The existence of this initiative has not been previously reported and the U.S. officials requested anonymity to discuss the sensitive details around it. The United States set up the process to drive accountability for Israel, one of the officials said. It was not clear what action, if any, Washington would take against Israel as a result of what it learns. The United States provides Israel $3.8 billion in annual military assistance. Israel unleashed its war to eradicate Hamas after militants from Gaza launched a shock incursion into southern Israel on Oct. 7, killing 1,200 people and seizing around 240 hostages.

In an exclusive interview on Thursday, Ambassador Jeff Flake said that once the formal ratification document is received in Washington, the U.S. State Department will immediately send Congress notification of the F-16s sale. Turkey's parliament ratified Sweden's NATO membership bid on Tuesday, clearing a major hurdle to expanding the Western military alliance after 20 months of delay. "So I would expect as soon as that is conveyed to Washington, then congressional notification (of the F-16 sales) will happen." "The president here needs to sign it and then the instrument needs to be conveyed to Washington," he told Reuters by phone. Both Erdogan and members of the U.S. Congress had tied Turkey's backing of Sweden's NATO bid with congressional approval of the $20 billion sale of Lockheed Martin aircraft and modernization kits to Turkey.

Asked about the negotiations, senior Hamas official Sami Abu Zuhri told Reuters on Monday the organization was open to discussing ideas but that no deal was yet in place. One offer by Israel is to end the war if Hamas removes six senior leaders from Gaza, said a seventh source, a senior Hamas official. Five of the sources said Israel had refused to discuss any end to the war that did not include Hamas being dismantled. Israeli government spokesperson Eylon Levy said at a press conference on Tuesday that efforts were ongoing to secure the hostages' release. The official briefed on the talks said Hamas had since softened that demand, which would likely be vehemently opposed by Israel.

Meanwhile, in its biggest operation in a month, the Israeli military pressed ahead with encircling Khan Younis where hundreds of thousands of displaced Palestinians are sheltering. Israeli forces killed more than 100 militants in western Khan Younis in 24 hours, military spokesperson Rear Admiral Daniel Hagari said on Tuesday evening. In southern Gaza, Israel has blockaded hospitals, which Palestinian officials say makes it impossible to rescue the wounded. At the European Hospital, reached by Reuters in southern Khan Younis, Ahed Masmah brought in five corpses, piled on a mattress on his donkey cart. At Khan Younis' main Nasser hospital, the biggest still functioning in the Gaza Strip, bodies were being buried on the grounds because it was unsafe to go to the cemetery.

CNN —A United Nations envoy said he was “alarmed,” “distressed” and “seriously concerned” by the treatment of climate activists in the United Kingdom, in a damning report published Tuesday that criticized “increasingly severe crackdowns” on peaceful protesters in the country. Last year, the the country introduced new legislation giving police more power to stop protests. “It had been almost unheard of since the 1930s for members of the public to be imprisoned for peaceful protest in the UK,” Forst wrote. Climate protesters are increasingly undertaking high-profile and disruptive actions. But the fact they cause disruption does not mean they are not peaceful, Forst said.

ISLAMABAD (AP) — Iran’s foreign minister will visit Pakistan next week, the two countries said Monday, following unprecedented attacks on either side of the border last week that appeared to target Baluch militant groups with similar separatist goals. Iran's state-run IRNA news agency said that Foreign Minister Hossein Amirabdollahian spoke to Pakistani counterpart Jalil Abbas Jilani to defuse the flare-up. Pakistan said in a statement Amirabdollahian that would visit the country on Jan. 29. The statement also said that the two foreign ministers agreed that the ambassadors from both countries could return to their posts by Jan. 26. Pakistan recalled its ambassador amid the brief crisis and stopped Iran’s envoy from returning to his post.

Cary Fowler once helped build an Arctic vault to save the world’s great variety of crop seeds from extinction. Now, as the State Department’s global envoy for food security, he is trying to plant a new seed in U.S. foreign policy. The effort is still in its infancy, with a relatively tiny budget of $100 million. But at a time when climate shocks and rising costs are aggravating food insecurity and raising the risks of political instability, the stakes are high. Mr. Fowler’s boss, Secretary of State Antony Blinken, said this week at the World Economic Forum in Davos that the idea could be “genuinely revolutionary.”

CNN —The wristwatch that landed Arnold Schwarzenegger in detainment at Munich Airport on Wednesday raised €270,000 ($294,000) after being sold at a dinner in Austria for his charity, the Schwarzenegger Climate Initiative. The event, which raised €1.31m in total, was attended by US Climate Envoy John Kerry along with many other climate action visionaries. Meister said the former California governor and “Terminator” star was released and traveled on after being held for over two hours. The ATM they brought him to had a limit that was too low, and the bank was closed. When he returned, a new officer brought a new credit card machine that worked, the source added.

Hong Kong CNN —As Ukraine scrambles to keep international support with Russia’s invasion grinding into a third year, its leader has made clear one country he would like to see join his push for peace: China. There, Zelensky told reporters he would “very much like China to be involved” in Ukraine’s peace plan. “China thinks it is already playing an important role in moving toward peace. There is even less reason for China to ‘advance a fair peace as advocated by the West and Ukraine,’” she said. But when it comes to how Beijing may maneuver toward brokering peace in Gaza, China likely doesn’t see itself as yet having captured the opportunity “to present itself as a conflict mediator,” according to Sun.

SEOUL (Reuters) - The nuclear envoys of South Korea, the United States, and Japan condemned North Korea for its recent missile tests, arms trade with Russia and increasingly hostile rhetoric at a meeting in Seoul on Thursday. "The United States is also deeply concerned by the recent uptick in hostile rhetoric particularly toward the Republic of Korea from the DPRK (North Korean) regime," Pak said. The three countries have increased joint efforts to deter North Korea in recent years including trilateral meetings and launching a missile warning data sharing system in December. South Korea on Wednesday announced sanctions on two individuals, three entities and 11 ships linked to North Korea's nuclear and missile programmes, days after North Korea fired a new intermediate-range, solid-fuel hypersonic missile. WASHINGTON (AP) — Taiwan’s top diplomat in Washington has a message for both the island's Chinese adversaries and its American friends: Don’t worry that Taiwan’s new president-elect will worsen relations with Beijing and possibly draw the U.S. into a conflict. But even the lesser label of specially designated global terrorist group could jeopardize U.S. and Saudi efforts to construct a lasting peace deal to end the conflict. The conflict created a humanitarian catastrophe that Mr. Biden, as a candidate in 2020, vowed to address. Following a debate within the Trump administration, Secretary of State Mike Pompeo designated the Houthis as a foreign terrorist organization and a specially designated global terrorist group in mid-January 2021. In February 2021, less than three weeks after Mr. Biden took office, Secretary of State Antony J. Blinken reversed Mr. Pompeo’s designations. I think they’re probably ill-advised because I don’t think they’re going to do what they are intended to do. I don’t think they’ll deter the Houthis. This is such an unequal war because the whole character of war has changed. I don’t think it would make the slightest bit of difference whether the US designated them or not. Climate catastrophes: Climate change is a hot topic as leaders meet to discuss balancing economic growth with sustainability. Davos comes just days after scientists around the globe reported that the average temperatures last year reached a new record high.
