BUCHAREST (Reuters) - Romanian society is not ready to uphold the rights of same-sex couples in line with a European Court of Human Rights (ECHR) ruling, leftist Prime Minister Marcel Ciolacu said late on Thursday. The ECHR ruled in May Romania had failed to enforce the rights of same-sex couples by refusing to recognise their relationships, in a ruling which could eventually force policymakers to expand protections for the LGBT community. Asked whether Romania will enforce the ruling, Ciolacu told radio station Europa FM that "the Romanian society is not ready for a decision at the moment. Socially conservative Romania decriminalised homosexuality in 2001, decades later than other parts of the European Union, but still bars marriage and civil partnerships for same-sex couples. A referendum to change Romania's constitution to prevent same-sex couples from securing the right to marry failed to draw enough voters in 2018.

BAMAKO, Nov 22 (Reuters) - Mali's military government said it has signed an agreement with Russia to build a gold refinery in the capital Bamako, one of a slew of deals between the two countries as Russia seeks to extend its regional influence. The deal is the latest sign of Russia's deepening interests in Mali, one of Africa's largest gold producers, just as Western influence there wanes. Russia's state nuclear energy company Rosatom signed an deal with Mali in October to explore for minerals and produce nuclear energy. Sanou said he had also signed a deal with a Russian firm to build a 200- to 300-megawatt solar power plant by mid-2025. Industrial gold production in Mali totalled 66.2 tonnes last year, mostly from mines owned by Barrick Gold (ABX.TO), B2Gold (BTO.TO), Resolute Mining (RSG.AX), Allied Gold (AAUC.TO) and Endeavour Mining .

PARIS (Reuters) - A deal that allows Italy to build migrant reception and detention camps in Albania respects European Union rules, Italy's foreign minister said on Thursday, dismissing suggestions they were an Italian Guantanamo Bay. Italian opposition parties have denounced Meloni's plans as a deportation, with Riccardo Magi, a lawmaker with the centrist +Europa group, evoking the notorious Guantanamo Bay extrajudicial camps used by the U.S. in Cuba to detain Islamist terrorism suspects. White House spokesman John Kirby announced the pauses and the opening of two humanitarian corridors in northern Gaza to allow Palestinians to seek safety from Israel's military operations. The pauses emerged from discussions between U.S and Israeli officials in recent days, including talks Biden had with Netanyahu, Kirby told reporters. "We understand that Israel will begin to implement four-hour pauses in areas of northern Gaza each day, with an announcement to be made three hours beforehand," Kirby said. Palestinian Hamas gunmen killed 1,400 people and took 240 hostage during an Oct. 7 incursion into Israel, Israel has said. Israel is also opening two humanitarian corridors in northern Gaza, Kirby said.
