China plans to issue special sovereign bonds worth about 2 trillion yuan ($284.43 billion) this year as part of a fresh fiscal stimulus, said two sources with knowledge of the matter, adding to a string of measures to battle strong deflationary pressures and faltering economic growth. As part of the package, the Ministry of Finance (MOF) plans to issue 1 trillion yuan of special sovereign debt primarily to stimulate consumption amid growing concerns about a stuttering post-COVID economic recovery, said the sources. China also aims to raise another 1 trillion yuan via a separate special sovereign debt issuance and plans to use the proceeds to help local governments tackle their debt problems, the source added. Hong Kong CNN —China says it successfully fired an intercontinental ballistic missile into the Pacific Ocean on Wednesday, a rare public test that comes amid growing tensions with the United States and its regional allies. An ICBM carrying a dummy warhead was launched at 8:44 a.m. Beijing time and fell into a designated area in the high seas of the Pacific Ocean, the Chinese Defense Ministry said in a statement. This is the first time China has publicly announced a successful ICBM test in the Pacific Ocean in more than four decades. In 1980, China celebrated the successful test of its first ICBM, fired into the South Pacific from the Jiuquan Satellite Launch Center in the country’s northwestern desert. Hong Kong CNN —Beijing says it’s investigating fashion retailer PVH Corp, the owner of Calvin Klein and Tommy Hilfiger, for refusing to source cotton from the Xinjiang region, in a move that could lead to sanctions on an American company with major business interests in China. The ministry said in a statement that New York-based PVH (PVH) is suspected of “violating normal market transaction principles” by boycotting cotton sourced from China’s far western region of Xinjiang. Being banned by China would deal a big blow to PVH, which, like other global fashion firms, sources extensively in the country. Western apparel brands have faced pressure in China over their position on Xinjiang cotton before. In March 2021, Swedish multinational H&M was pulled from major e-commerce stores in China and blocked by several major navigation, review and rating apps.

Israel launched a rare airstrike that killed a senior Hezbollah military official in a densely populated southern Beirut neighborhood on Friday. The Israeli military did not provide the identities of the other Hezbollah commanders allegedly killed in its strike on the crowded neighborhood just kilometers from downtown Beirut. Israel and Hezbollah have traded fire regularly since Hamas' Oct. 7 assault on southern Israel ignited the Israeli military's devastating offensive in Gaza. The last time Israel hit Beirut was in a July airstrike that killed senior Hezbollah commander Fouad Shukur. BEIJING — China and Japan reached a consensus in August on the discharge of radioactive water from the Fukushima nuclear plant, the Chinese foreign ministry said Friday, bringing to an end a diplomatic dispute that had rumbled on for over two years. Beijing called the release “a major nuclear safety issue with cross-border implications,” when Tokyo started discharging treated radioactive water from the site in August 2023. It also announced a blanket ban on all aquatic products from Japan. But Mao Ning, a Chinese foreign ministry spokesperson, later said that both countries reaching consensus “does not mean that China will immediately resume imports of Japanese aquatic products,” at a regular news conference in Beijing. “We will carry out technical consultations with the Japanese side and gradually resume the import of Japanese aquatic products,” she added.

TOKYO — A 10-year-old student at a Japanese school in China died Thursday after being stabbed on the way to school the day before, Japanese officials said, as they demanded that Beijing do more to protect Japanese nationals in the country. Japan commemorated its "Respect for the Aged Day" earlier this week, with the national holiday underscoring a somewhat problematic fact — the country has a record number of elderly citizens to celebrate. Lebanese health officials warned the public to avoid using handheld communication devices on Tuesday after powerful Iran-backed militant and political group Hezbollah said pagers had exploded throughout the country. “The ministry requests all citizens who own wireless communication devices to stay away from them until the truth of what is happening is revealed,” the National News Agency quoted the health ministry as saying. Lebanese Prime Minister Najib Mikati office said ministers were informed of “security incidents” occurring in a number of regions across the country. It was unclear whether the incidents were part of a coordinated attack, which would represent a significant security breach for Hezbollah. News agency Reuters reported that dozens of Hezbollah members were seriously wounded in Lebanon’s south and in the southern suburbs of the country’s capital Beirut.

CNN —Archaeologists have unearthed the ancient remains of an Egyptian army barracks and the artifacts left there, including a still-shiny bronze sword engraved with the name of King Ramses II in hieroglyphics. According to the ministry, Egypt was enjoying a time of economic prosperity and political stability known as the New Kingdom when the fort was in use. Archaeologists also uncovered necklaces made from carnelian and faience beads – types of semi-precious stones used by the ancient Egyptians – as well as half a bronze ring. Archaeologists uncovered several personal items belonging to the soldiers. Some of the rooms were used to store food, Ayman Ashmawy, head of the Egyptian antiquities sector at the Supreme Council of Antiquities, said, with fragments of large pottery and animal bones still remaining.
