HELSINKI (AP) — Finnish police said Wednesday they have launched a criminal investigation into possible sabotage of an undersea gas pipeline between Finland and Estonia that was shut down over the weekend following a leak. It is bi-directional, transferring natural gas between Finland and Estonia depending on demand and supply. The company said a liquified natural gas terminal in Inkoo has the capacity to deliver the gas Finland needs. Europe saw natural gas prices hit record highs last year after Russia’s cutoff of most gas supplies during the war in Ukraine. Europe currently has filled 97% of its gas storage capacity for the winter, but security of supply depends on deliveries of pipeline gas and LNG.

The Balticconnector gas pipeline was shut early on Sunday on concerns that gas was leaking from a hole in the 77-km (48-mile) pipeline. Finnish operator Gasgrid said it could take months or more to repair. "It is likely that damage to both the gas pipeline and the communication cable is the result of outside activity. The damage to the gas pipeline was believed to have taken place in Finnish waters, while the telecoms cable breach was in Estonian waters, Finnish authorities said. Prices were already up on Tuesday due to fears over tensions in the Middle East but expectations that outside activity caused the pipeline damage pushed prices in the nervous market higher.

Poland, which elects a new parliament on Oct. 15, said last week it would no longer agree to new arms deliveries to Ukraine but instead focus on rebuilding its own stocks. BRUSSELS, Sept 29 (Reuters) - Seven EU countries have ordered ammunition under a landmark European Union procurement scheme to get urgently needed artillery shells to Ukraine and replenish depleted Western stocks, according to the EU agency in charge. The scheme was set up as part of a plan worth at least 2 billion euros, launched in March with the aim of getting a million shells and missiles to Ukraine within a year. "Seven Member States have already placed orders for 155mm ammunition through the EDA’s fast-track procedure," the agency said in response to questions from Reuters. NATO Secretary General Jens Stoltenberg said in Kyiv on Thursday that the alliance now had overarching framework contracts for 2.4 billion euros' ($2.5 billion) worth of key ammunition, including 1 billion euros of firm orders. Speaking at a joint press conference with Ukrainian President Volodymyr Zelenskiy, Stoltenberg said "every metre that Ukrainian forces regain is a metre that Russia loses". Stoltenberg said he was "constantly pushing" NATO allies to provide more support to Ukraine and speed up delivery, "not least" of air defence systems. Stoltenberg also condemned Russian strikes near Ukraine's border with NATO member Romania.

"There is an urgent need for air defense, not only new systems, but also ammunition, maintenance, spare parts ... We see that air defense is saving lives every day in Ukraine and we need to sustain the air defense systems of Ukraine." He spoke after a senior State Department official said earlier on Tuesday that reinforcing Ukraine's air defenses was key, including to protect critical infrastructure as winter descends. Stoltenberg declined to say how many rounds of munitions NATO allies can deliver to Ukraine each year, or when exactly F-16s would be delivered to Kyiv.

On Saturday, Romanian authorities found the second set of drone fragments to have crashed in the NATO member state in a week, amid Russian attacks on Ukraine's river ports, just hundreds of metres from the Romanian border. On Saturday, President Klaus Iohannis said the discovery of the fragments pointed to an unacceptable breach of Romania's air space. NATO Secretary General Jens Stoltenberg said Russian strikes near the border were "destabilising" even if there was no indication Russia intended to hit Romania, a NATO member state.

The attacks on Ukraine's river ports, just hundreds of metres from the Romanian border, have increased security risks for NATO whose members have a mutual defence commitment. The defence ministry said Romania's Naval Forces deployed search teams after local authorities alerted them to suspected drone fragments discovered 2.5 km southeast of the village of Plauru, across the Danube from the Ukrainian port of Izmail. Since July, when Moscow abandoned a deal that lifted a de facto Russian blockade of Ukraine's Black Sea ports, it has repeatedly struck Ukrainian river ports that lie across the Danube from Romania. Ukraine had said on Monday that drones detonated in Romania during an overnight Russian air strike on Ukraine's Izmail, but Romanian officials initially denied the reports before finding fragments on Wednesday.
