Bank of Japan board members are split over the future path of interest rates, minutes of the central bank's monetary policy meeting in July showed. The board also pointed out that import prices had turned positive again, and upside risks to prices required attention. Some board members pointed out that "it was appropriate for the Bank to make moderate adjustments" given such risks. Another member pointed out that medium-to long-term inflation expectations were not anchored at 2%, and prices remained vulnerable to downside risks. As such, the BOJ should avoid a situation where the market expectations for future rate hikes "increase excessively."

Hong Kong CNN —Beijing says it’s investigating fashion retailer PVH Corp, the owner of Calvin Klein and Tommy Hilfiger, for refusing to source cotton from the Xinjiang region, in a move that could lead to sanctions on an American company with major business interests in China. The ministry said in a statement that New York-based PVH (PVH) is suspected of “violating normal market transaction principles” by boycotting cotton sourced from China’s far western region of Xinjiang. Being banned by China would deal a big blow to PVH, which, like other global fashion firms, sources extensively in the country. Western apparel brands have faced pressure in China over their position on Xinjiang cotton before. In March 2021, Swedish multinational H&M was pulled from major e-commerce stores in China and blocked by several major navigation, review and rating apps.

Each year hundreds of millions of packages, mostly from Chinese platforms, are sent directly to American consumers eager to take advantage of rock-bottom prices on clothing, electronics and other products. That could mean painful times ahead for the Chinese sellers that supply the platforms — and higher prices for American consumers. CNN —The US Commerce Department on Monday will propose a ban on the sale or import of smart vehicles that use specific Chinese or Russian technology because of national security concerns, according to US officials. The rule would not apply to cars already on the road in the US that already have Chinese software installed, a senior administration official told CNN. The software ban would take effect for vehicles for “model year” 2027 and the hardware ban for “model year” 2030, according to the Commerce Department. If millions more smart cars with vulnerable, Chinese-made tech are on US roads, “the risk of disruption and sabotage increases dramatically,” he said. “China opposes the US’s broadening of the concept of national security and the discriminatory actions taken against Chinese companies and products,” said Lin Jian, spokesman for China’s Foreign Ministry, in a statement.

The U.S. Commerce Department is expected on Monday to propose prohibiting Chinese software and hardware in connected and autonomous vehicles on U.S. roads due to national security concerns, sources told Reuters. The Biden administration has raised serious concerns about the collection of data by Chinese companies on U.S. drivers and infrastructure as well as the potential foreign manipulation of connected vehicles. The proposed regulation would ban the import and sale of vehicles from China with key communications or automated driving system software or hardware. The department plans to give the public 30 days to comment before any finalization of the rules, the sources said, adding that the department plans to propose making the prohibitions on software effective in the 2027 model year and the prohibitions on hardware would take effect in January 2029. The Commerce Department declined to comment on Saturday.

BEIJING — China and Japan reached a consensus in August on the discharge of radioactive water from the Fukushima nuclear plant, the Chinese foreign ministry said Friday, bringing to an end a diplomatic dispute that had rumbled on for over two years. Beijing called the release “a major nuclear safety issue with cross-border implications,” when Tokyo started discharging treated radioactive water from the site in August 2023. It also announced a blanket ban on all aquatic products from Japan. But Mao Ning, a Chinese foreign ministry spokesperson, later said that both countries reaching consensus “does not mean that China will immediately resume imports of Japanese aquatic products,” at a regular news conference in Beijing. “We will carry out technical consultations with the Japanese side and gradually resume the import of Japanese aquatic products,” she added.

CNN —Ukraine’s electricity supply risks “severe disruptions” this winter, the International Energy Agency (IEA) has warned, urging Kyiv’s allies to help address the country’s energy security. Russia has repeatedly attacked Ukraine’s energy infrastructure with missiles and drones since its full-scale invasion in February 2022, but its bombardments have intensified recently, leaving the country in a precarious position as colder weather approaches. Ukraine has also attacked Russia’s energy infrastructure. In its report, the agency outlines 10 measures that Ukraine and its allies should implement to tackle risks to the country’s energy supply. CNN —Australian police said Wednesday they have infiltrated Ghost, an encrypted global communications app developed for criminals, leading to dozens of arrests. In an undated photo provided by the Australian Federal Police, illicit drugs are found in a concealed compartment in a vehicle. Australian Federal Police/APPolice allege that Jung developed the app specifically for criminal use in 2017. Australian police technicians were able to modify software updates regularly pushed out by the administrator, McCartney said. The modified smartphones sold for 2,350 Australian dollars ($1,590) which included a six-month subscription to Ghost and tech support.

Washington CNN —The Biden administration said Friday that it has finalized tariff hikes on certain Chinese-made products that the president first announced in May. The administration’s increases come as Vice President Kamala Harris and former President Donald Trump have clashed over tariffs on the campaign trail. Trump implemented sweeping tariffs on about $300 billion of Chinese-made products when he was in office. “Today’s finalized tariff increases will target the harmful policies and practices of the People’s Republic of China that continue to impact American workers and businesses,” US Trade Representative Katherine Tai said in a press release. China is expected to retaliate by increasing tariffs on US-made goods.

Known as the de minimis loophole, the trade provision allows packages with a value of less than $800 to enter the United States with relatively little scrutiny. Over the past decade, the number of de minimis shipments has exploded, from roughly 140 million to more than a billion, according to a White House estimate. Each individual package is typically worth far less than $800, and thereby qualifies for the de minimis exemption. The Biden administration also called on Congress to pass legislation to overhaul the original de minimis rules.
