ISTANBUL, Nov 8 (Reuters) - Turkey has started paying for some its natural gas from Russia in roubles, Turkish Energy Minister Fatih Donmez said on Tuesday. In an interview with broadcaster TRT Haber, Donmez said that in the coming months the share of local currency payments in energy trade with Russia would increase. Ankara and Moscow agreed in September to start rouble payments for natural gas supplies. When asked about Russian President Vladimir Putin's proposal for a natural gas hub in Turkey, Donmez said Ankara would layout a roadmap by the end of this year and may hold a conference for suppliers and buyers. "We could organise an international gas conference, perhaps in January or February, to bring together gas suppliers and importer countries to take their opinion, we will proceed according to that," Donmez said.
Turkey says Sweden, Finland not yet done enough under NATO deal

ISTANBUL, Nov 3 (Reuters) - Turkey's foreign minister said on Thursday that Sweden and Finland have not yet fulfilled all obligations under a deal clearing their bids to join NATO, and they must still take concrete steps. Mevlut Cavusoglu, speaking alongside NATO Secretary General Jens Stoltenberg in Istanbul, also said Turkey observed that Sweden's new government under Prime Minister Ulf Kristersson is taking a decisive approach to fulfilling obligations. Sweden and Finland signed a memorandum in June, resulting in NATO member Turkey lifting a veto of their applications to join the trans-Atlantic security alliance. The two asked to join in response to Russia's war in Ukraine, but Turkey sought extra guarantees, including that they not shelter Kurdish militants. ANKARA, Nov 2 (Reuters) - Russia is concerned about its security and the obstacles it faces exporting fertiliser and grains, Turkish Foreign Minister Mevlu Cavusoglu said on Wednesday, days after Moscow suspended its participation in a U.N.-brokered export deal. Speaking at a panel in Ankara, Cavusoglu cited two reasons for Moscow's move. "Russia has some security demands after the recent attack on its ships," he said of an attack on Russia's Black Sea Fleet over the weekend. Moscow is also concerned about its fertiliser and grain exports, "which are not on the list of sanctions but the ships that are carrying these still cannot dock," Cavusoglu said, echoing comments by Russian officials. Many rules require banks to bulk up on treasuries. Two other bankers said the executives expressed concerns over longer-term "systemic risks" due to the level of their bond holdings. Parliament, dominated by the AKP and nationalist allies, is debating next year's budget including record spending of 258.4 billion lira on social aid. VULNERABLE TO REVERSALThe series of rules increased the central bank's authority over the government debt, credit and loan markets, bankers say. Turkish competition board fines Meta Platforms $18.6 million

ISTANBUL, Oct 26 (Reuters) - Turkey's competition authority has fined Facebook-parent Meta Platforms Inc (META.O) 346.72 million lira ($18.63 million) for breaking competition law, it said on Wednesday. Turkey's competition authority said Meta must act to reinstate competition in these markets and prepare annual reports about the steps it will take for the next five years, the authority said. Social media companies have been a focus of attention in Turkey, which adopted a law last week that would jail journalists and social media users for up to three years for spreading "disinformation". Analysts have said social media companies are unlikely to abide in full by the law that requires them to remove "disinformation" content and share user data with authorities. Under the law, which took effect this week, companies must share with authorities users' information if they post content constituting crimes, including misleading information. Social media companies are required to appoint Turkish representatives. The law has mainly been criticised for imposing jailtime on social media users and journalists spreading "disinformation", but it also builds on legislation imposed on social media companies in 2020, with much tougher measures. "I think (the law) is like a wish list - they put whatever they can think of in there," Akdeniz said. "There is an attempt to regulate social media platforms that could be a model law for authoritarian regimes."
MBC, which in March 2018 scrapped Turkish programmes including soap operas popular with Arab audiences, said in a statement that the deal would allow it to exclusively host content from Medyapim and Ay Yapim production houses, and produce original Arabic-language content in Saudi Arabia. Saudi Arabia and Turkey were at loggerheads during the 2011 "Arab Spring" over Ankara's support for political Islamist groups deemed a threat to the region's system of rule. MBC said Medyapim and Ay Yapim's content would be available to MBC channels and its online Shahid platform on their airing dates in Turkey. MBC will work with Medyapim and Ay Yapim to co-develop and commission a number of Arabic-language productions, scheduled to begin filming in Saudi Arabia and in the region in the coming years, it added. Medyapim and Ay Yapim dominate the TV industry in Turkey and beyond with prime-time shows that conquered Turkic countries, the Middle East and Latin America.

ISTANBUL, Oct 16 (Reuters) - Turkey denied involvement in an incident where Greece found 92 illegal migrants close to its northern border with Turkey, Turkish Deputy Interior Minister Ismail Catakli said late on Saturday. "As you couldn't find one single case of a human rights violation by Turkey, you just seek to expose the image of your own cruelty as if Turkey did it," Catakli said on Twitter replying to a tweet by Notis Mitarachi, Greek Minister of Migration. Greek police said on Saturday that they have rescued a group of 92 migrants who were discovered naked and believed to have crossed into Greek territory from Turkey illegally. "One would expect a working explanation from the Turkish government's side," he told a Greek television station. Athens will soon extend a 40-kilometres fence along its northern border with Turkey to prevent migrants from entering the country, Theodorikakos said.

ISTANBUL, Sept 29 (Reuters) - Turkey's three state banks have suspended the use of the Russian Mir payment system, Finance Minister Nureddin Nebati told Reuters on Thursday. Two private banks, Isbank and Denizbank, suspended their use of the Mir system last week after Washington expanded its sanctions on Russia, including targeting the entity that runs the payment system. The two other state banks, Halkbank and Vakifbank, have not commented on the issue. NATO member Ankara opposes Western sanctions on Russia and has close ties with both Moscow and Kyiv, its Black Sea neighbours. The Kremlin on Wednesday said Turkish state banks that have stopped using Russia's Mir bank cards are clearly under unprecedented U.S. pressure and the threat of secondary sanctions.

Secretary-General Antonio Guterres said on Saturday the United Nations is working with the United States and European Union to overcome obstacles to Russian food and fertilisers reaching world markets.
