Republican lawmakers filed legislation exempting release of the travel and security records after an outcry over a proposal to significantly scale back the state's Freedom of Information Act. Sanders is seeking the limits as State Police is being sued by an attorney and blogger who has accused the agency of illegally withholding records about the governor's travel and security. The newest bill also removes proposals facing opposition that would have created an attorney-client privilege exemption for state records and a change in how attorneys' fees are awarded in open records lawsuits. The legislation filed Tuesday would require State Police to file quarterly reports that identifies by month and budget category expenses for the governor’s security. It would also make the exemptions on the governor's security retroactive to June 1, 2022.

The plan to restrict records has prompted an outcry from press groups, transparency advocates, Democrats and some conservatives who said it undermines the state’s 1967 law that protects the public’s access to government records. Opponents have also questioned the need for quickly pushing for the legislation in a special session. The bill would close off access to records that are at the center of a lawsuit an attorney and blogger has filed against the Arkansas State Police. David Couch, an attorney who has authored successful ballot initiatives on medical marijuana and the minimum wage, said earlier Monday he was working on a referendum effort on the FOI changes if they become law. A Senate committee on Monday endorsed the tax cut legislation, which calls for cutting the top individual and corporate income tax rates by .3%.

AMSTERDAM, Sept 10 (Reuters) - Dutch police on Sunday said more than 500 climate activists had been detained on a second consecutive day of protests against government subsidies for the fossil fuel industry. Hundreds of protesters marched on the A12 highway into The Hague around midday, ignoring warnings from authorities not to block the major traffic artery into the Dutch seat of government. On Saturday around 2,400 protesters were detained as an estimated 10,000 activists blocked the same highway for several hours. Extinction Rebellion, which organised the event, has said protesters will try to block the highway on a daily basis until the Dutch government stops using public funds to subsidise the oil and gas industry. "Our focus will be on how we mitigate these impacts and continue to deliver the very best products and services to our European customers," Apple said in a statement. Acting Prime Minister Pedro Sanchez would need the seven lawmakers in Carles Puigdemont's Junts per Catalunya party if he gets a shot at forming a government. Speaking in Brussels, Puigdemont called on Spain to respect the Catalan independence movement's legitimacy and abandon judicial actions against it. "A world separates us from those positions," Rodriguez told reporters of Puigdemont's conditions. "Our framework is the one that the prime minister expressed with absolute forcefulness yesterday: We have a tool, dialogue; a framework, the constitution; and an objective: coexistence." If Feijoo fails, it will fall on Sanchez to see if he can muster support, seen as impossible without Puigdemont's party.

It marks the biggest funding drive from households in Belgium's history and is likely Europe's biggest retail bond sale, the country's debt agency said on Monday. Equivalent to around 5% of Belgian deposits, it eclipses the 5.7 billion euros raised from savers at the height of the euro zone debt crisis in 2011 and beats the 18 billion euros Italy raised from savers earlier this year. European lenders awash with cash have resisted raising savings rates while market interest rates have surged as central banks fight inflation, prompting withdrawals by households looking for better returns. While demand for the bond is high, the country's biggest lenders are yet to raise rates paid on savings accounts. "This will be different for every bank, but the financial stability of every bank needs to be monitored closely."

The Dutch driver, victorious for the third year in a row at his home race on Sunday, said the Azerbaijan Grand Prix in Baku in April was key to his subsequent success. He finished second then to Mexican team mate Sergio Perez, the last time he has stood lower than the top step of the podium. "I think I learned a lot from the race in Baku how to do some things with the car, how to set it up," Verstappen told reporters at Zandvoort. "It was probably one of the more difficult races to win, but nine in a row is something I never even thought about," said Verstappen. "I'm very happy with that but I'm in general very happy to win here in front of my home crowd."

Verstappen now leads Perez, his closest rival, by a mighty 138 points with nine races remaining. Red Bull lead Mercedes by 285 points with Aston Martin 40 points further back and 14 ahead of Ferrari. Verstappen came in a lap later but resumed well down the field and set about closing the gap. The safety car was deployed from lap 16 to 21 when U.S. rookie Logan Sargeant crashed his Williams at turn eight. Verstappen appeared to be cruising to victory until the final deluge and the halt after Alfa Romeo's Guanyu Zhou crashed heavily, without injury.

Verstappen's home Grand Prix, which he is looking to win for a third straight win from pole position on Sunday, is a guaranteed fixture through the 2025 season, but it is unclear what will happen after. "We feel Formula One is very happy with us," former F1 driver Jan Lammers, a Zandvoort native who was one of the driving forces behind the return of the Dutch Grand Prix, told Reuters. The enormous popularity of Verstappen, the first Dutch Formula One champion, has helped sell over 300,000 tickets in an instant every year, but Lammers said Zandvoort's appeal goes beyond its dominant home driver. "Traditionally, a Grand Prix offered just two hours of entertainment on Sunday. This approach was backed by Formula One chief executive Stefano Domenicali ahead of the Dutch Grand Prix.

Dutch economy enters recession as inflation bites
  + stars: | 2023-08-16 | by ( ) www.reuters.com   time to read: +1 min
AMSTERDAM, Aug 16 (Reuters) - The Dutch economy has entered a recession as it shrank 0.3% on a quarterly basis in the second quarter, a first estimate published by Statistics Netherlands on Wednesday showed. The euro zone's fifth largest economy shrank for the second consecutive quarter, after a 0.4% contraction in the first three months of the year. The first recession since the pandemic was driven by a drop in consumer spending and exports, as surging inflation drove up food prices and energy bills in the Netherlands and its trading partners. Consumer spending fell 1.6%, while exports were 0.7% lower than in the first three months of the year. Inflation in the Netherlands has dropped since hitting a peak of 14.5% in September last year, but was still relatively high at around 6% in the second quarter of 2023.

A Brief History of Bling
  + stars: | 2023-08-08 | by ( Daniel Levin Becker | Jessica Pettway | ) www.nytimes.com   time to read: +1 min
You can’t hear hip-hop jewelry, technically speaking, but that doesn’t mean you don’t know what it sounds like. The word bling, which entered common parlance at the turn of the century, conjures specific sights: small flotillas of twinkling diamonds, gold layered literally to the teeth, watches so gem-encrusted they barely tick. But it also suggests an expansive range of sounds, from the chimes in B.G.’s 1999 anthem “Bling Bling” to the reverberant pomp of Slick Rick, the otherworldly bounce of Missy Elliott, the diced-pineapple opulence of Rick Ross. One beguiling trick of hip-hop production, whether it’s expensive or ersatz, elegant or gaudy, is to convey musically what jewelry signifies visually. Rappers wear jewelry to floss and flex, to make a flamboyant spectacle of their disposable income, but also to commemorate and honor, to endorse and advertise.

The brand-extension musical is a tough genre to game, demanding something new for newcomers yet fidelity for fans. “Back to the Future: The Musical,” based on the first of the time-travel films in the billion-dollar franchise, faces an additional hurdle: It hinges on a star performance that would seem to be irreproducible onstage. And by star, I of course mean the car. Alas, that also describes the rest of the show, directed by John Rando with Doc-like frenzy: mechanical, busy, distracting, foggy. Though large, it’s less a full-scale new work than a semi-operable souvenir.
