Read previewWhen Brittney Spencer woke up on Monday morning, she had no idea she would hit a major career milestone. This story is available exclusively to Business Insider subscribers. "That wasn't even on my radar," she told Business Insider of her top-40 debut, adding with a laugh, "My life has been very random." AdvertisementAlthough "My Stupid Life" contains the most explicitly personal lyricism of her career, Spencer has a knack for speaking her own dreams into existence — if not always intentionally. A pile of flowers blanketed a small memorial in the center of the Lithuanian capital of Vilnius after the death of the Russian opposition leader Aleksei A. Navalny last month. The impromptu tribute at the memorial, an unassuming pyramid commemorating victims of Soviet repression, has highlighted Vilnius’s growing status as the center of Russian political opposition. In Vilnius, exiled Russian journalists have set up studios to broadcast news to millions of compatriots back home on YouTube. Russian activists have rented offices to catalog the Kremlin’s human rights abuses, and exiled Russian musicians have recorded new albums for the audience back home. The arrival of the Russian dissidents in Vilnius has added to a larger wave of Russian-speaking refugees and migrants from Belarus and Ukraine over the past four years.

So here's a proposal to help fix that: a tax that would increase American consumers' music streaming bills by 50% — meaning you'd pay an extra $4 to $10 a month for services like Spotify or Apple Music. I don't believe there was ever a time that Americans supported a 50% tax hike on anything, for any reason. For some budding musicians (and even old pros), the very sight of sheet music can elicit a fight-or-flight response, bringing up painful memories of strict piano teachers and high-pressure recitals. George Collier, a 20-year-old music transcriber, is doing his part to change that. Another clip, titled “She Practiced 40 Hours a Day for This,” captures a virtuosic Mozart piano cadenza by Mitsuko Uchida.
