North Carolina Department of Insurance communications director Jason Tyson estimated that about 139,000 properties in the state have flood insurance through the NFIP. Part of the problem with flood insurance is a common misconception that regular home insurance covers flooding, which is rarely the case, four experts knowledgable about flood insurance and disaster management told Business Insider. Only about 2% of residences in the 100 counties hit hardest by Hurricane Helene-related power outages were protected by flood insurance, according to an NBC News analysis of Census Bureau data, PowerOutage.us data and National Flood Insurance Program policy data that the insurance company Neptune Flood collected. While many coastal counties have larger shares of residences with flood insurance, coverage in inland counties is rare. Less than 1% of the North Carolina counties hardest hit by Helene were covered — and in South Carolina, it was even less, 0.3%. KAOHSIUNG, Taiwan — Taiwan shut down on Wednesday, grounding hundreds of flights and closing schools, offices and financial markets ahead of the arrival of a weakening Typhoon Krathon, with one person reported dead and torrential rain lashing the island’s south. Although the typhoon has weakened, the threats from a storm surge, strong winds and rain remain as it slowly makes its way toward Taiwan’s coast, weather forecasters said. The typhoon would lose power once it hit land, said Kaohsiung Mayor Chen Chi-mai, but would still bring intense winds and rain. Once it hits land, the typhoon could be downgraded into a tropical depression and dissipate, which has happened only once before in Taiwan, in 2001, forecasters said. In Taipei, some malls and shops remained open, with rain only expected later in the day.

CNN —Election officials in Georgia, North Carolina and Florida are working quickly to ensure voters can still securely cast early ballots, despite the devastating storm impacts of Hurricane Helene that have in some cases left them without power, water and cell service. He also plans to request extending early voting until Election Day, since typically in Florida early voting goes until the Sunday before. In North Carolina, Bell is considering working with state emergency management and the North Carolina National Guard to set up temporary polling places if needed. “All of those ballots have tracking… North Carolina uses it to the fullest,” Mann said. CNN —A Georgia judge signaled Tuesday that he sees a need to bring clarity to the meaning of a “vague” new election certification rule approved by Donald Trump allies that critics say will inject chaos into the battleground state after Election Day. “That would mean that there is a window where unreviewable rules can be issued,” McBurney said. Super Typhoon Krathon, equivalent to a Category 4 Atlantic hurricane, is currently situated in the Bashi Channel in the northern part of the Luzon Strait, between Taiwan and the Philippines. As of 11:30 a.m. local time Tuesday, it had winds of 240 kph (150 mph), according to the Joint Typhoon Warning Center (JTWC). The storm, known locally in the Philippines as Julien, has already lashed the country’s northernmost islands, prompting evacuations and severe flooding in coastal communities. Disputes across the country are brewing over the role of local election boards and how much power they have to question – or even throw out – election results. In Georgia, for instance, Trump-backed members of the state election board recently passed controversial rules that could allow local election boards responsible for certifying results to conduct investigations that threaten to delay certification. One of the Georgia rules, the “Reasonable Inquiry Rule,” would allow election officials to conduct a “reasonable inquiry” before certifying election results. The petitioners in the case argue that the rule would give partisan board members a wide ability to cast doubt on, or even reject, election results. In some cases, the threat of legal action has been enough to deter officials from pursuing challenges to the certification process.

A judge in Georgia's Fulton County struck down the state's six-week abortion ban Monday, allowing the procedure to resume and making it legal up to 22 weeks of pregnancy. The state law, known as the LIFE Act, was signed by Republican Gov. The Georgia Supreme Court, however, soon took up the case and allowed it to remain in effect. A poll released last week from AAPI Data, a data analytics firm that focuses on Asian Americans, found that 66% of Asian American voters plan to support Harris and 28% intend to back Trump. The same survey found that 62% of Asian American voters say they have a favorable opinion of Harris, compared with 35% who hold an unfavorable view. Republican officials declined to elaborate on efforts to win over Asian American voters.
