For weeks, Prime Minister Benjamin Netanyahu of Israel has denied that he is trying to block a cease-fire deal in Gaza by hardening Israel’s negotiating position. Mr. Netanyahu has consistently placed all blame for the deadlocked negotiations on Hamas, even as senior members of the Israeli security establishment accused him of slowing the process himself. But in private, Mr. Netanyahu has, in fact, added new conditions to Israel’s demands, additions that his own negotiators fear have created extra obstacles to a deal. But the documents reviewed by The Times make clear that the behind-the-scenes maneuvering by the Netanyahu government has been extensive — and suggest that agreement may be elusive at a new round of negotiations set to begin on Thursday. It also showed less flexibility about allowing displaced Palestinians to return to their homes in northern Gaza once fighting is halted.

According to British media, Atleti will pay an initial $82m (£64m) for Álvarez, with a further $22m (£17m) in potential add-ons. SYRACUSE, N.Y. — A former Cornell University student arrested for posting statements threatening violence against Jewish people on campus last fall after the start of the war in Gaza was sentenced Monday to 21 months in prison. Patrick Dai, of suburban Rochester, New York, was accused by federal officials in October of posting anonymous threats to shoot and stab Jewish people on a Greek life forum. The threats came during a spike in antisemitic and anti-Muslim rhetoric related to the war and rattled Jewish students on the upstate New York campus. Dai pleaded guilty in April to posting threats to kill or injure another person using interstate communications. He was sentenced in federal court to 21 months in prison and three years of supervised release by Judge Brenda Sannes, according to federal prosecutors.

The death toll from a landslide at a vast garbage dump in Uganda’s capital Kampala has risen to 13, police said on Sunday, as rescue personnel continued to dig for survivors. On Saturday, the Kampala Capital City Authority had put the death toll at eight. The landfill site, known as Kiteezi, has served as Kampala’s sole garbage dump for decades and had turned into a big hill. Efforts by the city authority to procure a new landfill site have dragged on for years. In 2017 at least 115 people were killed in Ethiopia, crushed by a landslide at a garbage dump in Addis Ababa.

PARIS — Rapper Travis Scott has been arrested following an alleged fight involving a security guard and his own bodyguard at a luxury hotel in central Paris, French authorities said on Friday. "I can confirm that on August 9, 2024, police officers were called to the George V hotel and arrested the rapper nicknamed Travis Scott for assaulting a security guard," the Paris prosecutor's officer said in a statement. "The security guard had intervened to separate the rapper from his bodyguard.
