PayPal will cut 9% of its global workforce, or about 2,500 jobs, CEO Alex Chriss wrote Tuesday in an internal letter to employees, which was viewed by CNBC. Culture issues, ineptitude and poor leadership at General Motors' Cruise autonomous vehicle unit were at the center of regulatory oversights and coverup concerns that have plagued the company since October, according to the findings of a third-party probe. Results of the investigation, which reviewed whether Cruise representatives misled investigators or members of the media in discussing the incident, were published Thursday in a 105-page report. "This conduct has caused both regulators and the media to accuse Cruise of misleading them," the report stated. Quinn Emanuel, the business litigation firm that Cruise retained to conduct the three-month investigation, interviewed 88 Cruise employees and reviewed more than 200,000 documents, including emails, texts, Slack messages and more. The firm is known for representing high-profile celebrities and business owners, including Tesla CEO Elon Musk.

New York CNN —EquiLend, a Wall Street firm that processes trillions of dollars of securities transactions a month, was hit by a cyberattack that has knocked some of its systems offline, the company said Wednesday. The financial technology firm, owned by Goldman Sachs, JPMorgan and other major Wall Street firms, said in a statement to CNN that it could take “several days” before services are fully restored. “We immediately launched an investigation and have identified a cyber security incident involving unauthorized access to our systems,” Gohlke said. EquiLend, owned by a consortium of Wall Street firms including BlackRock and Bank of America, is a significant player in the securities-lending industry through its NGT trading platform. (AP) — A U.S. District Court judge is standing by her decision to block portions of a public health order from New Mexico's governor that would suspend the right to carry firearms in many public parks in the Albuquerque area, with appeals pending before a higher court. The Monday order from Albuquerque-based Judge Kae Riggs denied a request from the governor to leave in place a temporary ban on firearms in some public places in greater Albuquerque, including most public parks. “Judge Riggs’ opinion ignores this caselaw and the massive amount of historical evidence in the record supporting the constitutionality of the temporary restrictions imposed by the public health order,” Hayden said in an email. The rest of the public health orders have remained intact, including directives for monthly inspections of firearm dealers statewide, reports on gunshot victims at New Mexico hospitals, wastewater testing for illicit substances at schools and more. Votes against the bill were cast by two Republican lawmakers who are pursuing impeachment proceedings against the governor for her emergency health orders on gun violence.

OpenAI on Thursday announced its first partnership with a higher education institution. Starting in February, Arizona State University will have full access to ChatGPT Enterprise and plans to use it for coursework, tutoring, research and more. With the OpenAI partnership, ASU plans to build a personalized AI tutor for students, not only for certain courses, but also for study topics. The access to ChatGPT Enterprise means students will no longer be limited by usage caps. OpenAI and ASU's joint release specified that any prompts the ASU community inputs into ChatGPT "remain secure," and that OpenAI "does not use this data for its training models."

"Third-party AI services are only used when customers actively engage with Dropbox AI features which themselves are clearly labeled," he wrote, pointing to a screenshot. Dropbox's third-party AI data sharing only applies to users who want Dropbox's AI features, which is available through many of Dropbox's paid plans, or through its Early Access program. But, even if you've opted out, any files shared with another person who is using Dropbox AI could still be sent to OpenAI servers.

OpenAI's tender offer, which would allow employees to sell shares in the start-up to outside investors, remains on track despite the leadership tumult and board shuffle, two people familiar with the matter told CNBC. The round and previously reported valuation were jeopardized by Sam Altman's temporary ouster earlier in November, but his return cleared the way for the tender offer to proceed. The extension of the tender offer comes after a rollercoaster couple of weeks for the company. OpenAI's other major backers include Founders Fund, Sequoia Capital and, following the completion of the tender offer, Thrive Capital. Founders Fund will not participate in the tender offer either, a person familiar with the firm said.
