin Brigade, a Palestinian militant group associated with Islamic Jihad. “The aggression on Jenin will not achieve its targets, Jenin will not surrender. The raid comes less than two weeks after an Israeli military raid on Jenin erupted into a massive firefight, leaving at least five Palestinians dead and dozens wounded.

Bangkok, Thailand CNN —A Thai court on Wednesday acquitted five activists accused of obstructing the Queen’s motorcade at a protest in 2020, in a landmark judgment that ended the prospect of more severe punishment nearly three years after rare calls for reform of the powerful monarchy erupted in the kingdom. Thai Lawyers for Human Rights, which represented the five activists, said a court in the capital Bangkok acquitted the defendants on all the charges, ruling the protesters were not aware of the incoming royal convoy. On October 14, 2020, dozens of protesters had gathered outside Bangkok’s Government House when Queen’s Suthida’s motorcade drove past. If the actions are considered likely to endanger the Queen’s life, then the death penalty could be applied. When the protesters realized it was a royal procession, they allowed it to move through and there were no objects thrown or obstruction of the procession, the court found, according to Thai Lawyers for Human Rights.

Paris CNN —French authorities investigating the fatal police shooting of a teenager during a traffic stop near Paris on Tuesday have detained one officer, as clashes broke out overnight between law enforcement personnel and youth angered over the death. The police officer is in custody on suspicion of “culpable homicide,” following the incident at around 8:18 a.m. local time on Tuesday in the suburb of Nanterre, according to a statement from the local prosecutor’s officer. Three people were in the car, a Mercedes AMG, at the time of the incident, it said. The death of the 17-year-old was pronounced at 9:15 a.m. local time “following at least one gunshot wound” and despite the intervention of emergency medics, the Nanterre prosecutor’s office said. Earlier, Paris Police Chief Laurent Nunez told CNN affiliate BFMTV in an interview that the officer fired when the teenager refused to follow police instructions.

From OceanGate/FILEThe missing submersible is a small vessel designed to only hold five people for a day — two hours down, several hours exploring the Titanic and two hours back to the surface. Last year, the founder of tour operator OceanGate Expeditions showed a CBS team the inside of a submersible used to visit the Titanic's wreckage. The CBS video shows a small chamber, with about as much space as a minivan. There's only one small toilet in the vessel's front, which "doubles as the best seat in the house," according to an OceanGate webpage that's no longer available. It added that when the toilet is being used, they install a privacy curtain "and turn the music up loud."

A submersible, such as the missing Titan vessel, is a type of watercraft — but it has some key differences from the better-known submarine. Unlike submarines, a submersible needs a mother ship to launch it. The Titan's support ship was the Polar Prince, a former Canadian Coast Guard icebreaking ship, according to the ship's co-owner Horizon Maritime. A submarine can also stay underwater much longer, while submersibles have much fewer power reserves, according to OceanGate, the company operating the Titan expedition, in a webpage seen by CNN that is no longer available. The Titan has 96 hours of life support, and its dives down to the Titanic wreckage usually last 10 to 11 hours, according to the site — compared to submarines that can stay underwater for months.

CNN —The Philippines’ most active volcano began spewing lava and sulfuric gas Sunday, prompting the evacuation of nearly 13,000 residents in the southeast of the country’s main island, authorities said.
