After China’s leader, Xi Jinping, catapulted Qin Gang into the post of foreign minister in December, Mr. Qin set a frantic pace, meeting dozens of foreign officials as he pressed Beijing’s agenda in a divided, war-stricken world. Then Mr. Qin went silent. He was recently scheduled to meet the foreign policy chief of the European Union in Beijing, but China canceled that visit. Outside China, Mr. Qin’s lengthy absence has set off speculation on the internet about his health and status. Abrupt disappearances of senior Chinese officials from public life are often seen as potential signs of trouble.

CNN —US Secretary of State Antony Blinken is due to meet with top Chinese diplomat Wang Yi on Thursday – the latest in a series of increased high-level interactions between Washington and Beijing. Their meeting on the sidelines of the ASEAN Foreign Ministers’ Meeting in Jakarta comes less than a month after the two met in Beijing, holding what the top US diplomat called a “candid and constructive” conversation. The Biden administration feels that the US and China are “getting back to normal in the sense of pace of diplomacy,” a senior administration official told CNN this week. Both Blinken and Yellen claimed they had made some progress in efforts to re-establish bilateral communications aimed at responsibly managing the relationship. But right now that is “not being actively considered,” the senior administration official said.

"As Indian prices moved up because of the new minimum support price, other suppliers also started raising prices." Yet even before the weather phenomenon can disrupt production, the global rice price index of the Food and Agriculture Organization hovers above an 11-year high. The price of Indian rice exports has jumped 9% to a five-year high, following a hike of 7% last month in the price the government pays farmers for new-season common rice. "Rice prices have already been rising due to limited supplies," added Olam's Gupta. Last month Indonesia signed a rare pact with India to import 1 million tons if El Nino disrupts domestic supply.

BEIJING, July 5 (Reuters) - Dramatic swings between extreme heat and intense rainfall are testing China's ability to cope with increasingly wild weather, as high temperatures challenge power grids and water security while floods ruin crops and threaten urban populations. The average number of high-temperature days stood at 4.1 in January-June, already higher than the full-year average of 2.2 days. Heatwaves spur demand for electricity to cool homes, malls and offices, taxing power supply and even triggering blackouts. Factories also shut when power demand exceeds supply to meet demand from residential and non-industrial users. The southern province of Hunan, which produces around 13% of China's rice, has been hit by continuous rain since late June.

On Wednesday, an EU foreign affairs spokesperson confirmed to CNBC that Borrell's team had been told by their Chinese counterparts the new dates of July 10-11 were no longer possible and an alternative would need to be found. CNBC has contacted China's Ministry of Foreign Affairs for comment. After securing an unprecedented third term as president earlier this year, Chinese President Xi Jinping made his first overseas trip to Moscow to meet his "dear friend" Putin. China "will be more cautious with its words and actions about Russia", said Shanghai-based international relations expert Shen Dingli. SYDNEY, June 27 (Reuters) - New Zealand's Foreign Minister Nanaia Mahuta said on Tuesday she had a "very robust" discussion during an earlier meeting with her Chinese counterpart, as the leaders of the two countries prepare to meet. A report by the Australian newspaper said Mahuta received an "epic haranguing" and an "almighty dressing down" during a March meeting with China's foreign minister Qin Gang, in a potential sign of tensions in the relationship between New Zealand and its largest trading partner. "I would say that China is very assertive in the way that it conveys its interests," Mahuta told reporters on Tuesday, characterising the March meeting as "very robust". Mahuta did not elaborate further on the topics discussed in the meeting. A senior Russian diplomat met with Chinese Foreign Minister Qin Gang in Beijing on Sunday, one day after a brief armed insurrection exposed deep weaknesses in the leadership of President Vladimir Putin, a close partner of China. Qin and the Russian official, Deputy Foreign Minister Andrey Rudenko, discussed “China-Russia relations and international and regional issues of common concern,” China’s Ministry of Foreign Affairs said in a brief statement that offered no details on their talks.

Hong Kong CNN —China has voiced support for Russia after a short-lived insurrection posed the gravest challenge to the 23-year rule of Vladimir Putin, a close partner of Chinese leader Xi Jinping in his push for a new world order and strategic alignment against the US. “As Russia’s friendly neighbor and comprehensive strategic partner of coordination for the new era, China supports Russia in maintaining national stability and achieving development and prosperity,” it said. Russia’s Foreign Ministry said Rudenko also held “scheduled consultations” with China’s Deputy Foreign Minister Ma Zhaoxu. According to the Chinese readout, Ma told Rudenko that under the leadership of Xi and Putin, the mutual political trust and cooperation between China and Russia had grown continuously. Despite its claims of neutrality, China has refused to condemn the invasion and instead provided much-needed diplomatic and economic support for Russia, a position that has alarmed Western nations, especially in Europe.

WHAT IS THE COMMON FRAMEWORK? The Common Framework requires debtor countries to secure restructuring assurances from any bilateral lenders first and commercial and multilateral lenders second - to Beijing's dismay. "We call on multilateral financial institutions and commercial lenders, who are the main creditors for developing countries, to participate in developing countries' debt relief efforts," Mao said. In Paris, analysts expect China to continue to voice support for the Common Framework but for debt relief to be dispensed "case-by-case". The last time global policymakers met to discuss the Common Framework in Washington, China proposed the IMF should speed up and improve information sharing on debt sustainability analyses.

The furore has also exposed deep levels of public distrust in Chinese local governments, whose attempts to cover up negative news have often backfired. “This is duck meat, duck meat,” the staffer insisted. It said the student had invited classmates to look at the object and confirmed it was duck neck, and had submitted a written clarification. “I found out it was not a rat head but a duck neck, so I would like to clarify,” the student said in the video.
