KAOBAGOU, Benin—Gunmen pulled 18 villagers from their homes during a night raid this spring, shooting some and slitting the throats of the rest. They wedged hand grenades under the bodies, laying a trap for those who would discover the grisly scene. Two more villagers were later killed when they moved the corpses and triggered the explosives. By then, the attackers were hiding in nearby Pendjari National Park, a refuge for thousands of elephants, herds of antelope, the last few West African cheetahs and, increasingly, Islamist militants.

The last near-miss with shutdown led to the Oct. 3 ouster of Republican U.S. House of Representatives Speaker Kevin McCarthy that left the chamber leaderless for three weeks. "No drama, no delay, no government shutdown," Democratic Senate Majority Leader Chuck Schumer said prior to the vote. McCarthy's successor, Speaker Mike Johnson, produced a stopgap funding bill that drew broad bipartisan support, a rarity in modern U.S. politics. But hardline members of Johnson's 221-213 Republican majority voiced anger at the compromise, saying they would try to rein in federal spending again when current funding expires. Funding for all other federal operations - including defense - would expire on Feb. 2.

REUTERS/Nathan Howard/File Photo Acquire Licensing RightsWASHINGTON, Nov 14 (Reuters) - U.S. House Speaker Mike Johnson's plan to avert a government shutdown faces a key test on Tuesday, as he tries to overcome hardline opposition from his own Republican conference, even as some Democrats signal tentative support for the measure. Senate Majority Leader Chuck Schumer, Congress' top Democrat, gave a tentative welcome to the proposal on Monday. But House Republican hardliners are threatening to use procedural roadblocks to stop the bill from advancing. With a slim 221-213 majority, the Republican speaker can afford to lose no more than three party votes on legislation that Democrats oppose. They claim the bill also leaves in place policies favored by prominent Democrats including Senate Majority Leader Chuck Schumer and Representative Nancy Pelosi, the former House speaker.

WASHINGTON, Nov 13 (Reuters) - U.S. House of Representatives Speaker Mike Johnson's plan to avoid a partial government shutdown secured tentative support from top Senate Democrat Chuck Schumer on Monday, even as some of Johnson's hardline Republican colleagues pushed back against it. Without changes, the Texas Republican said he would oppose efforts to bring the bill to the floor. The bill is intended to pressure the House and Senate to agree on spending bills for fiscal 2024 by the assigned dates. Johnson warned Democrats that House Republicans would impose a full-year CR for 2024 "with appropriate adjustments to meet our national security priorities" if Congress fails to reach agreement on full-year spending. Failure to hit that benchmark led to McCarthy's ouster, but some House Republicans suggested Johnson deserved more time.

Johnson warned Democrats that House Republicans would impose a full-year CR for 2024 "with appropriate adjustments to meet our national security priorities" if Congress fails to reach agreement on full-year spending. Democrats had worried that Republicans would put defense and other party priorities in the first tranche and then let the remaining programs shut down. Failure to hit that benchmark led to McCarthy's ouster, but some House Republicans suggested Johnson deserved more time. But by the time Tharu was growing up in the 1970s, the tiger population had dwindled to just 20% of its peak. As an adult, he became involved in forest conservation and was committed to protecting their habitat. Similarly, the creation of artificial watering holes has also helped to disperse the tiger population and direct animals away from local communities. “It is crucial to prioritize community development, to ensure that communities become advocates for tiger conservation,” Paudel adds. Even as human-animal conflicts increase, Tharu says the local communities are happy to see the tiger population flourish.

"This two-step continuing resolution is a necessary bill to place House Republicans in the best position to fight for conservative victories," Johnson said in a statement after announcing the plan to House Republicans in a conference call. The House Republican stopgap contained no supplemental funding such as aid for Israel or Ukraine. She said "House Republicans are wasting precious time with an unserious proposal that has been panned by members of both parties." A stopgap measure would give lawmakers more time to implement full-scale appropriations bills to fund the government through Sept. 30. Mendoza, a former fighter for the now-disbanded Revolutionary Armed Forces of Colombia (FARC) guerrillas, dragged her children back inside the house. In interviews with Reuters, those people recounted how the attacks left conservation projects adrift, with conservationists withdrawing from environmental protection works because of fear of more violence. Municipal data from local environmental authorities and the Colombian Institute of Meteorology (IDEAM) also showed that in the year after each killing, deforestation at a local level was worse than national trends. Santofimio's killing brought his hard-fought conservation project to a halt. In the tree nursery, which stopped work after Santofimio's killing, saplings bask in the dappled sunlight beneath protective nets.

The White House sought to pin blame for the outlook change, which cited the high deficit and rising interest rates, on Republicans. "Moody's decision to change the U.S. outlook is yet another consequence of congressional Republican extremism and dysfunction," White House spokesperson Karine Jean-Pierre said. House Republicans hope to vote on Tuesday on a stopgap measure, which could extend discretionary funding for federal agencies into mid-January. Representative Chip Roy, a prominent member of the hardline House Freedom Caucus, said he could accept a stopgap measure that also contains aid to Israel in its war with Hamas. CNN —A tourist tried to avoid a wild animal in a national park and got in a car accident. According to a press release issued by the Death Valley National Park in California, two tourists from Switzerland were in a campervan on October 28 when the driver saw the spider and slammed on the brakes. However, the park urges Death Valley visitors not to panic if they see an eight-legged creature. Earlier this year, staff at Yellowstone National Park were forced to euthanize a bison calf after a visitor tried to pick up the animal. Last week, a section of the Blue Ridge Parkway national park in North Carolina was closed after multiple incidents of “visitors feeding and attempting to hold a young bear.”

Maggie Peddicord and her boyfriend, Joseph, bought a school bus and traveled in it for one year. To fund their journey and bus expenses, they both started working on the handiwork app Taskrabbit. Before I started on Taskrabbit, I worked as a research assistant at Cincinnati Children's Hospital. Once we moved in and started traveling, it cost about $500 a month for gas and other repairs and about $250 a month for groceries. Joseph networked with Taskrabbit clients by finding people who might be interested in selling or purchasing a yacht one day.

That has allowed forests to become four to seven times more densely wooded than they once were, Safford said. Fire scientists advocate more deliberate burning at low-to-moderate severity to clear vegetation that makes forests susceptible to big fires. Susan Britting, executive director of one of the groups, Sierra Forest Legacy, acknowledged any cutting triggers skepticism because loggers historically took the largest, most marketable trees. But she said thinning trees up to a certain diameter is acceptable, though she prefers prescribed burning. Homeowners are anxious prescribed fires will jump perimeters and destroy houses.

KenyaFor more than 25 years, professional safari guide Geoff Mayes has taken tourists to the best parks in Africa. Amboseli National Park, a UNESCO World Heritage Site, is known for its massive elephant population and spectacular views of Mount Kilimanjaro. In those three, one can track mountain gorillas in Mgahinga National Park and Bwindi Impenetrable National Park. Another park to consider is the Kidepo Valley National Park, with its sweeping plains and valleys overshadowed by the brooding Mount Morungole. ZimbabweApart from the renowned Hwange National Park, I have also visited Matobo National Park, which has a wide diversity of fauna and plenty of white rhinos.

On the other side of the Capitol, the Democratic-controlled Senate is due to advance a stopgap funding bill, but a final vote might not come for days. Congress typically passes stopgap spending bills to buy more time to negotiate the detailed legislation that sets funding for federal programs. The Senate is due to hold a procedural vote at 1:00 p.m. (1700 GMT) to extend government funding through Nov. 17. Even if that passes, the two chambers would have to resolve their differences before sending any bill to Biden’s desk. That could pose another hurdle, as McCarthy said he opposed $6 billion in Ukraine aid included in the Senate bill.

WASHINGTON (Reuters) -The U.S. Congress passed a stopgap funding bill late on Saturday with overwhelming Democratic support after Republican Speaker Kevin McCarthy backed down from an earlier demand by his party’s hardliners for a partisan bill.
