(Reuters) - Ukraine expects a "positive" European Union appraisal of its progress on the path towards eventual EU membership in a report due this week, a senior government minister said on Monday, adding that Kyiv had carried out all the reforms required of it. Deputy Prime Minister Olha Stefanishyna was speaking in an interview with Reuters before the executive EU Commission publishes the report on Wednesday. Kyiv hopes it will recommend that EU leaders decide in December to open formal accession talks with Ukraine. The Commission said in June that Ukraine had met two out of seven conditions the EU had set to start the membership talks. "I think for the purposes of the assessment when it comes to the seven steps, everything which has been agreed has been implemented and done," Stefanishyna said.

The Israeli military has reported a sharp increase in operations against militants in the West Bank since the Oct. 7 attack, making some 1,260 arrests, of whom it said some 760 were affiliated with Hamas. While Hamas and the smaller Iranian-backed Islamic Jihad militant group are mainly based in Gaza, over recent years they have also expanded their presence across the West Bank, notably in volatile cities including Jenin and Nablus. "We have documented that in many of these incidents, settlers were accompanied by members of the Israeli forces, or the settlers were wearing uniforms and carrying army rifles," she said.

In India, the annual average concentration of particulate matter 2.5 (PM2.5) in the air is the highest in northern regions. Officials said they saw no immediate improvement in the air quality. Delhi hosts a World Cup match on Monday between Bangladesh and Sri Lanka. Poor air quality also caused respiratory problems, irritation in the eyes and restlessness in pet animals.

Juanita McNeely, an uncompromising painter who used the language of Expressionism to immortalize the sweetest and most brutal moments of her own female experience, died on Oct. 18 in Manhattan. "These olives have not been harvested yet, meaning we lost the trees and the season," Hajj Hassan said. (But) we have olives trees that are 200 years old." President Tayyip Erdogan submitted the ratification bill for Sweden's NATO membership bid to parliament last month, a move welcomed by Stockholm as it would clear the way for it to join the Western defence alliance. NATO Secretary General Jens Stoltenberg has said he wants a "speedy vote" by Turkey's parliament and that the process was "going well". "Sweden's NATO membership is just one of the international agreements on our agenda waiting for ratification," Oktay told a meeting of lawmakers. The Sweden NATO membership bill must be approved by the committee before a vote by the full parliament, at which point Erdogan would sign it into law. STOCKHOLM (Reuters) - Half of the world's countries are suffering democratic decline, ranging from flawed elections to curtailed rights including freedoms of expression and assembly, an intergovernmental watchdog group said on Thursday. "In short, democracy is still in trouble, stagnant at best, and declining in many places," IDEA Secretary-General Kevin Casas-Zamora said in the report. IDEA bases its Global State of Democracy Indices on more than 100 variables and is using four main categories - Representation, Rights, Rule of Law and Participation - to categorise performance. It also said Azerbaijan, Belarus, Russia and Turkey had drifted away from the rest of Europe, performing well below the European average across most indicators of democracy. However, the think-tank said there were some green shoots, with surprisingly high rates of political participation and decreasing levels of corruption, especially in Africa.

The charge of aggravated child trafficking carries the death penalty in Uganda while aggravated child torture draws a maximum sentence of life in prison. Mackenzie Leigh Mathias Spencer pleaded guilty to inflicting cruel, inhuman and degrading treatment for which she was sentenced to a fine of 3.36 million shillings or two years in prison. Nicholas Spencer admitted one count of child neglect for which he was fined 1.5 million shillings or six months in jail. The couple also pleaded guilty to staying illegally in the east African country and working without permits. Both were also ordered to compensate the child with 50 million shillings each.

Wheat futures had been pressured this week by hopes that Ukraine would expand grain exports, as well as rain relief in dry crop belts worldwide.
