The proposal by itself would not have been able to take full effect because lawmakers blocked another bill to create a reparations agency that would have reviewed claims. The California Legislative Black Caucus has backed a series of reparations packages in the state. The caucus cited concerns that the Legislature would not have oversight over the agency’s operations and declined to comment further on the reparations fund bill because it wasn’t part of the caucus’ reparations priority package. The administration’s Department of Finance said earlier this year it opposed the eminent domain bill because it was not specifically included in the budget.

In a conference call about foreign election interference efforts organized by the Office of the Director of National Intelligence, officials said the U.S. intelligence community has concluded that AI has made it easier to create disinformation, but has not fundamentally changed the way those actors operate. “The IC considers AI a malign influence accelerant, not yet a revolutionary influence tool. X lawyers said late on Friday that the platform had named a legal representative in Brazil, addressing a key demand imposed by the court. In a Saturday decision, Supreme Court judge Alexandre de Moraes gave five days for X to provide commercial registries and other documents proving that X formally signed Rachel de Oliveira Conceicao as its Brazil legal representative. Brazilian law requires foreign companies to have a legal representative to operate in the country. X had a legal representative in Brazil until mid-August, when it decided to close its offices and fire its staff in the country.

CNN —Four days of hearings on the 2023 implosion of the Titan submersible which killed all five people on board concluded this week with more damning testimony recounting multiple safety incidents over the years. Lahey said he saw the Titan in March 2019 while in the Bahamas and was “not impressed,” and told OceanGate staff members how he felt about it. I saw evidence where they were crimping cables to hold on weights, it just looked amateurish in its execution,” he said. “Anyone that felt safe going to depths in the Titan was deluded or delusional, it was an experimental vessel, it was clear that it was dangerous,” said Hagen. David Lochridge, a former director of marine operations for OceanGate who expressed safety concerns about the ill-fated Titan submersible, said during his testimony earlier this week the Titan tragedy could have been prevented if US safety authorities had investigated his complaints.
