The cold-weather scenes have crystallized the alarming strain that the arrival of more than 140,000 asylum seekers since spring last year has placed on the city. In Chicago, migrants have been sleeping in buses and on the floor of police stations, while Massachusetts has warned that its shelter system had reached full capacity. City Hall has said budget constraints mean it will have to cut spending on migrant care soon. Anne Williams-Isom, the deputy mayor leading the city’s response to the crisis, said during a news conference last Tuesday that New York was at capacity. “We’re running out of staff, we’re running of money, we’re running out of space,” she said.

Never Back Down, the super PAC supporting the Republican’s White House bid, abruptly let go three key senior staffers that evening, including an interim CEO who had just been installed nine days earlier. The sudden departures sent shockwaves throughout DeSantis’ political operation, from Tallahassee to Des Moines. One of the dismissed operatives had appeared that day at a super PAC event in Sioux City, Iowa, that featured DeSantis. “They’re a laughingstock.”Jess Szymanski, a spokeswoman for the super PAC, dismissed the outside criticism. After months of watching ads and receiving mailers from the super PAC, voters seemed unaware – and unfazed – by the duplication.

WASHINGTON (AP) — The House is making history this year in ways that Republicans could hardly have envisioned when the party took control. First, the Republicans voted to oust their speaker, Kevin McCarthy, and on Friday they voted to get rid of one of their own, indicted GOP Rep. George Santos of New York. The result has been a dizzying 11 months in a House majority riven by infighting, chiseling away at the powers of Congress and taking its toll on the actual business of governing. As the year comes to a close, the arc of power for House Republicans is at an inflection point, a new era of performance politics and chaotic governing that shows no signs of easing. A scathing House Ethics report found “overwhelming evidence” of lawbreaking by Santos, including questionable campaign expenditures on items like Botox.

Morning Bid: Treasuries on cusp of best month since 2008
  + stars: | 2023-11-30 | by ( ) www.reuters.com   time to read: +3 min
Let's start with Treasuries because, if this were sports, we'd be calling it a comeback for the ages. Now, with some encouraging hints from Fed officials, 10-year notes are poised to celebrate their best month since the 2008 global crash, with yields down 61 basis points for November so far. Yields on two-year paper are down 31 bps just this week, the steepest drop since the U.S. mini-banking crisis in March. The European Union has inflation data of its own later on Thursday and analysts suspect the risks are for a downside surprise following subdued readings from Germany and Spain. The dollar index looks set for its worst month since November last year, with a loss so far of 3.7%.

The first congestion pricing program in the United States is taking final shape in New York City, and most drivers appear likely to pay $15 to enter some of the busiest streets in Manhattan as soon as next spring. Transit officials on Wednesday provided the clearest picture yet of the tolls they hope to implement to collect roughly $1 billion annually to fund improvements to the subway and bus networks. In a 19-page report, transit officials narrowed down a dizzying list of tolling possibilities that had been studied over the past year to a single set. Cars will pay a toll of up to $15 once per day, and commercial trucks will pay as much as $36. The report also showed who will get the biggest discounts, credits and exemptions, which have been hotly debated questions.

Javier Milei presidential candidate of the La Libertad Avanza (Freedom Advances) party, speaks at the campaign closing event on Oct.18, 2023. Argentina elected libertarian outsider Javier Milei as its new president on Sunday, rolling the dice on an outsider with radical views to fix an economy battered by triple-digit inflation, a looming recession and rising poverty. Official results showed Milei with near 56% versus 44% for his rival, Peronist Economy Minister Sergio Massa, who conceded in a speech. His candidacy was hampered by the country's worst economic crisis in two decades while he has been at the helm. I have contacted Javier Milei to congratulate him," Massa said.

The election sees Peronist Economy Minister Sergio Massa, at the helm for the country's worst economic crisis in two decades, go head-to-head with radical libertarian outsider Javier Milei, the slight pre-election favorite in the polls. "The election will mark a profound rupture in the system of political representation in Argentina," said Julio Burdman, director of the consultancy Observatorio Electoral. Massa, 51, an experienced political wheeler-dealer, has been clawing back votes with tax cuts and campaigns highlighting Milei's radical plans to slash state spending. In the first-round vote in October, Massa won 36.7% of the votes compared to some 30% for Milei. The libertarian has since won public backing from third-place finisher Patricia Bullrich, though it's by no means certain all her votes will shift to him.

Massa offers continuity but has been at the helm during the worst economic crisis in two decades. With many voters unconvinced by either, some have characterized the vote as a choice of the "lesser evil": fear of Milei's painful economic medicine or anger at Massa over the economic crisis. "The election will mark a profound rupture in the system of political representation in Argentina," said Julio Burdman, director of the consultancy Observatorio Electoral. "You cannot vote for the current government under these conditions and a blank vote will only favor it. Lawyers for former President Donald J. Trump asked an appeals court in Washington on Wednesday to throw out the gag order imposed on him in the federal case in which he stands accused of plotting to overturn the 2020 election, calling it an effort to “muzzle” a presidential candidate “at the height of his re-election campaign.”“No court has ever imposed a gag order on the political speech of a candidate for public office, let alone the leading candidate for president of the United States — until now,” D. John Sauer, a lawyer who is handling the appeal for Mr. Trump, wrote. Mr. Sauer’s entreaty to the U.S. Court of Appeals for the District of Columbia was merely the latest in a dizzying round of back-and-forth moves involving the gag order, which was put in place last month to keep Mr. Trump from targeting members of the court’s staff, prosecutors or witnesses involved in his election interference case in Federal District Court in Washington. Judge Tanya S. Chutkan, who initially imposed the order, paused it briefly three weeks ago to consider some issues involving the appeal, but then reinstated it at the request of prosecutors in the office of the special counsel, Jack Smith, after Mr. Trump continued to violate its provisions.

WeWork's dizzying rise and protracted fall into Chapter 11 bankruptcy protection Monday largely hinged on one man: Adam Neumann. By the time it filed for bankruptcy protection, WeWork was worth a mere $45 million. "As the co-founder of WeWork who spent a decade building the business with an amazing team of mission-driven people, the company's anticipated bankruptcy filing is disappointing," Neumann said in a statement to CNBC. In all, despite being removed from a management role years earlier, Neumann reportedly collected around $770 million in cash from the 2021 SPAC process alone. Neumann also still retained a stake in the company valued at around $722 million when WeWork debuted in 2021, Bloomberg reported.

Indian economy regains its swagger as China stumbles

New Delhi CNN —India’s economy is like an elephant. India’s economy is currently worth nearly $3.5 trillion, making it the world’s fifth largest. “India’s economy is comfortably placed to grow at an annual rate of at least 6% in the coming few years,” Barclays said. But even as India’s heft is increasing, it is far from recreating the economic miracle China unleashed decades ago. It will, no doubt — though it won’t be enough to shield the world economy should China’s economy stumble badly,” they added.

Indeed, it’s been dizzying to witness the speed at which the same patterns we saw after Sept. 11, 2001, are playing out. In the United States, it’s as if the country has turned back the clock two decades, but not in the way that Mr. Biden suggests. For those who experienced waves of harassment and government surveillance in the years after Sept. 11, the president’s pledge of “unwavering” support for Israel set off alarm bells. Today, many Muslims in the United States fear a new outbreak of violence. Days after the attacks in Israel, the Biden administration announced that local and federal law enforcement officers across the United States are “closely monitoring” for connected threats.

The Picodon rules, set first in 1983, are testament to both France’s reputation for dizzying bureaucracy and its love of tradition and, well, cheese. Some farmers say the rules around cool aging temperatures will get more challenging and expensive to follow as summer temperatures mount. Many are complaining about the rule forbidding imported feed. Where local farmers once kept them inside during August, many say they now bring them into the cooler barns for the whole summer, digging early into the winter store of hay.

Tourists visiting the Sacré-Coeur Basilica, the magnificent snow-white cathedral towering over northern Paris, tend to descend the Butte Montmartre the way they came up. But once they’ve had enough, they’ll most likely make their way down the south side of the hill, following the path of the funicular toward the recognizable sights of central Paris. This Paris exists mostly outside the gaze of tourists, the whopping 12.7 million people who visited the area this summer. But they refuse to abide by the half-theme-park, half-museum ambience that prevails in much of central Paris. Here, another Paris is alive and kicking.
