WASHINGTON — A divided Supreme Court on Tuesday allowed the Biden administration to enforce regulations aimed at clamping down on so-called ghost guns — firearm-making kits available online that people can assemble at home. Plaintiffs also include gun rights groups and makers and sellers of ghost guns. Tuesday's ruling was not a final decision and the Supreme Court could still hear the case and issue a detailed decision on the merits. On July 28, Justice Samuel Alito temporarily put the Texas ruling on hold while the Supreme Court decided on what next steps to take. The ghost guns case, however, is on a separate legal question related to ATF's regulatory authority, not the right to bear arms.

Ford Motor and its battery manufacturing partner will receive a $9.2 billion loan to build three battery factories in Kentucky and Tennessee, the Department of Energy said Thursday. The loan is the single biggest financial commitment the Biden administration has made in its effort to build an electric vehicle manufacturing network in the United States. The loan will go to a joint venture created by Ford and its partner SK On called BlueOval SK that will supply batteries for electric Ford and Lincoln cars and trucks. By helping to finance battery factories, the administration hopes to ensure that the United States does not become dependent on China for batteries and their components. The other two factories are in Glendale, Ky., south of Louisville, and will employ more people than Kentucky’s coal industry.

CNN —Memphis Grizzlies star Ja Morant has been suspended for 25 games without pay by the NBA for “conduct detrimental to the league,” the NBA announced Friday. The NBA had suspended Morant for eight games without pay in March after he was seen in another Instagram Live video holding a gun at a nightclub in Glendale, Colorado, a suburb of Denver. The league said Morant’s unpaid suspension runs through the first 25 games of the upcoming 2023-24 regular season. He will not be allowed to take part in any “public” team activities, including preseason games, until the suspension is lifted. Earlier this month, Silver said what was important was not the amount of games Morant was suspended for but rather changing his life path.

DETROIT – Wholesale used vehicle prices reached their lowest level of the year in May, as sales fell amid high interest rates and inflated retail prices. The declines in sales and wholesale prices signal the used vehicle market is weakening, according to Cox. Used vehicle prices have increasingly become a barometer for inflation since early last year when the Biden administration blamed the market for rising inflation rates. The costs and scarcity of inventory led consumers to the used vehicle market, boosting those prices as well. Continued declines could help bring used vehicle pricing down for consumers, since retail prices traditionally follow changes in wholesale prices.

But just when it looked as though the incentive monster was being cut down to size, the CHIPS Act and the Inflation Reduction Act are threatening to give it an enormous infusion of steroids. The CHIPS Act, at least, requires companies to do some good in return. In February, Ford agreed to build its new electric vehicle plant in Michigan, but only after extracting a promise of as much $1.75 billion in state and local incentives. To limit the damage to state and local budgets and ensure meaningful community impacts, there are a few things we can do. First, Congress should consider amending the U.S. CHIPS Act to ensure that there are no requirements that projects receive any state or local funding in order to obtain federal dollars.

The NFL, NBA, NHL, MLB, WNBA, NASCAR, and MLS have joined media companies NBCUniversal and Fox to form The Coalition for Responsible Sports Betting Advertising. The coalition, led by NFL vice president of public policy and government affairs, Jonathan Nabavi, aims to regulate sports-betting advertising as it floods television, internet and print media. The move comes as sports betting becomes legal in more states and opponents worry its advertising targets minors. The National Council on Problem Gambling has commended the coalition and promised to work in collaboration with it to "better mitigate problem gambling related harm."
