LONDON (AP) — Russia's State Duma took a step forward Wednesday towards approving its biggest-ever federal budget which will increase spending by around 25% in 2024, with record amounts going on defense. Part of the Russian budget is secret as the Kremlin tries to conceal its military plans and sidestep scrutiny of its war in Ukraine. Analysts suggest Russia is in third place globally for defense spending behind China and the United States, which spends around $850 billion a year. The main driver of that growth is Russia's war in Ukraine, which is now as important to the Kremlin economically as it is politically. If there is a reduction in military spending, or a need to reduce spending which impacts living standards, it could send shockwaves through the Russian economy and significantly impact ordinary people.

NEW YORK (AP) — English-language editions of a Vietnamese novel set everywhere from Saigon to Paris and of the latest publication of poetry by Egypt's Iman Mersal are this year's winners of National Translation Awards. The awards were announced Sunday by the American Literary Translators Association. Thuân's novel “Chinatown,” translated from the Vietnamese by Nguyễn An Lý, won in the category for prose. The poetry prize was given to Mersal's “The Threshold,” translated from the Arabic by Robyn Creswell. “ALTA is incredibly proud to recognize Nguyễn An Lý and Robyn Creswell for their masterful translations from Vietnamese and Arabic respectively, in this the 25th year of the National Translation Award,” Elisabeth Jaquette, executive director of the translators association, said in a statement.

Demand for VPN services soared after Russia restricted access to some Western social media after President Vladimir Putin ordered troops into Ukraine in February 2022. A 2017 Russian law obliged providers of VPN technology to cooperate with the Russian authorities and to restrict access to content banned by Russia or be banned themselves. Many VPN services remain widely in use throughout Russia and there has been a public debate among lawmakers about how much further to go in blocking VPN services which still allow access to banned information but also a host of other information. "On the basis of a decision by the expert commission... the filtration of certain VPN services and VPN protocols can be carried out on the mobile communication network for foreign traffic which is identified as a threat," RIA quoted the ministry as saying. INCJ had previously held 6.65% of Renesas' shares, it said in a statement on Thursday. The sale price of 2,143 yen ($14.17) per share represented a discount of 8.01% on Renesas' closing share price of 2,329.5 yen on Thursday, the fund said in a separate statement on Friday. Renesas' shares had dropped 4.5% to 2,224 yen by mid-morning on Friday.

Anton Kotsukon, spokesperson for the 110th separate mechanised brigade, said Russian forces were massed on three sides of the town. Russian forces, he said, were "playing cat and mouse", sending up "huge numbers" of drones while deploying artillery forces to secure a better picture of the town's defences. It was seized briefly in 2014 when Russian-backed separatists captured chunks of eastern Ukraine, but Ukrainian troops retook it and built up fortifications. Nov 9 (Reuters) - Russia's finance ministry on Thursday said the state would not take part in organising frozen asset 'exchanges', instead leaving that up to financial market players. International sanctions against Moscow over its invasion of Ukraine have blocked many Russian investors' access to securities held in jurisdictions outside the country, while Russian countermeasures have frozen Western funds within. "The decree ... creates legislative opportunities for conducting the "exchange" of frozen assets, the state will not take part in organising the exchange itself," the finance ministry said. Organising exchanges was down to brokers and other securities market participants, it said. "The decree refers to the use of foreign investors' funds in type-C accounts."
