Lázaro Guerra, Technical Director of the Electric Union of Cuba, said a failure in the national electric system, in part associated with the storm, had affected infrastructure, state-run media reported. The political winds that once favored Republicans in the coming midterm elections appear to have shifted in the Democrats’ favor, but in the quest for the House, geography may be destiny.
