NEW YORK (AP) — A federal judge in Texas has ordered a 55-year-old U.S. agency that caters to minority-owned businesses to serve people regardless of race, siding with white business owners who claimed the program discriminated against them. The agency, which helps minority-owned businesses obtain financing and government contracts, now operates in 33 states and Puerto Rico. Justice Department lawyers representing Minority Business Development Agency declined to comment on the ruling, which can be appealed to the conservative-leaning 5th U.S. John F. Robinson, president of the National Minority Business Council, said the ruling is “a blow against minority owned businesses," and does nothing to help majority-owned businesses because they already enjoy access to federal resources through the Small Business Administration. "It has the potential of damaging the whole minority business sector because there will be less service available to minority-owned businesses,” Robinson said.

CNN —Dozens of cities along the US coastline are sinking at alarming rates, leaving them far more exposed to devastating flooding from sea level rise than previously thought, scientists reported Wednesday. Cities on the East Coast where sinking land is exacerbating sea level rise include New York City and Atlantic City; Virginia Beach; Charleston, South Carolina; and Savannah, Georgia. As much as a third of sea level rise in this region over the next three decades could come from the sinking effect, the report found. This is a particular problem in areas where new coastal land has been created over the years by backfilling with sediment. Additionally, researchers say most sea level rise studies make projections for the end of the century, which “is viewed as too far (away) to begin planning,” Shirzaei said.

CNN —Multiple people on an American Airlines flight pulled a fellow passenger to the floor after he tried to open one of the emergency exits, forcing the plane to return to Albuquerque, New Mexico, shortly after takeoff, according to multiple passengers. As of Sunday, there have been more than 250 unruly passenger incidents reported to the FAA by flight crews this year, according to the agency. The incident Tuesday began about twenty minutes into the flight, passenger Zach Etkind told CNN. LOS ANGELES (AP) — Patrick Cantlay and Xander Schauffele first competed at cards on the long flight to Australia for the Presidents Cup. Cantlay was solid as ever Saturday in the Genesis Invitational until a soft bogey toward the end of the round that effectively cut his lead in half. The final group is Cantlay and Schauffele, a pair of Californians who are now neighbors in Florida. Jeff Landry has declared a state of emergency due to a police officer shortage. Landry's executive order issued Thursday lifts limits on how many new employees Louisiana sheriffs can hire and on payroll increases for their departments. Landry's order removes restrictions that state law places on hiring and payroll for a period of time following a gubernatorial election. Small towns, including in Maine, Texas and Ohio, have disbanded their police departments, turning over law enforcement work to county sheriffs, a neighboring town or state police. Earlier this month, Landry presented his first proposed state budget that included tens of millions in additional dollars for public safety.
