REUTERS/David Swanson/File photo Acquire Licensing RightsNov 24 (Reuters) - Canceled offshore wind projects, imperiled solar factories, fading demand for electric vehicles. A year after passage of the largest climate change legislation in U.S. history, meant to touch off a boom in American clean energy development, economic realities are fraying President Joe Biden’s agenda. Clean energy experts interviewed by Reuters say the mounting setbacks will make the United States' ambitious targets to decarbonize by mid-century even harder to reach. Solar energy facilities account for two thirds of those delays due in part to U.S. import restrictions. "These are the normal ups and downs of clean energy development and deployment," Reicher said.

U.S. oversight of Big Tech financial services is fragmented. The CFPB rule would toughen up supervision, requiring Big Tech to comply with its rules on privacy protections, executives' conduct and unfair and deceptive practices. Without regulatory scrutiny, they could leverage their growing dominance of consumer payments to capture other services like lending and card issuing, analysts said. 'LEG UP'Representatives for Big Tech have accused the CFPB of trying to protect traditional lenders. While Big Tech companies have deep pockets and plenty of resources to handle the new scrutiny, the rule could limit how they use and protect consumer data.

This reversal comes as China grapples with a troubled economy and is keen to highlight Xi as a powerful and capable world leader. Xi’s opticsOn Chinese state media and across social media platforms, where the hashtag #Planet-Earth-Is-Big-Enough-For-Both-China-And-The-US was trending, the broad perception appeared to be of a job well done. The positive coverage of the event was a break from the typical rhetoric critical of the US that often plays across Chinese state and social media. The San Diego Zoo sent its pandas home in 2019 and the last bear at the Memphis, Tennessee, zoo went home earlier this year. Whatever the reason, San Diego Zoo officials were hopeful. "It is a moment with some heartbreak in it,” National Zoo Director Brandie Smith said at the time. The San Diego Zoo has been panda-less for four years and may need to upgrade or refurbish its facilities. The National Zoo had announced plans to renovate its panda house and outdoor enclosure, but the timing on those plans is unclear.

WASHINGTON (AP) — President Joe Biden and China’s Xi Jinping have no shortage of difficult issues to discuss when they sit down for their first talks in a year, even if expectations are low that their meeting will lead to major breakthroughs. Beijing’s demands were made clear last November when Xi and Biden met in Bali, Indonesia, during the Group of 20 summit. That was a rejoinder to the Biden administration mantra that the two nations should compete vigorously while not looking for conflict. Beijing has bristled at export controls and other measures imposed by the Biden administration, perceiving them as designed to stifle China's economic growth. But Xi, this time, is likely to seek assurance from Biden that the U.S. will not pile new ones onto China.

Canada optimistic about digital services tax agreement with US

Canada's Deputy Prime Minister and Minister of Finance Chrystia Freeland speaks to journalists on Parliament Hill in Ottawa, Ontario, Canada September 19, 2023. REUTERS/Blair Gable Acquire Licensing RightsOTTAWA, Oct 31 (Reuters) - Canadian Finance Minister Chrystia Freeland said on Tuesday she was cautiously optimistic about settling a dispute with the United States about Ottawa's planned digital services tax (DST) on large technology companies. The digital services plan aims to address the challenge of taxing digital giants like Alphabet (GOOGL.O) and Amazon.com (AMZN.O) that can book their profits in low-tax countries. The process of negotiating a global tax deal has dragged on, and it was pushed back further in July to allow for more negotiations. Ottawa says not implementing its DST for another year would put Canada at a disadvantage relative to countries that have been collecting revenue under their pre-existing digital services taxes.
