LONDON British telecom firms Vodafone and Three's multibillion-pound merger could go ahead if the companies adopt a series of proposed remedies to clear competition concerns, regulators said Tuesday. Vodafone has previously said that the combined entity, once merged, would invest £11 billion ($14.46 billion) into U.K. telecommunications infrastructure. Vodafone has also said it disagrees with earlier findings from the CMA that the merger would lead to price increases for consumers. It says the merger wouldn't pricing strategy and would enhance competition between mobile virtual network operators, or MVNOs. "Approval would mark one of the most significant developments in the history of UK mobile, heralding the arrival of a new market leader with over 29 million customers," Manning said in emailed comments.

A disturbance in the Caribbean strengthened into Tropical Storm Rafael on Monday afternoon. Rafael is the 17th named storm of the Atlantic hurricane season, and will be the 11th hurricane if it strengthens further, as expected. The storm system is expected to approach the United States later in the week, the hurricane center said, and a tropical storm watch was issued Monday afternoon for the lower and middle Florida Keys and for the Dry Tortugas. A hurricane warning has been issued for the Cayman Islands, and a tropical storm warning is in effect for Jamaica. The government of Cuba issued a hurricane watch for a handful of provinces, and a tropical storm watch for other areas.

Israel has officially notified the United Nations that it was cancelling the agreement that regulated its relations with the main U.N. relief organization for Palestinian refugees (UNRWA) since 1967, the country’s foreign ministry said on Monday. A Palestinian man carries a bag of flour distributed by UNRWA in Deir al Balah, central Gaza on Saturday. The ban does not refer to operations in the Palestinian territories or elsewhere. The legislation does not directly outlaw UNRWA’s operations in the West Bank and Gaza, both considered by international law to be outside the state of Israel but under Israeli occupation. The Israeli foreign ministry said activity by other international organizations would be expanded and “preparations will be made to end the connection with UNRWA and to boost alternatives to UNRWA.”

A tropical disturbance in the Caribbean is likely to become a hurricane as it passes over Cuba and into the Gulf of Mexico by midweek, federal forecasters said Sunday. The Air's Force 53rd Weather Reconnaissance Squadron, using Super Hercules fixed-wing aircraft, got a close look Sunday, the hurricane center said in an afternoon forecast discussion. Still, the upward movement of warm air and precipitation wasn't intense enough to call the disturbance a tropical depression, the hurricane center said. At 39 mph it becomes a tropical storm, which could happen early Tuesday, according to hurricane center forecasts.
