The Israeli military on Monday warned civilians in southern Lebanon to move away from Hezbollah positions as it intensified attacks on its neighbor. "Shortly, the IDF will engage in extensive, precise strikes, against terror targets which have been embedded widely throughout Lebanon," Israel Defense Forces spokesperson Rear Adm. Daniel Hagari said early Monday in a statement. The warning is the first of its kind issued by the IDF in Lebanon, an Israeli military official told NBC News, adding the present campaign only involves aerial strikes. Israel, the official said, wants to create safe conditions for its own citizens to return to the northern part of the country, and destroy Hezbollah's infrastructure in southern Lebanon. The Israeli military is also looking into reports that Yahya Sinwar, the leader of Hamas, was killed in a recent Israeli airstrike, an Israeli official told NBC News.

Boeing on Monday sweetened its contract offer and said it was its "best and final" proposal for its more than 30,000 machinists as their strike, which has halted most of the aerospace giant's aircraft production, entered its second week. Boeing's new offer would raise general wages by 30% over four years, up from a previously proposed 25%. It also doubled the ratification bonus to $6,000, reinstated an annual machinist bonus and raised the company's 401(k) match. The labor union, the International Association of Machinists and Aerospace Workers, didn't immediately comment on the offer. The strike came as workers voted 94.6% against the previous proposal that the union had endorsed.

CNN —The US Commerce Department on Monday will propose a ban on the sale or import of smart vehicles that use specific Chinese or Russian technology because of national security concerns, according to US officials. The rule would not apply to cars already on the road in the US that already have Chinese software installed, a senior administration official told CNN. The software ban would take effect for vehicles for “model year” 2027 and the hardware ban for “model year” 2030, according to the Commerce Department. If millions more smart cars with vulnerable, Chinese-made tech are on US roads, “the risk of disruption and sabotage increases dramatically,” he said. “China opposes the US’s broadening of the concept of national security and the discriminatory actions taken against Chinese companies and products,” said Lin Jian, spokesman for China’s Foreign Ministry, in a statement.

The Bank of Japan left interest rates unchanged last week and indicated it was not in a hurry to hike them again. That decision, coming just days after the Fed's 50 basis points rate cut, put a pause to the yen's sharp gains this month. With Japan closed for Autumnal Equinox Day, the main driver of trade was expectations around further Fed rate cuts and the gains those have spurred in equities, commodity currencies and other risk assets. The Fed's rate cut "appears to have calmed market fears of a U.S. recession", Goldman Sachs said in a note. Meanwhile, the majority of economists polled by Reuters anticipate two more 25 bps rate cuts at the Fed's final two meetings this year.

CNN —The surviving co-founder of the company that owned the doomed Titan submersible is scheduled to testify Monday as a US Coast Guard panel continues to investigate what led to the implosion that killed five people last year. The Marine Board of Investigation’s two-week hearing began September 16 and is expected to resume Monday with OceanGate co-founder Guillermo Sohnlein, who in January 2013 left the company, set to testify, the Coast Guard’s hearing schedule shows. In 2009, Sohnlein and CEO Stockton Rush launched the Washington state-based company that created the experimental 23,000-pound submersible. The submersible lost contact with its support vessel, the Polar Prince, an hour and 45 minutes into its dive on June 18, 2023. The White House wants to close a trade loophole exploited by Chinese discount e-retailers — a move that would have a ripple effect on at least two of our portfolio stocks: Amazon and Meta Platforms. The next storm that could threaten the United States was beginning to take shape Monday afternoon among a swirl of thunderstorms off the shores of Honduras in the western Caribbean Sea, with forecasters saying there is a strong likelihood that it becomes Helene, the next name in the 2024 Atlantic hurricane season storm list. Many of the forecast models that meteorologists use show the storm strengthening rapidly over the next few days before hitting somewhere along the central to eastern Gulf of Mexico coastline Thursday. This storm follows Francine, which spun across the western Gulf of Mexico this month. That storm struggled to organize and only slowly intensified into a weak Category 2 in the final few hours before making landfall in Louisiana and dropping a deluge of rainfall across New Orleans. If this storm system forms more quickly into a named storm across the Caribbean, it is more likely to become a hurricane or even a major hurricane in the Gulf of Mexico before it hits land.

The Brazilian Supreme Court asked the social media platform Saturday to present documents validating its new legal representative in the country. X was shut down in Brazil in late August after it did not comply with orders from the top court related to hate speech moderation on the platform. X lawyers said late Friday that the platform had named a legal representative in Brazil, addressing a key demand imposed by the court. X had a legal representative in Brazil until mid-August, when it decided to close its offices and fire its local staff. It was not immediately clear which were the accounts X has been ordered to block, as the probe is confidential.

In the flood of election polls you’ll see over the next few weeks, most polling groups will include responses from “likely voters.” And often from nobody else. In theory, these poll numbers should yield more accurate results, since the people who actually vote are the ones who dictate the outcome on Election Day. After all, how exactly can a pollster know who is “likely” to vote, and who therefore will be the focus of their results? The choices they make are important, because the results of likely-voter polls can differ from those that sample a wider population, such as everyone who is registered to vote. In a close race like this year’s presidential contest, one candidate might lead in a poll among likely voters, while another might lead in the same poll’s tally of registered voters.
