Read previewA federal judge has, for the second time, postponed sentencing for six former Mississippi cops who pleaded guilty to a long list of state and federal charges for torturing two Black men. Sentencing had been set to begin on January 16, but a court hearing schedule shows that US District Judge Tom Lee has pushed back sentencing to March 19. In October, he granted motions from some former officers to delay sentencing after their attorneys said they needed more time to evaluate sentencing reports and prepare objections. The men admitted in August to subjecting Michael Corey Jenkins and Eddie Terrell Parker to numerous acts of racially motivated, violent torture. AdvertisementProsecutors say some of the officers called themselves the "Goon Squad" because of their willingness to use excessive force and cover up attacks.

In this year's gleaming host city of Dubai, billboards advertise the benefits of wind energy, climate ambition and Exxon Mobil's (XOM.N) carbon capture projects. This is seen by some as a sign of success and by others as a dangerous distraction from the business of combating climate change as over nearly three decades global oil demand, carbon emissions and temperatures have marched steadily upward. "It's a lobby fest where polluters can schmooze with politicians, all under the guise of tackling climate change," Pascoe Sabido, a researcher at the Corporate Europe Observatory, which scrutinizes corporate influence on policy-making, said. DUBAI, United Arab Emirates (AP) — With Planet Earth running a fever, U.N. climate talks focused Sunday on the contagious effects on human health. “Climate change doesn’t need to be on a death certificate for us to be confident that climate change is causing deaths,” Diarmid Campbell-Lendrum, WHO’s head of climate and health, said. Dubai, the largest city in oil-rich United Arab Emirates, often faces higher levels of air pollution than other places on Earth due to its location — and haze is common. The Dubai government, on its web site devoted to the environment, listed its Air Quality Index level mostly at “good” on Sunday. Switzerland-based IQAir, a technology company that sells air-quality monitoring products, listed Dubai as the city with the 18th-worst air quality in the world with “moderate” air quality levels as of noon local time on Sunday.

Delegates use wonky terms like “NDCs” “1.5 degrees” and “loss and damage,” not exactly conversation starters at parties. Currently, temperatures have increased about 1.2 degrees Celsius (2.2 degrees Fahrenheit). As extreme weather events driven by climate change have increased and intensified, climate scientists have pushed to limit warming to 1.5. Last year’s climate talks, COP27 in Egypt, produced a landmark agreement for rich countries to contribute to a fund to help developing nations adapt to climate change. The wonky speeches, lots of discussion and disagreements will continue, all with the hope of combatting climate change.

Greenhouse gas emissions from burning fossil fuels are the biggest cause of climate change. "We have a world which has more fossil fuels than ever," said Ani Dasgupta, president of the World Resources Institute, a climate NGO. U.S. officials and others are hopeful a recent climate deal between the U.S. and China may also set a positive tone for the talks. Another test is whether wealthy nations announce money for the fund at COP28 - to the tune of hundreds of millions of dollars. "Speaking from previous experience, unfortunately most of the global agreements, most of the global climate related pledges went uncompleted," said Najib Ahmed, National Consultant at Somalia's Climate Ministry.

The world is heading for considerably less warming than projected a decade ago, but that good news is overwhelmed by much more pain from current climate change than scientists anticipated, experts said. Even though emissions of heat-trapping gases are still rising every year, they’re rising more slowly than projected from 2000 to 2015. “It requires the tearing out the poisoned root of the climate crisis: fossil fuels,” said United Nations Secretary-General Antonio Guterres. Guterres, numerous climate scientists and environmental activists all say what’s needed is a phase-out — or at the very least a phase-down — of coal, oil and gas. “This is throwing the global energy transition and humanity’s future into question.”___Read more of AP’s climate coverage at http://www.apnews.com/climate-and-environment.

Minnesota Nice: The History of ‘Fargo’

The Emmy-winning FX limited series “Fargo” returns Tuesday with a new season, its fifth, that stars Juno Temple and Jon Hamm and goes back to the basics: Minnesota cops, North Dakota bad guys and plenty of snow-covered landscapes. Created by Noah Hawley in 2014, “Fargo” is named after the Oscar-winning ’90s film by Joel and Ethan Coen and often repeats that film’s character archetypes: kind but determined police officers that echo Frances McDormand’s Marge Gunderson; greedy, conniving husbands like William H. Macy’s Jerry Lundegaard; and bumbling bad guys à la those played in the original film by Steve Buscemi and Peter Stormare. But the series takes as its inspiration the whole of the Coenverse, referencing and remixing characters, themes and aesthetics from films like “Raising Arizona,” “Miller’s Crossing” and “No Country for Old Men” — as well as “Fargo,” of course — in original stories the tend to center on the evil deeds of stupid men. It has been three years since the last season of “Fargo.” With the new one about to premiere and the other four available on Hulu, here is a look at the who, what, where and you betcha of “Fargo,” season by season.

While the science behind human-caused climate change was still young, scientists knew even then it would be life-changing. The controversy at COP28The climate summit is hosted at a different location each year. “It tells us clearly that the world is not on track to achieve our global climate goals,” Melanie Robinson, the global climate program director for the World Resources Institute, told CNN. At least a few of the incidents had overlapping suspect descriptions: a white man in his 40s or 50s, at least 6 feet tall and weighing between 220 and 300 pounds. In the package that the district attorney sent to Hathaway, there was a grainy surveillance video of one of the previous attacks, which showed a heavyset white man approaching a man sleeping on the sidewalk, spraying him with a large canister and walking quickly away as the man writhed in pain. What kind of person would spray homeless people with bear mace? The answer, Hathaway would later tell the court, was clear: A person who says: “I’m a vigilante justice. I’m above and beyond the law.’”Until 2020, homelessness had not been a primary concern for Marina residents.

The benefits were adjusted based on rules for workers who earn both pension and Social Security benefits. Today, Dave is pushing for the Social Security rules that reduced his benefits to be changed. Social Security benefits are calculated using a worker's average indexed monthly earnings, and then using a formula to calculate a worker's basic benefit amount. If two-thirds of the government pension is more than the Social Security benefit, the Social Security benefit may be zero. Part of what may create that advantage is that Social Security benefits are progressive, and therefore replace a larger share of income for lower earners.

SEC may have to let crypto foxes into the henhouse
  + stars: | 2023-11-07 | by ( ) www.reuters.com   time to read: +2 min
The U.S. Securities and Exchange Commission has cracked down on crypto exchanges without defining most tokens, stoking criticism that it has fostered a regulatory grey area and depressed prices. But now the agency is struggling to hire the experts it needs to keep policing the sector, partly because crypto lovers don’t want to sell their coins at depressed prices. Hiring such specialists is “critical” to probing new problems in crypto markets, the inspector general wrote. Yet supporters of bitcoin and the like have long criticized the SEC for regulating through enforcement instead of setting clear guidelines. For the SEC to do its job as best it can, it might need to replace its bad-cop routine with some good-cop action.
