BRUSSELS/DUBAI, Nov 30 (Reuters) - Countries at the U.N.'s COP28 climate summit opening on Thursday hope to clinch an early deal on a new fund to pay for climate-caused damage, aiming to muster some political goodwill before talks turn to divisive topics including the future of fossil fuels. With finance also high on the meeting agenda, the United Arab Emirates' COP28 presidency published a proposal on the eve of the summit, for countries to adopt a new U.N. climate damage fund - raising hopes among some delegates that this could be among the first deals struck in Dubai. "Opening these negotiations is like opening Pandora's box. Adnan Amin, CEO of the COP28 summit, told Reuters this month the aim was to secure several hundred million U.S. dollars for the climate damage fund during the event. BEIJING, Nov 28 (Reuters) - Three Chinese navy ships have arrived in Myanmar on a goodwill visit as part of renewed Chinese defence engagement amid Chinese concern about a surge of fighting between Myanmar junta forces and insurgents near the Chinese border. The Chinese task force would "conduct naval security exercises" with Myanmar, it reported. This month, the Chinese and Vietnamese navies conducted their 35th joint patrol in Beibu Gulf since 2005, while Chinese troops held a border defence exchange with armed forces from Laos. The Chinese naval visit comes as Myanmar junta forces are battling ethnic minority insurgents near the border with China, raising concerns in China, which has called for peace. Chinese troops have been conducting live-fire drills on their side of the border since Saturday so that People's Liberation Army (PLA) forces are "ready for any emergency", the PLA Daily reported.

And we respect the sovereign decision that China made to remove some of the pandas," White House spokesman John Kirby said at a briefing. "And certainly should a decision be made by the PRC (People's Republic of China) to restore some of the pandas to the United States, we would absolutely welcome them back." He said he also learned that the San Diego Zoo and people in California look forward to welcoming pandas back. "Pandas have long been envoys of friendship between the Chinese and American peoples," Xi said.

"It is a moment with some heartbreak in it,” National Zoo Director Brandie Smith said at the time. The San Diego Zoo has been panda-less for four years and may need to upgrade or refurbish its facilities.
