A federal appeals court on Thursday ruled that the Biden administration lacked authority to adopt a regulation aimed at reining in privately made firearms called "ghost guns" that are difficult for law enforcement to trace. Circuit Court of Appeals sided with a group of firearm owners, gun rights groups and manufacturers in declaring the Bureau of Alcohol, Tobacco, Firearms and Explosives' 2022 rule "unlawful." The administration has said that ghost guns are attractive to criminals and others prohibited from lawfully buying firearms, including minors. There were about 20,000 suspected ghost guns reported in 2021 to the ATF as having been recovered by law enforcement in criminal investigations — a tenfold increase from 2016, according to the White House.

The CFPB also said bank employees lied to applicants by giving them fake reasons for denials, and were instructed not to discuss the discrimination in writing or over the phone. According to a consent order, some employees referred to card applicants they suspected were of Armenian descent as "Armenian bad guys" or the "Southern California Armenian Mafia." The payment includes a $24.5 million civil fine and $1.4 million of restitution to card applicants, for violations of the federal Equal Credit Opportunity Act. Citigroup apologized, saying it had been trying to thwart an Armenian fraud ring in California but that a "small number" of employees circumvented its fraud detection protocols.

NEW YORK (AP) — Citigroup intentionally discriminated against Armenian Americans when they applied for credit cards, the Consumer Financial Protection Bureau said Wednesday. The bureau said some bank employees argued internally that Armenian Americans were more likely to commit fraud and referred to applicants as “bad guys” or as affiliated with organized crime. As part of the order, Citi will pay $24.5 million in fines as well as $1.4 million in remedies to impacted customers. However, in the bureau's order, these Citi employees used identifiable information that broadly discriminated against Armenian Americans in general. The bank has been fined or cited several times by the CFPB, as well as by the Federal Reserve, for unsound business practices.

According to the regulator, Citi employees pegged the community, in Glendale, Calif., as a group whose members were likely to rack up huge debts and then flee the country. They warned new hires not to give credit card applicants with Armenian-sounding last names that ended in “ian” or “yan” the same rates that other customers received, and in some cases urged them to reject these applicants altogether. The people affected by the bank’s practice were not applying for Citigroup-branded cards; they were seeking cards offered by retailers, like Home Depot and Best Buy, that were underwritten by the bank. Eric Halperin, the consumer bureau’s enforcement director, said during the news conference that Citigroup was still trying to identify how many people were affected by the discrimination, but so far regulators had identified “hundreds.”Karen Kearns, a spokeswoman for Citigroup, said in a statement that the bank had been “trying to thwart a well-documented Armenian fraud ring operating in certain parts of California,” and that “a few employees took impermissible actions.”According to regulators, Citi managers knew excluding Armenians was illegal and warned employees “not to discuss it in writing or on recorded phone lines.” Even so, regulators found evidence of Citi employees discussing over email how to cover up their denial of applicants from Glendale. “It’s been a while since I declined for possible credit abuse/YAN — gimme some reasons I can use,” one employee wrote to another in 2016, seeking advice on how to tell a potential customer that a credit card application had been denied without revealing the real reason, according to the consumer bureau.

The company said Thursday that it is shutting down the two “Amazon Style” locations that are located in Glendale, Calif., and Columbus, Ohio. The move follows closings of other Amazon outlets including bookstores and specialty retail stores. The company has concentrated its physical store ambitions on its grocery outlets, including Amazon Fresh stores and Whole Foods Market.

Universal Music has sued artificial intelligence startup Anthropic over "systematic and widespread infringement of their copyrighted song lyrics," per a filing Wednesday in a Tennessee federal court. One example from the lawsuit: When a user asks Anthropic's AI chatbot Claude about the lyrics to the song "Roar" by Katy Perry, it generates an "almost identical copy of those lyrics," violating the rights of Concord, the copyright owner, per the filing. The lawsuit also named Gloria Gaynor's "I Will Survive" as an example of Anthropic's alleged copyright infringement, as Universal owns the rights to its lyrics. In Reuters interviews with 15 independents in Arizona about Trump's arrest in Georgia on Thursday, only one said they would likely support Trump next November. A Trump spokesman did not comment on what he described as a small, unscientific sample of independent voters. Thom Reilly, a political professor at Arizona State University who has authored studies on independent voters, said recent elections in Arizona and in other battleground states show that independents have been the key swing votes in close elections.

Retail “shrink” is a term that refers to merchandise that goes missing due to theft, fraud, damage, accounting errors or other reasons. The retailer reported a large number of incidents of shoplifting and organized retail crime in its stores nationwide. Need and opportunity become forceful catalysts for driving up incidents of retail crime, experts said. According to the National Retail Federation, the industry’s biggest trade group, large-scale store theft is becoming a bigger part of retail shrink.

When Coy Boggler and Annie Wall started planning their intimate backyard wedding in Phoenix earlier this year, they didn’t know that by July, a record-breaking heat wave would settle over the city for 31 straight days. Mr. Boggler, 47, and Ms. Wall, 41, had rented a tent to keep their guests cool and decided to test it out with three air-conditioning units running, but the temperature inside the tent wouldn’t dip below 93 degrees. “It was pretty miserable,” said Mr. Boggler, a firefighter and paramedic in the Phoenix metropolitan area. The couple were at a loss for what to do when they ran into Chuck Montgomery, a retired deputy fire chief of Glendale, Ariz., and an acquaintance. Mr. Montgomery invited them to move the ceremony to the Hall of Flame Museum of Firefighting in Phoenix, where Mr. Montgomery is the executive director.

Over the weekend, a Nordstrom in a Los Angeles mall was a repeat target for a "flash mob" robbery. Up to $100,000 of merchandise was stolen, days after a similar robbery in the Los Angeles area. In 2021, the Nordstrom store was also the target of a flash mob robbery. The term "flash mob" has been associated with flash mob dances, but has since taken on new meaning when associated with organized burglaries conducted by large groups. The Los Angeles Police Department said the losses from the Saturday burglary at Nordstrom were estimated to be from $60,000 to $100,000 in merchandise.
