Gavin Newsom vetoed a bill Wednesday that would have helped Black families reclaim or be compensated for property that was unjustly taken by the government. The proposal by itself would not have been able to take full effect because lawmakers blocked another bill to create a reparations agency that would have reviewed claims. The California Legislative Black Caucus has backed a series of reparations packages in the state. The caucus cited concerns that the Legislature would not have oversight over the agency’s operations and declined to comment further on the reparations fund bill because it wasn’t part of the caucus’ reparations priority package. The administration’s Department of Finance said earlier this year it opposed the eminent domain bill because it was not specifically included in the budget.

The House is set to vote Wednesday to formally condemn President Joe Biden, Vice President Kamala Harris and other officials over their handling of the 2021 U.S. withdrawal from Afghanistan. The resolution also points to Harris’ April 2021 comments to CNN that she played a central role in Biden's decision to pull troops from Afghanistan. Former President Donald Trump and Republican allies have sought to blame Harris for the Afghanistan withdrawal after she jumped into the presidential race in July. Sen. JD Vance, R-Ohio, Trump’s running mate, last month blasted Harris over the administration's handling of the Afghanistan withdrawal. Kamala Harris is disgraceful.”Family members of the service members killed in the Abbey Gate attack did not invite Biden or Harris to Arlington National Cemetery last month to commemorate the attack's third anniversary, a White House official and a Harris aide told NBC News.

Propagandists in China, Iran and Russia are using artificial intelligence to create content designed to deceive Americans ahead of the November presidential election, federal intelligence officials said Monday. In a conference call about foreign election interference efforts organized by the Office of the Director of National Intelligence, officials said the U.S. intelligence community has concluded that AI has made it easier to create disinformation, but has not fundamentally changed the way those actors operate. “The IC considers AI a malign influence accelerant, not yet a revolutionary influence tool. In other words, information operations are the threat, and AI is an enabler,” said one ODNI official, referring to the U.S. intelligence community. Russia has a much more sophisticated understanding of American politics than Iran, the intelligence official said Monday.

Three EPA whistleblowers told ProPublica on Thursday that their complaints were the subject of the reports (which redact employee names). After endorsing Trump, Kennedy wrote in a Wall Street Journal op-ed that the U.S. could “revisit pesticide and other chemical-use standards” if Trump wins. “The EPA was sort of paralyzed under the Trump administration,” she said. It’s not yet clear what Kennedy’s role might be in a potential Trump administration, or which decisions he’d help to make as part of the transition team. Even with Kennedy’s ties to Trump, Gartner said she would expect the EPA under a second Trump administration to act similarly to the first one.

A female cat has more freedom in Afghanistan than a woman does, Hollywood actor Meryl Streep said at the United Nations on Monday in a bid to get world leaders to focus on the plight of Afghan women and girls. “The way that ... this society has been upended is a cautionary tale for the rest of the world,” Streep told an event on the sidelines of the U.N. General Assembly to encourage the inclusion of women in the future of Afghanistan. The U.N. has sought a unified global approach to dealing with the Taliban, who have cracked down on women’s rights. Most girls have been barred from high school and women from universities by the Taliban. A squirrel has more rights than a girl in Afghanistan today, because the public parks have been closed to women and girls,” Streep said.

U.S. Steel CEO David Burritt on Tuesday defended the company's planned sale to Japan's Nippon Steel, expressing confidence that the deal will "close on its merits" despite President Joe Biden's vocal opposition. "We strongly believe the deal closes on its merits," Burritt said in an interview on CNBC's "Money Movers." "It strengthens national security, it strengthens economic security and it strengthens job security." CFIUS told Nippon that the sale could "lead to a reduction in domestic steel production capacity," according to a letter obtained by Reuters earlier this month. The committee said supply chains could be disrupted in sectors critical to national security such as transportation, infrastructure, construction and agriculture.

CNN —After more than five decades at the forefront of United States foreign policy, President Joe Biden may have hoped to use his speech to over a hundred world leaders at the United Nations General Assembly in New York to burnish both his own legacy and the country’s leadership on the world stage. “The world has changed, and the world’s gotten more difficult in many ways,” one senior administration official said. Election loomingIn New York, world leaders will find themselves grappling with the growing list of global flashpoints – all while an election just weeks away looms over the US’ role as the democratic world’s champion, benefactor and leading arms supplier. While Biden will be formally representing the US at the table, former president Donald Trump and Vice President Kamala Harris are separately meeting with world leaders to bolster relationships and outline their own goals. This will be followed by a meeting focused on Ukraine reconstruction with world leaders – a critical topic ahead of Biden’s meeting with Zelensky later this week.

The US military deployed its Mid-Range Capability, or Typhon, missile system to the Philippines in April, and US military officials have expressed interest in deploying it in Japan. The MRC is a versatile new ground-based missile system that is capable of firing the Standard Missile 6 (SM-6) and Tomahawk Land Attack Missile System. The US military deployed the missile system overseas for the first time in April, putting it in the Philippines amid a joint exercise between the two militaries. AdvertisementWhile the new weapon wasn't fired during the exercise, its presence in the region irked China, which demanded the system be removed. Russia is said to have violated the Cold War-era arms-control pact by developing and fielding the SSC-8/9M729 missile system.

Tokyo, Japan (AP) — Japan said its warplanes used flares to warn a Russian reconnaissance aircraft to leave northern Japanese airspace on Monday. It came a day after a joint fleet of Chinese and Russian warships sailed around Japanese northern coasts. Earlier in September, Russian military aircraft flew around southern Japanese airspace. The Chinese aircraft carrier Liaoning, accompanied by two destroyers, sailed between Japan’s westernmost island of Yonaguni and nearby Iriomote, entering close to Japan’s waters. According to Japan’s military, it scrambled jets nearly 669 times between April 2023 and March 2024, about 70% of the time against Chinese military aircraft, though that did not include airspace violations.

LEESPORT, Pa. — Sen. JD Vance on Saturday reacted for the first time to the bombshell report about Mark Robinson, the Republican candidate for governor in North Carolina, saying that the allegations against Robinson "aren't necessarily reality." “The allegations are pretty far out there, of course, but I know that allegations aren’t necessarily reality,” Vance, R-Ohio, said of Robinson’s reported comments on a porn site. The North Carolina Republican Party on Thursday issued a statement reiterating that Robinson has "categorically denied the allegations." An Israeli-designed radar system encircling the island can detect passersby, in low visibility, from half a mile away. Often described as "butlers with badges," the Indian Creek police force is unlike most of its counterparts. The Indian Creek radar can detect objects on the water and use artificial intelligence to classify them according to the risk they pose. With the new security system, the Indian Creek police appear to have turbocharged their enforcement of regulations in the surrounding waters. CNN —Israeli Prime Minister Benjamin Netanyahu is considering a plan to force all Palestinian civilians out of northern Gaza, including Gaza City, in order to lay siege to Hamas and force the release of hostages. The plan does not mention whether, when, or how civilians would be allowed to return to northern Gaza. The idea comes from a group of retired Israeli military generals, who have formally presented it to the Israeli cabinet and a powerful parliamentary committee. “The right thing to do is to inform the approximately 300,000 residents who remained in the northern Gaza Strip, citizen residents, of the following: Not that we are suggesting you leave the northern Gaza Strip, we are ordering you to leave the northern Gaza Strip.”“In a week, the entire territory of the northern Gaza Strip will become military territory. The plan does not tackle the question of whether Palestinians could ever return to northern Gaza, one of its backers told CNN.

Additionally, Republican members of the North Carolina congressional delegation, including Sens. The political fallout from Robinson’s past comments could be particularly tough for Trump because of the importance of North Carolina as one of seven key swing states on the presidential map. Yet, according to financial advisors, there is an outlier in the realm of investing: the 401(k) match. The basic concept of a 401(k) match is that an employer will make a matching contribution on workers' retirement savings, up to a cap. In this example — a dollar-for-dollar match up to 3% — the investor would be doubling their money, the equivalent of a 100% profit. "If you were in Vegas and every time you put $1 in [the slot machine] you got $2 out, you'd probably be sitting at that slot machine for a mighty long time," said Elliott, a member of CNBC's Advisor Council. However, that money can come with certain requirements like a minimum worker tenure, more formally known as a "vesting" schedule.

CNN —Four days of hearings on the 2023 implosion of the Titan submersible which killed all five people on board concluded this week with more damning testimony recounting multiple safety incidents over the years. Lahey said he saw the Titan in March 2019 while in the Bahamas and was “not impressed,” and told OceanGate staff members how he felt about it. I saw evidence where they were crimping cables to hold on weights, it just looked amateurish in its execution,” he said. “Anyone that felt safe going to depths in the Titan was deluded or delusional, it was an experimental vessel, it was clear that it was dangerous,” said Hagen. David Lochridge, a former director of marine operations for OceanGate who expressed safety concerns about the ill-fated Titan submersible, said during his testimony earlier this week the Titan tragedy could have been prevented if US safety authorities had investigated his complaints.
