PARIS, Aug 1 (Reuters) - France plans to evacuate hundreds of French and European citizens from Niger over the next 24 hours, its foreign minister said on Tuesday, days after a junta seized power in the west African country. She estimated that hundreds of French citizens and hundreds of citizens from other EU countries wanted to be evacuated. The United States, Germany, and Italy have troops in Niger on counter-insurgency and training missions. Colonna said France had talked with authorities in Niger to make sure the evacuation could proceed safely. A spokesperson for the EU Commission said EU utilities had sufficient inventories of natural uranium to mitigate any short-term supply risks.

It has yet to disburse a $131.5 million loan to Niger that was approved on July 5, it added. The interior minister, transport minister, and a deputy had already been detained, it added. The arrests confirm the "repressive and dictatorial" nature of the coup leaders, the party said in a statement, calling on citizens to come together to protect democracy. The arrests were announced a day after Chadian President Mahamat Idriss Deby arrived in Niger to try to mediate between the coup leaders and the ousted government. Yevgeny Prigozhin, the head of Russia's Wagner mercenary group, last week welcomed the coup in Niger, and said his forces were available to restore order.

NIAMEY, July 31 (Reuters) - The Niger military junta that seized power last week said on Monday that the toppled government had authorised France to carry out strikes at the presidency to try to free President Mohamed Bazoum. The comments were made by army Colonel Amadou Abdramane, one of the coup plotters, on state television. He said that the authorisation was signed by Niger foreign minister Hassoumi Massoudou, acting as prime minister. France, Niger's former colonial ruler, has condemned the coup and urged Bazoum to be reinstated but has not announced any intention to intervene militarily. Niger is one of the poorest countries in the world, receiving close to $2 billion a year in official development assistance, according to the World Bank. 'ONLY HOPE' FOR STABILITY IN SAHELNiger became a democratic outlier in West Africa's Sahel region following military takeovers in neighbouring Mali, Burkina Faso and Chad since 2020. All four countries of the arid Sahel region, just south of the Sahara, are now run by military leaders after soldiers in Niger said on Wednesday night they had ousted President Mohamed Bazoum. France, which has had counter-insurgency troops in West Africa for a decade, has turned to Niger to base the bulk of its forces. Their role is solely to support Niger's army when local forces identify operations in the border regions connecting Mali, Niger and Burkina Faso. The European Union decided in December to set up a three-year military training mission in Niger, to which Germany contributes troops.

GOMA, Democratic Republic of Congo, July 27 (Reuters) - Democratic Republic of Congo's army said Rwandan defense forces crossed the Congolese border on Thursday and attacked border security forces, potentially escalating tensions between the African neighbours. "The ensuing clashes enabled the Armed Forces of the Democratic Republic of the Congo (FARDC) to repel the Rwandan terrorists who had perpetrated this intolerable provocation," the statement said, adding that the authors of the attack retreated to Rwanda. A Rwandan government spokesperson did not immediately respond to a Reuters request for comment. Congo and Rwanda have been involved in a dispute since last year over the resurgence of the M23 rebel group, a militia active in eastern Congo which Kinshasa accuses Rwanda of backing. United Nations experts have also said they have evidence that Rwandan troops have fought alongside the M23 in eastern Congo and provided the rebels with weapons and supplies.

The Indian drugmaker Maiden Pharmaceuticals has denied wrongdoing, and the Indian government says that tests it conducted on the drugs showed they were not contaminated. The World Health Organization said last year that the India-made cough syrups contained lethal toxins ethylene glycol and diethylene glycol – commonly used in car brake fluid and other products not fit for human consumption.

The South African Reserve Bank's (SARB) monetary policy committee (MPC) kept rates at 8.25% as inflation forecasts came in lower than previous ones and economic conditions improved. Kganyago said future rate decisions would continue to depend on economic data and risks to the inflation outlook. The bank expects inflation to fall back to the midpoint of the target range sustainably only by the third quarter of 2025. Jason Tuvey, deputy chief emerging markets economist at Capital Economics, said in a note that rate cuts were likely to materialise only early next year. "The split vote suggests that inflation concerns continue to linger and it is likely to take some time before a majority on the MPC are in favour of rate cuts," Tuvey said.

JOHANNESBURG, July 19 (Reuters) - Russian President Vladimir Putin will not attend the summit of the BRICS group of emerging economies in South Africa in August "by mutual agreement", South Africa's presidency said on Wednesday. Russia will instead be represented by its Foreign Minister Sergei Lavrov at the Johannesburg summit, alongside the leaders of Brazil, India, China and South Africa, the presidency said in a statement. South Africa faced a dilemma in hosting the summit because, as a member of the International Criminal Court (ICC), it would theoretically be required to arrest Putin for alleged war crimes if he were to attend. The ICC in March issued an arrest warrant for Putin, accusing him of the war crime of illegally deporting children from Ukraine. On Wednesday, the Kremlin said Russia did not tell South Africa that arresting Putin on an ICC arrest warrant would mean "war".
