The National Transportation Safety Board issued a series of recommendations on Tuesday aimed at preventing the type of freight train derailment that occurred last year in East Palestine, Ohio, when 38 rail cars operated by Norfolk Southern came off the tracks. The safety agency also faulted Norfolk Southern for concluding that the hazardous material being transported on 11 of the rail cars was at risk of exploding. That conclusion led to a “vent and burn,” in which toxic chemicals were released and incinerated, resulting in vast plumes of dark smoke rising above the town. The controlled burn forced many residents of the town to evacuate. had previously raised doubts about the need for a vent and burn and at a meeting in East Palestine on Tuesday, the agency said the railway had “misinterpreted and disregarded evidence” in reaching that conclusion.

Fourteen Amtrak executives received more than $200,000 each in incentive bonuses last year despite the service’s poor recent financial performance and struggles with its capital improvement projects, according to documents obtained by The New York Times. In 2023, Amtrak paid out more than $5 million in short- and long-term incentive bonuses to its executives even as the passenger rail service posted $1.7 billion in losses, according to records obtained from Senator Ted Cruz’s office. “It’s inexplicable that a dozen-plus Amtrak executives collected six-figure bonuses on the taxpayer’s dime.”Amtrak says the executive bonuses are necessary to attract and retain talent and rail expertise. Its incentive bonus program for 2021 came under intense scrutiny after The New York Times reported that the company had paid about $2.3 million in bonuses when the rail service reported its lowest revenue and biggest losses in more than a decade. On Wednesday, the House Transportation and Infrastructure Committee held a hearing to discuss two bills to increase transparency and accountability around the Amtrak bonus payouts.

Kathy Hochul’s decision to “indefinitely pause” congestion pricing in Manhattan is likely to reverberate for decades, much like the former New Jersey governor Chris Christie’s decision in 2010 to block construction of a badly needed new rail tunnel under the Hudson River. Both were short-term choices that pushed aside critical long-term investments in the most mass-transit-dependent metropolitan area of the nation. The decision by Mr. Christie, which he said was based on the project’s cost, compromised the region’s competitiveness, economy and environment. Ms. Hochul’s action raises questions about whether congestion pricing, which was set to begin at the end of the month, will ever happen. It will mean continued congestion on some of the world’s most traffic-stymied streets and no relief from the air pollution from auto and truck exhaust.
