CNN —Proof of Congress’ ongoing dysfunction is in its current paralysis. Republicans have a few more votes in the House, but they don’t exactly have a governing majority. The lack of competitive seats makes it feel like we are stuck with a closely divided House and a closely divided Senate for the foreseeable future. Half as many competitive House seatsThe Cook Political Report with Amy Walter assigns a partisan score to every congressional district. Military promotions, including for the chief of naval operations, have been held up by a single senator because of abortion policy. "It could make our response significantly less effective" and imperil aid to both Israel and Ukraine. That followed the sending of a U.S. aircraft carrier strike group and military aircraft closer to Israel as a show of support. The United States is also supplying Israel with munitions and other military supplies, Defense Secretary Lloyd Austin said. "This kind of situation is what many were worrying about, with all the holds on nominations and military promotions.

A senior Biden administration official indicated to reporters on Saturday that the paralysis in the House could complicate U.S. efforts to support Israel. McCarthy, of California, was ousted by conservative Republicans last week, the first time a House speaker was deposed in a no-confidence vote in U.S. history. McCarthy told Fox News on Saturday that there is nothing the House can do until the body elects a speaker: "I don't know if that happens quickly," McCarthy said. House Republicans are expected to vote for a candidate to replace McCarthy on Wednesday morning. The Florida Republican said House Republicans will coalesce around Scalise or Jordan this week: "I reject the premise that this is going to drag on for weeks," Gaetz said.

And years ago, Pelosi mulled saving then-Speaker John Boehner from a similar hard-right mutiny. Back in 2015, then-Republican House Speaker John Boehner faced down a similar motion-to-vacate threat from rabble-rousing conservatives. AdvertisementAdvertisement"We would protect the institution," she told reporters, according to the Daily Beast. I made the same offer to Boehner, and same thing to [former Speaker Paul Ryan] because I believe in the institution," McCarthy recounted Pelosi saying. But Pelosi herself argued after McCarthy's ouster that this time was different, saying McCarthy didn't respect the institution of the House of Representatives.

But should the vote drag on in the intensely divided chamber, some lawmakers warn that efforts to provide assistance to Israel amid the conflict would be stymied. Since McCarthy’s ouster, two candidates have formally announced their bid for the speakership – House Majority Leader Steve Scalise of Louisiana and Rep. Jim Jordan of Ohio. Accordingly, questions about the role of Rep. Patrick McHenry, who stepped in as “speaker pro tempore” after McCarthy’s historic ouster, have begun circulating. The position is widely considered to be a placeholder with the primary function of helping the chamber to elect a new speaker. But some experts have argued the House can vote on resolutions, like one condemning Hamas, without a speaker.

House Republicans are scheduled to meet behind closed doors Monday evening to try to regain control of their majority ahead of possible speaker votes this week. “House Republicans need to unite and show the country that we’re fighting for them,” Jordan said Sunday on Fox News. While the full House ultimately votes on the new speaker, the position usually falls to a person from the party with the House majority. The rules around the temporary speaker position have been untested before, though they appear to indicate the main power in the role is to ensure the election of a new speaker. But if House Republicans are unable to quickly agree on a speaker, McHenry could be in the position for some time.

House Republicans are expected to hear from speaker candidates behind closed doors on Tuesday and vote to choose their nominee on Wednesday. A House floor vote to elect a replacement for Republican former Speaker Kevin McCarthy could come later in the week. "It's not ideal," Republican Representative Michael McCaul told CNN on Sunday. "What kind of message are we sending to our adversaries when we can't govern, when we're dysfunctional, when we don't even have a speaker of the House?" "I am not going to support anybody until the conference figures out spending," Republican Representative Ken Buck told ABC's "This Week" on Sunday.

CNN —The House speakership drama enters a new week under increased urgency as Israel declared war Sunday following unprecedented surprise attacks by Hamas. Kevin McCarthy’s historic ouster as speaker leaves the House in uncharted legal territory regarding what it can do under acting Speaker Patrick McHenry. As the Biden administration looks to provide additional assistance to Israel, officials were unsure Saturday about what could be accomplished without a sitting speaker. As Jordan and Scalise vie for their colleagues’ support, Jordan said Sunday that he would lay out his plan to address the government funding deadline to his caucus Tuesday. “We’ve got to have 218 votes for a Republican speaker, and we’ve got to have 218 votes for how we deal with November 17 when the funding bill for the government comes due.

Jordan is a leading defender of former President Donald Trump, who remains a major figure in the Republican party. Trump, the frontrunner for the 2024 Republican presidential nomination, endorsed Jordan for House speaker on Friday. As of Friday, both Scalise and Jordan had secured roughly two dozen endorsements from among the 221 Republicans in the House. Scalise returned to the Capitol in September and has said that he is healthy enough to serve as speaker. Jordan, 59, is an outsider to party leadership.

WASHINGTON (AP) — The collapse of Ukraine aid in Congress was months in the making, and exactly what Senate Republican leader Mitch McConnell had feared. McConnell, R-Ky., had been trying to build support Ukraine for months, ever since he met with President Volodymyr Zelenskyy in Kyiv in May. Among the many conspiracy theories that have fueled that belief on the right are those surrounding ballot drop boxes. Users have promoted the investigation as evidence for the persistent, false narratives about widespread fraud connected to ballot drop boxes. Some Republican lawmakers, who had raised concerns about the security of drop boxes during the pandemic, said the Bridgeport videos prove they were correct. In many cases, drop boxes are placed in locations where they can be monitored by election staff or security cameras. “It’s not the ballot boxes that are the problem,” said Cheri Quickmire, executive director of the voter advocacy group Common Cause in Connecticut.

CNN —House lawmakers are scrambling to determine whether acting Speaker Patrick McHenry can participate in a so-called Gang of Eight intelligence briefing on the unfolding crisis in Israel, a source familiar with the active discussions told CNN. The House Intelligence Committee is also in discussions about scheduling a classified briefing next week, the source added, which can occur even given the current posture of the House. The US could announce new assistance to Israel as soon as Sunday, a US official said, but without a sitting House speaker, administration officials are unclear about what can be accomplished. “Without a speaker of the House, that is a unique situation we’re gonna have to work through,” the official said. In the House’s current posture, members can still receive classified briefings, according to multiple sources, and the House Intelligence Committee members still have their security clearances.

Jordan, a 17-year House veteran from Ohio who chairs the Judiciary Committee, has done pretty well in the money game too. 4 in fundraising among House Republicans and raised more than $14 million, largely through small donors. By comparison, roughly one in 20 dollars taken in by Scalise' campaign fundraising came from donors giving $200 or less. A host of factors, besides fundraising capabilities, will help determine who becomes the next House speaker, and there still was time for candidates to emerge in addition to Jordan and Scalise. Former Speaker Nancy Pelosi collected over $1 billion during her time in House Democratic leadership from 2002-2022, her office said last year.

Trump, the front-runner of the GOP presidential primary, reportedly discussed sensitive information about U.S. nuclear submarines – including the number of warheads they routinely carry and how close they can get to Russian submarines without being detected – to an Australian businessman. Earlier this week, the House ousted Kevin McCarthy – a stunning scene put in motion by a handful of far-right, MAGA lawmakers and one that marked the first time in history that the maneuver has been used to successfully oust a House speaker. Trump himself considered filling the role of speaker after being nominated by Texas Rep. “I have been asked to speak as a unifier because I have so many friends in Congress,” Trump told Fox News Digital on Thursday.
