Russian President Vladimir Putin speaks during a meeting with members of the country's Civic Chamber in Moscow, Russia, November 3, 2023. Sputnik/Gavriil Grigorov/Pool via REUTERS Acquire Licensing RightsMOSCOW, Nov 3 (Reuters) - Russian President Vladimir Putin said on Friday that some Western weapons supplied to Ukraine were finding their way to the Middle East through the illegal arms market and being sold to the Taliban. Well of course they are because they are being sold," Putin said. Since Russia sent troops into Ukraine on Feb. 24 last year, Western powers have sent Ukraine tens of billions of dollars worth of weapons in an attempt to defeat Russian troops. In June 2022, the head of Interpol, Jürgen Stock, warned that some of the advanced weapons sent to Ukraine would end up in the hands of organised crime groups.

An armored vehicle escorting a MINUSMA logistic convoy from Gao to Kidal, is parked as trucks pass by, Mali February 16, 2017. Shortly after the last U.N. convoy rolled out, the ethnic Tuareg rebels announced they had taken over the base. The Tuareg rebels signed a 2015 peace agreement brokered by MINUSMA but maintained control of much of the north from Kidal. The first sign of trouble came in early August, when fighting broke out between Mali's army and Tuareg rebels around the U.N.'s camp in Ber in the north. As in Kidal, peacekeepers destroyed equipment before leaving that could have been transported in trucks earlier, if the government had allowed.

TOKYO (AP) — Asian shares were mostly higher Thursday after the U.S. Federal Reserve indicated it may not need to pump the brakes any harder on Wall Street and the economy. Longer-term Treasury yields have in turn been rising rapidly, with the 10-year Treasury yield topping 5% last month to reach its highest level since 2007. He also said the Fed is not considering cuts to interest rates, which can act like steroids for financial markets. On Wall Street, the S&P 500 rose 1.1% to 4,237.86 and the Dow Jones Industrial Average gained 0.7% to 33,274.58. Big Tech stocks were winners Wednesday, along with other high-growth stocks typically seen as the biggest beneficiaries of easier interest rates.

Developing nations will need between $215 billion and $387 billion annually this decade to protect against climate shocks, such as worsening storms, crop failures and loss of access to water, the report found. That’s as much as 18 times greater than the total amount that wealthy countries committed for climate adaptation in 2021. The new data comes weeks before the start of a major United Nations climate summit in Dubai, where aid to developing countries will be a top agenda item. At a similar summit two years ago in Glasgow, countries agreed to double their climate adaptation funding by 2025, compared with 2019 levels. Even if nations make good on that pledge, the report said, it would provide just a small share of the additional money needed.

REUTERS/Brian Snyder/File Photo Acquire Licensing RightsNov 1 (Reuters) - China and the United States will discuss nuclear arms control next week, the first such talks since the Obama administration, the Wall Street Journal reported on Wednesday. Those arms talks would be led on Monday by Mallory Stewart, a senior State Department official, and Sun Xiaobo, the head of the arms-control department at China's Foreign Ministry, the Wall Street Journal report said. Since then, U.S. officials had expressed frustration that China showed little interest in discussing steps to reduce nuclear weapons risks. Daryl Kimball, executive director of the Washington-based Arms Control Association, said the overdue arms talks would likely focus on promoting greater transparency of each countries' nuclear doctrines and more effective crisis-communication channels.

NEW YORK (AP) — The U.S. infant mortality rate rose 3% last year — the largest increase in two decades, according to the Centers for Disease Control and Prevention. White and Native American infants, infant boys and babies born at 37 weeks or earlier had significant death rate increases. Because the number of babies born in the U.S. varies from year to year, researchers instead calculate rates to better compare infant mortality over time. The U.S. infant mortality rate has been worse than other high-income countries, which experts have attributed to poverty, inadequate prenatal care and other possibilities. The national rate rose to 5.6 infant deaths per 1,000 live births in 2022, up from from 5.44 per 1,000 the year before, the new report said.

Apple plans to introduce a new paid health service alongside a blood pressure sensor and a system for detecting sleep apnea in the Apple Watch next year, according to a report from Bloomberg Wednesday. The paid health coaching service could provide a new area for Apple to develop recurring subscription revenues. Apple's blood pressure sensor will reportedly detect when a user's blood pressure is elevated, though it won't show their exact measurements. There's been speculation for years that Apple will eventually add blood pressure sensing to the Apple Watch. Healthcare companies like Omron also already offer watches that can monitor blood pressure.

U.S. officials visiting South Africa this week to meet African trade ministers will face calls to reauthorise the African Growth and Opportunity Act (AGOA) which expires in 2025. Apparel companies and industry insiders warn that Africa risks a once-in-a-generation shift away from Chinese manufacturing passing it by, with an estimated 240,000 to 290,000 jobs such as Nasimiyu's under threat. Apparel has been the standout success story of AGOA, which launched in 2000 to help develop African economies and foster democracy. African apparel exports under the programme reached nearly $1.4 billion last year, double the amount pre-AGOA. Such twice-a-decade financial work conferences tend to set long-term policy directions, which then pave the way for more detailed moves. "Policymakers would establish long-term effective mechanism to resolve local government debt and 'optimize the structure of central and local government debt,'" the report said.
