CNN —Volodymyr Zelensky urged Donald Trump to share his peace plans publicly if the former US president has a way to end the war between Ukraine and Russia – but the Ukrainian president cautioned in an interview Tuesday that any peace plan where Ukraine gives up territory would be unacceptable. Pressed Sunday on NBC’s “Meet the Press” about whether the deal would let Putin keep the land he’s taken, Trump said, “No, no. In the interview, Zelensky gave a positive assessment of Ukraine’s ongoing counteroffensive, which has sparked concerns that it’s failing to achieve expected results. “It’s so difficult to understand when you are in war, and when you are not in war,” Zelensky said. McCarthy, who is expected to meet with Zelensky along with other House leaders, declined Tuesday to commit to more funding for Ukraine.

Meanwhile, a larger division within House Speaker Kevin McCarthy's fractious Republican majority prevented lawmakers from agreeing on a short-term measure to keep federal agencies afloat after funding expires on Sept. 30. Even if House Republicans had been able to advance the defense bill or the short-term measure, either would face stiff opposition from congressional Democrats and from the White House, which has already threatened to veto the defense bill. RAUCOUS SESSIONTuesday's House vote failed in a raucous session, with Democrats mocking Republican leaders as they tried to persuade holdouts to change their minds before finally giving up. The House vote came hours after McCarthy delayed a key procedural vote on the 30-day stopgap measure known as a continuing resolution, or CR. The continuing resolution faces opposition from more than a dozen Republican hardline conservatives, enough to block its path forward in the House.

U.S. House Speaker Kevin McCarthy (R-CA) addresses the 5th annual Congressional Hackathon on Capitol Hill in Washington, U.S., September 14, 2023. But hardline activism on spending, policy and impeachment have split Republicans in the House and slowed the Senate's path forward on approving bipartisan spending legislation. House Democratic leader Hakeem Jeffries warned on Sunday that the situation amounts to a Republican "civil war." Unless the House can move forward on spending, Republican leaders say privately that they could be forced to move directly into negotiations with Senate Democrats on appropriations bills, circumventing hardliners. Other House Republicans fear that McCarthy's decision to open an impeachment inquiry of Biden could make it harder to gain cooperation on spending from Democrats.

The shutdown clock is ticking in Congress, after progress was largely stymied last week in both chambers amid conservative opposition. And with less than two weeks to fund the government, finding a path forward will be critical in the days ahead. The deal, brokered by House Freedom Caucus and Main Street Caucus Republicans, would cut spending on domestic agencies by some 8%, sparing the departments of Defense and Veterans Affairs while implementing border policies backed by House Republicans earlier this year. But not long after the deal was announced, a number of House conservatives pledged their opposition to the legislation and reiterated objections to any stopgap measure. The White House has asked Congress for roughly $40 billion in funding for Ukraine, domestic disaster relief and border security.

The House is leaving town Thursday having made little to no progress toward keeping the government funded this week, as a Sept. 30 deadline to avert a shutdown looms large. And as the clock ticks to avert a government shutdown, paired with continued disagreement about spending levels, passing all 12 spending bills in time appears nearly out of the question. Political Cartoons on the Economy View All 592 ImagesThe lack of progress this week means the House will likely need to pass a continuing resolution to extend its deadline. That move delivered a key priority to the conservatives in his conference who have long been pushing for a Biden impeachment. But the intraparty difficulties persisted throughout the week, despite the Biden impeachment inquiry offering, spelling trouble for virtually any plan to avert a shutdown.

CNN —The initiation of an impeachment investigation against a president ought to be an earthshaking moment in the nation’s history. Republicans could use an impeachment investigation of the president to fuel public suspicion over Hunter Biden’s cascading controversies. But the coming impeachment investigation represents a gamble for Republicans since it could cause a backlash in moderate districts that their majority depends on. Ian Sams, a White House spokesman for oversight and investigations, blasted the impeachment investigation as “extreme politics at its worst.”But the strain of an impeachment inquiry is hardly the way the White House would have preferred to prepare for election year. If the impeachment investigation does uncover more direct involvement of Joe Biden, condemnations of McCarthy’s action may have been premature.

House Republican leaders on Wednesday defended the decision to launch an impeachment inquiry into President Joe Biden, pointing to a modicum of evidence while insisting that the inquiry will give Americans answers. Meanwhile, the White House has ardently pushed back against the inquiry, insisting that it is a stunt lacking evidence that is driven by lawmakers on the fringes of the party. “House Republicans have been investigating the president for nine months, and they've turned up no evidence of wrongdoing,” White House spokesman Ian Sams said in a statement after McCarthy announced the inquiry. But McCarthy defended the move on Wednesday, saying that “Nancy Pelosi changed the rules” when she launched an impeachment inquiry into former President Donald Trump in 2019. But the intraparty difficulties persisted on Wednesday, despite the Biden impeachment inquiry offering, as the spending fight in Congress continues on without a clear path forward for House Republicans.

Matt Gaetz is threatening Kevin McCarthy with motion to vacate votes for the House speakership. Gaetz on Tuesday remarked that McCarthy wasn't pursuing conservative reforms as he had promised. And during a Tuesday evening appearance on CNN, Gaetz reiterated his calls for motion to vacate votes against McCarthy absent conservative reforms that the congressman has sought. That’s why, today, I am directing our House committee to open a formal impeachment inquiry into President Joe Biden,” McCarthy said. The confrontation could trigger a government shutdown in the coming months – a potential political headache for McCarthy heading into an election year. So even if he wanted to initiate impeachment against Biden to save himself, McCarthy may not have the power to do it. It’s often been impossible to see a clear path ahead in which McCarthy can appease competing political forces with the minuscule majority Republicans secured in last year’s midterm elections. Ahead of an autumn that could turn into a political migraine for McCarthy, he is back in a familiar position.

CNN —House Speaker Kevin McCarthy announced Tuesday he is calling on his committees to open a formal impeachment inquiry into President Joe Biden, even as they have yet to prove allegations he directly profited off his son’s foreign business deals. While McCarthy has already publicly threatened to launch an inquiry, sources say that McCarthy has sent even stronger signals about his intentions behind closed doors. Punchbowl first reported McCarthy’s expected message on an impeachment inquiry. But Tuesday’s news will mark a real effort by McCarthy to start moving ahead and get House Republican skeptics on board with proceeding. House Republican leadership will need to formally whip votes at some point which they have not yet done.

Rep. Greene went after fellow Rep. Matt Gaetz over the conservative push to impeach President Biden. Gaetz on Tuesday said that he "pushed" McCarthy for weeks regarding an impeachment inquiry. The decision comes as the California Republican has faced mounting pressure over the issue from many members of the ultraconservative House Freedom Caucus, who hold immense sway in the narrow Republican House majority. "This is the same guy that wrote a book called 'Drain the Swamp', who is now arguing against an impeachment inquiry," she told the network.

CNN —The White House plans to send a letter to top US news executives on Wednesday, urging them to intensify their scrutiny of House Republicans after Speaker Kevin McCarthy launched an impeachment inquiry into President Joe Biden, despite having found no evidence of a crime. “It’s time for the media to ramp up its scrutiny of House Republicans for opening an impeachment inquiry based on lies,” Ian Sams, a spokesperson for the White House Counsel’s Office, wrote in the letter, according to a draft copy obtained by CNN. The correspondence comes one day after McCarthy announced that he had directed three House committees to begin an impeachment inquiry into Biden. In its letter Wednesday, the White House will ask news organizations to be more clear-eyed in their coverage of the impeachment inquiry, and not to fall prey to the traps of false equivalency in reporting. The Republican House-led investigations into Biden have yet to provide any direct evidence that the president financially benefited from Hunter Biden’s career overseas.

House Speaker Kevin McCarthy, facing growing pressure from the right flank of his conference, announced on Tuesday he is directing committee leaders to open an impeachment inquiry into President Joe Biden, citing a “culture of corruption” around the chief executive. “Today, I am directing our House committee to open a formal impeachment inquiry into President Joe Biden,” McCarthy said at a press conference. But until now, the inquiry was not guaranteed, especially as it remained unclear whether vulnerable Republicans in swing districts that Biden won in the last election would vote to open the impeachment inquiry into the president. But other Republicans have opposed launching an impeachment inquiry. Rep. Ken Buck of Colorado has argued that the House lacks evidence connecting Biden to his son’s foreign business dealings.

When House Speaker Kevin McCarthy directed three House committees to proceed with an impeachment probe into President Joe Biden on Tuesday, despite an earlier commitment to put the question to a House vote in an apparent appeal to conservatives in his conference, he may have anticipated that his critics on the right would take a day off. But not long after, one of McCarthy’s fiercest agitators signaled it wasn’t enough. Political Cartoons View All 1154 ImagesAt the same time, the conservatives have put pressure on McCarthy to launch an impeachment inquiry into Biden, with Gaetz promising to bring up a vote for the speaker’s ouster should he get in the way of the probe. With little room left for maneuvering, the impeachment inquiry offered a possible off-ramp. The House returns this week from a lengthy August recess to a jam-packed September, with an end-of-month deadline to avert a government shutdown quickly approaching, foisting intense pressure upon House Speaker Kevin McCarthy. With just one of 12 spending bills passed through the House, little time remains to take action to keep the government fully functional by the Sept. 30 deadline. And should McCarthy look to Democrats to sidestep conservative demands, some have warned that they’ll bring up a vote for his ouster. Instead, some suggest that launching a Biden impeachment inquiry is McCarthy’s only true bargaining chip with those on the right. And to complicate matters further, the two chambers have marked up the spending bills at different levels, making reconciling the legislation all the more difficult.

Speaker Kevin McCarthy’s job is on the line as the House returns on Tuesday to confront a funding impasse that could lead to a government shutdown or a challenge to the California Republican’s hold on the top post in the House. Far-right Republicans are refusing to back a measure to keep the federal government funded past Sept. 30 without substantial spending cuts and stringent new border policies that stand little chance of becoming law. They are also threatening to depose Mr. McCarthy should he turn to Democrats for assistance in scrounging together the votes he needs to avoid a shutdown. “Stay tuned,” Mr. Gaetz said on Monday night when reached for comment, declining to elaborate. Members of the ultraconservative Freedom Caucus were also planning a public event on Tuesday to vent their discontent with the spending landscape.

Historically, regulation often happens gradually as a technology improves or an industry grows, as with cars and television. In 1937, an untested and poisonous liquid version of sulfanilamide, meant to treat bacterial infections, killed more than 100 people across 15 states. “Before we seek to regulate, we have to understand why we are regulating,” said Representative Jay Obernolte, a California Republican who has a master’s degree in A.I. “Only when you understand that purpose can you craft a regulatory framework that achieves that purpose.”Brain drainEven so, lawmakers say they’re making strides. “Congress is taking the issue really seriously,” said Camille Carlton of the Center for Humane Technology, a nonprofit that regularly meets with lawmakers.

Most importantly for Trump and the House Republicans doing his bidding, it could distract from the legal storm around the former president. After only one presidential impeachment in the first two centuries of US history, Biden’s would be the fourth impeachment in around 25 years if House Republicans follow through. The document contained no proof of the allegations or any evidence Biden took part in his son’s work for the firm. McCarthy had for months deflected calls for the impeachment of Biden from the most radical members of his conference. McCarthy insisted on Tuesday that he was only contemplating an impeachment inquiry – rather than a full-scale drive to an impeachment vote – in the House.

Hardline conservatives from the House Freedom Caucus have proposed amendments that would address other hot-button topics including immigration, critical race theory and diversity. The White House has said that Biden would veto both of this week's House appropriations bills if they reached his desk. "If we don't agree with the outcome, we'll vote against the rule and do whatever we have to do," Representative Ralph Norman, a prominent Freedom Caucus member, said in an interview. While House Republicans argue over spending cuts, the Democratic-led Senate is moving quickly and in a strong bipartisan manner toward legislation with at least $120 billion more spending. CNN —Speaker Kevin McCarthy suggested that House Republicans may be approaching the point where they’d pursue an impeachment investigation into President Joe Biden, the California Republican’s most explicit threat of impeaching the president to date. McCarthy’s comments come amid a series of congressional investigations in the Republican-led House that have targeted Biden, his administration and his family members – most prominently his son Hunter. Hunter Biden has agreed to plead guilty to two federal tax misdemeanors as part of a plea deal. House Republicans have also floated possible impeachment inquiries against Garland and Homeland Security Secretary Alejandro Mayorkas. CNN —Critics on Tuesday seized on the latest Trump tape as a perfect example of why the twice-impeached, twice-indicted former president is unfit to return to the Oval Office. On the audio – exclusively obtained by CNN – Trump discusses holding a secret document.
