A midsummer City Council meeting in New York can often be a sleepy event, but the gathering on Thursday was a clear exception. Everyone, after all, was still talking about the Bite. A day earlier, Susan Zhuang, a first-year Democratic councilwoman from Brooklyn who ran on a law-and-order message, was charged with assault after the police said she had bitten an officer at a protest over a proposed homeless shelter. So, as the Council convened its so-called stated meeting, the formal gathering during which bills are introduced or passed, Ms. Zhuang drew much of the attention — and she wasn’t even there. She held her own news conference near the scene of her alleged crime in Brooklyn, although a police photo of the bloody circular gash on the officer’s arm put Ms. Zhuang more in the position of explaining the confrontation than denying it.

David Liederman, whose confections redefined the chocolate chip cookie and whose chain, David’s Cookies, eventually grew to more than 100 stores nationwide, died on Thursday in Mount Kisco, N.Y., near his home in Katonah. His wife, Susan Liederman, said the cause of his death, at a hospital, was a heart attack. Mr. Liederman’s innovative version of the chocolate chip cookie will keep his name alive. The cookie’s unique feature was that it was not made with standard Toll House chocolate chips but was studded with irregular pieces of dark Swiss Lindt chocolate. Mr. Liederman called his cookies chocolate chunk, a term that has become widely understood and used in the world of baking and confections.

The CFPB said it was imposing penalties on the bank for illegally charging customers for unnecessary auto insurance policies. “Fifth Third Bank demanded borrowers pay for coverage they did not need or else face delinquency, additional fees and repossessions,” the agency said in a statement. For its illegal auto insurance activities, the bank must pay $5 million in redress to affected customers, the CFPB said. In 2015, the bank was ordered to pay $18 million to harmed Black and Hispanic borrowers in what CFPB charged was discriminatory auto loan pricing. And it was ordered to pay $3 million to harmed consumers and a $500,000 penalty for illegal credit card practices.

CNN —More than a handful of House Democratic ranking members told House Minority Leader Hakeem Jeffries in a Sunday call that President Joe Biden needs to step aside from the 2024 campaign, according to sources familiar with the call. Democratic Reps. Maxine Waters and Bobby Scott spoke in support of Biden, according to one of the sources. “It was pretty brutal,” a senior Democratic aide told CNN, speaking on condition of anonymity to discuss the private conversation among House leaders. One senior House Democrat said they have been on calls and group chats with dozens of their colleagues where the consensus is that Biden needs to step aside. One of the members told CNN they anticipate that is the day when the dam will break.
