Vladimir Putin has long bet that Western support for Ukraine will begin to weaken. The US Congress is in turmoil over Republican Party opposition to Ukraine aid. Dmitry Peskov, the Kremlin's spokesman, said the turmoil was a sign of things to come — that Western support for Ukraine would begin to collapse. AdvertisementAdvertisement"The combination could produce a tipping point at which the gradual erosion of Western support for Ukraine spills into an abrupt reduction or collapse," he wrote. The Belgian think tank Bruegel in June found popular support for Ukraine in the EU was holding firm despite a slight dip.

REUTERS/Ken Cedeno/File Photo Acquire Licensing RightsNEW YORK, Oct 4 (Reuters) - Credit rating agency Fitch said on Wednesday the ousting of U.S. House Speaker Kevin McCarthy meant a government shutdown later this year was possible, although it would not affect its U.S. sovereign rating. "Given the fact that the House speaker was ousted right after the continuing resolution was agreed, we expect political brinkmanship around government funding negotiations will remain tense and a shutdown later this year can't be ruled out," Richard Francis, a senior director at Fitch, said in a podcast. A shutdown would not impact Fitch's rating as the country's "deterioration in governance" was already captured in Fitch's downgrade of the U.S. in August, Francis said. WASHINGTON, Oct 4 (Reuters) - The race to replace ousted House Speaker Kevin McCarthy took shape on Wednesday as Steve Scalise, the chamber's No. 2 Republican, and Jim Jordan, a leading antagonist of Democratic President Joe Biden, said they would seek the post. "Everybody's just taking a breath and in listening mode, without any serious commitments," said Republican Representative Dan Crenshaw. The last Republican speaker, Paul Ryan, retired from Congress after struggling to work with Trump, a fellow Republican. The entire House - Republicans and Democrats - vote for speaker, who would hold the position until early January 2025, unless they were deposed as well.

Lawmakers this week were buzzing about a secret Ukraine side deal between Biden and Kevin McCarthy. Billions of dollars in funding for Ukraine were left out of a last-minute spending bill. But any deal the two struck was likely rendered moot after McCarthy was ousted from his speaker role Tuesday. "We just made one about Ukraine," Biden said. But without additional funding, the Pentagon has only a few months of funding left to maintain current spending rates in Ukraine, Kirby said.

U.S. House Speaker Kevin McCarthy talks to reporters after a House Republican Conference in the U.S. Capitol on Oct. 3, 2023. The dramatic ouster of U.S. House Speaker Kevin McCarthy has raised questions about the future of the country's supply of aid to Ukraine. McCarthy, who has previously backed U.S. support for Ukraine, was removed in a no confidence vote led by members of his own party on Tuesday. That comes amid a growing divide within the Republican party over the continuation of U.S. aid. The U.S. is by far the biggest provider of military aid to Ukraine.

WASHINGTON (AP) — Facing a likely roadblock from House Republicans on aid for Ukraine, President Joe Biden said Wednesday he’s planning to give a major speech on the issue and suggested there may be “another means” to provide support for Kyiv if Congress continues to balk. White House officials declined to say when Biden planned to give his speech. The president did not elaborate on the alternate method he was looking at to get additional military aid to Ukraine in its ongoing war with Russia. After Biden spoke, White House press secretary Karine Jean-Pierre said during the Wednesday news briefing that Biden was “confident” Ukraine aid would approved because there is broad bipartisan support. But she noted the objections by some House Republicans were an obstacle to the United States' work with allies to support Ukraine, which Russia invaded in February 2022.

The ousting of Republican Kevin McCarthy as House Speaker may not have an immediate impact on Wall Street, but it raises the likelihood of a government shutdown in the fourth quarter — which could inject more volatility into an already rattled market. Now, Congress also grapples with deciding its next speaker to lead the House. "The immediate market impact of McCarthy's ouster is relatively limited as the government is funded through November 17," said BTIG's Isaac Boltansky. "The near-term concern is that the House's paralysis will further complicate the already complicated calculus surrounding the forthcoming funding fight." Impact on the defense sector The removal of McCarthy could have an impact on the defense sector.
