HAVANA — Cuba’s national electrical grid collapsed on Wednesday as Hurricane Rafael slammed into the island’s southwest shore, packing sustained winds of 115 mph and wreaking havoc on the already crisis-stricken country. The hurricane was churning about 60 miles west of Cuba’s capital Havana on Wednesday night, after lashing the capital city of nearly two million people with driving rain and violent wind gusts. The Miami-based National Hurricane Center warned of a “life-threatening storm surge, damaging hurricane-force winds and flash flooding” across much of western Cuba. Cuba’s state-run grid operator UNE said the high winds had caused the country’s electrical system to collapse. Forecasters predict Rafael will spin off towards the western Gulf of Mexico later this week, though the track remains uncertain, the hurricane center said.

CNN —North Korean troops deployed to Russia’s Kursk region have fought Kyiv’s forces on the battlefield, Ukrainian President Volodymyr Zelensky said Thursday, adding that the clashes resulted in fatalities. Zelensky said 11,000 North Korean soldiers are in the region, where Ukraine’s three-month military incursion into Russian territory has stalled. The New York Times reported earlier this week that a number of North Korean troops had been killed in a limited engagement with Russian and Ukrainian forces, citing senior US and Ukrainian officials. US officials had warned that around 10,000 North Korean troops are in the Kursk region and would be expected to enter combat against Ukraine. But Zelensky fears a greater role for North Korean troops if its allies fail to exert more pressure on Putin.

Plans for the dual-branded restaurant were announced earlier this year as part of Dine Brand’s plan to grow the two restaurants, which both reported lackluster earnings Wednesday. The idea is to maximize revenue with the same footprint of a traditional restaurant. It’s forecast to move near or just east of Cuba’s Isle of Youth on Wednesday afternoon and make landfall in western Cuba later on Wednesday. Rafael is forecast to bring life-threatening storm surge, damaging hurricane-force winds and flash flooding to portions of western Cuba, forecasters warned. Hurricane conditions are expected in western Cuba and the Isle of Youth on Wednesday. Rainfall totals of 1 to 3 inches are expected for the lower and middle Florida Keys. Several tornadoes are also possible through Wednesday evening over the Florida Keys and far southwestern Florida mainland.

Vice President Harris is expected to call President-elect Donald Trump on Wednesday to concede the 2024 presidential race and is also expected to speak publicly, according to two Harris aides. NBC News called the presidential race Wednesday morning, projecting that Trump won just after 5:30 a.m. Harris, 60, launched her presidential campaign after President Joe Biden, 81, withdrew from the race on July 21 and endorsed her as the Democratic Party's nominee. While Harris had about three months to campaign, Trump launched his re-election campaign, his third for president, shortly after the 2022 midterm elections that November. Polls had shown in recent weeks that the race was dead even and Harris faced a gender gap in which more men, specifically white men, were backing Trump.
