Biden Says Egypt to Allow Gaza Aid Trucks Through Rafah Crossing

President Biden said Egypt's President Abdel Fattah Al Sisi has agreed to open the gates to the Rafah border crossing, where trucks carrying aid to the Gaza Strip have been waiting. Biden said up to 20 trucks of humanitarian assistance to Gaza will be allowed to go through. That is about one eighth of what aid workers estimate is required to meet the needs of 1.7 million people now gathered in south Gaza. Egyptian officials acknowledged they had reached an agreement but said there was no mechanism yet to move aid over the border and noted that the Rafah crossing had been destroyed in an Israeli airstrike and needed to be repaired. Biden acknowledged the roads would first need to be repaired and that assistance might not begin moving into Gaza until later in the week.

The 15-member council had initially been due to vote Monday on the Brazilian draft, but it was postponed 24 hours to allow more time to negotiate. Instead of calling for a ceasefire, it calls for humanitarian pauses in the conflict to allow aid access to Gaza.

On Monday, local media and Egyptian security sources said that Israel had struck the vicinity of the crossing in Gaza. Two of the sources said the aid deliveries were now waiting for the Gaza side of the border to open and for assurances of safe passage before entering the crossing. This concern, along with fears that aid would be used as cover for weapons, had hindered a planned delivery on Monday, two Egyptian security sources said. An understanding was reached that the aid would be delivered to specific secure locations in Gaza under monitoring, the Egyptian security sources said, in exchange for limited evacuations of foreign passport holders. Another security source said Egypt had repaired the roads within the crossing that had been damaged by Israeli strikes.

BRUSSELS, Oct 17 (Reuters) - European Union leaders aim on Tuesday to settle on a united approach to the crisis triggered by the Hamas attack on Israel after days of confusion, infighting and mixed messaging. Some officials and lawmakers also criticized von der Leyen, who visited Israel on Friday, for not declaring that the EU expects Israel to abide by international humanitarian law in its response to the attack, as other EU leaders did. Von der Leyen stated that position publicly for the first time at the weekend. Commission officials have insisted von der Leyen had already conveyed the message privately to Israeli officials and defended her swift visit to Israel as an important sign of solidarity. The EU leaders are likely to task ministers with exploring potential risks in more detail, according to officials.

U.S. and Egyptian officials reached an agreement to allow Americans to leave Gaza for Egypt, a senior State Department official said. Americans can leave Gaza until 5 p.m. local time, according to the deal. It wasn’t clear whether Hamas, which controls Gaza, would allow the movement of U.S. citizens or other foreigners to the Egyptian border crossing at Rafah. A spokesman for Hamas couldn’t immediately be reached for comment.

JERUSALEM, Oct 9 (Reuters) - Hundreds of cars abandoned in the scramble to flee a massacre at an Israeli music festival where Hamas gunmen killed 260 people and took captives back into Gaza underline the scale of the deadliest attack on Israel in decades. Video footage circulating on social media shows the gunmen descending in paragliders on the gathering in the Negev Desert. Israeli emergency services said 260 bodies had been recovered from the site of the festival.
