The world-first climate "loss and damage" fund is set to be launched during the United Nations COP28 climate summit to be held Nov. 30-Dec. 12 in Dubai in the United Arab Emirates. "The Commissioner is ready to announce substantial financial contribution by the EU and its member states to the loss & damage fund at COP28 in the context of an ambitious outcome at COP28," the European Commission and the UAE's incoming COP28 president said in a joint statement, referring to EU Climate Commissioner Wopke Hoekstra. Adnan Amin, CEO of the COP28 summit, said the aim was to secure several hundred million U.S. dollars for it by the end of the event. He said he was "hopeful" that the COP28 host, the UAE, would also make a contribution. Expenditure for the fiscal year 2024 alone is estimated at 79.1 billion dirham, and public revenues at 90.6 billion dirham, the media office added. Of the estimated revenues, 85.1 billion dirham would be allocated to the budget, and the remaining 5.5 billion dirham would go to the general reserve, it said. BEIRUT (Reuters) - Lebanon's top Christian cleric urged state officials on Monday to shield Lebanon from the war between Palestinian Islamist group Hamas and Israel, as the Lebanese Shi'ite group Hezbollah clashes with Israeli forces at the border. The Iran-backed Hezbollah has been exchanging fire with Israeli forces across the Lebanese-Israeli frontier since the Hamas-Israel war began on Oct. 7, in the worst fighting there since Hezbollah and Israel fought a war in 2006. He called on Lebanese state officials to work to keep Lebanon away "from the scourge of this war ... and to carry out its political and diplomatic role in support of the Palestinian cause. Hezbollah leader Sayyed Hassan Nasrallah, in his first speech since the start of the Israel-Hamas war, said on Friday escalation on the Lebanon front would hinge on events in Gaza and Israeli actions towards Lebanon.
