Dec 14 (Reuters) - Oregon Governor Kate Brown, who leaves office at the beginning of the year, has commuted the death sentences of all 17 inmates facing capital punishment in the state, leaving them to serve life in prison without the possibility of parole. The Democrat said she decided to use her executive clemency powers to commute the sentences because she believes capital punishment is immoral. Legal and ethical questions have swirled around capital punishment in the United States in recent years as states have found it difficult to procure drugs to carry out the death penalty. Nine years later, the state's department of corrections closed its death row and reassigned condemned inmates to special or general population housing units. Due to the COVID-19 pandemic and policy changes, the number of executions in 2021 fell to 11, the fewest since 1988.

CAPE TOWN, Nov 21 (Reuters) - South Africa's Supreme Court of Appeal ruled on Monday that the decision to release former President Jacob Zuma on early medical parole was "unlawful" and that he should return to prison to finish his sentence for contempt of court. Zuma was released on medical parole in September 2021 after only serving a fraction of the sentence. But in December, the high court set aside the parole decision and ordered him to return to jail. Zuma appealed that ruling and judgement was delivered on Monday after the department of correctional services said in October that his prison sentence has finished. It also found that the decision by the former national commissioner of correctional services to grant Zuma medical parole against the advice of the Medical Parole Advisory Board, a specialist body, was unlawful.
It is the second execution since September that the state has canceled because of difficulties with establishing an IV. Because the death warrant expired at midnight, the state must go back to court to seek a new execution date. Some three decades ago, a promise was made to Elizabeth’s family that justice would be served through a lawfully imposed death sentence. Smith was initially convicted in 1989, and a jury voted 10-2 to recommend a death sentence, which a judge imposed. The U.S. Supreme Court on Wednesday denied Smith’s request to review the constitutionality of his death sentence on those grounds.
