California lawmakers have sent a bill to Governor Newsom's desk that would require all large businesses in the state to provide a detailed accounting of their carbon emissions, including their Scope 3, or supply chain emissions. The bill, if adopted, would be the first of its kind in the nation to require carbon emissions reporting. Apple and Google , massive technology companies headquartered in California, support the move to require carbon accounting. Meanwhile, the California Chamber of Commerce opposes the bill, saying requiring emissions accounting will increase business operation costs for businesses and consumers. Also, Dickinson said that carbon accounting can be a helpful process for companies.

X Corp is suing California over content moderation law, claiming freedom of speech infringement. It requires social media companies to say how they're tackling hate speech, harassment and extremism. X argued that the law pressures platforms to remove "constitutionally-protected" content. Social media companies routinely remove accounts and content that violate local laws and their own policies. It requires social media companies to publicly share their content moderation policies and report their enforcement data to the state attorney-general twice a year.

WASHINGTON, Aug 29 (Reuters) - California moved closer to becoming the first U.S. state to ban caste discrimination after a bill to outlaw the practise passed the California Assembly late on Monday. California's legislation targets the caste system in South Asian immigrant communities by adding caste to the list of categories protected under the state's anti-discrimination laws. Activists opposing caste discrimination say it is no different from other forms of discrimination like racism and hence should be outlawed. Earlier this year, Seattle became the first U.S. city to outlaw caste discrimination after a city council vote and Toronto's school board became the first in Canada to recognize that caste discrimination existed in the city's schools. The Dalit community is on the lowest rung of the Hindu caste system; members have been treated as "untouchables."

WASHINGTON, July 6 (Reuters) - California Governor Gavin Newsom on Thursday urged the Department of Justice to open criminal and civil investigations into Florida's transportation of migrants to Martha's Vineyard and Sacramento in recent months. "We urge the USDOJ to investigate potential violations of federal law by those involved in this scheme." Florida Governor Ron DeSantis, who is seeking the Republican Party's 2024 presidential nomination, last year arranged to transport dozens of migrants to the Massachusetts vacation island of Martha's Vineyard. Florida also acknowledged a role in sending two flights of migrants to California last month, saying all of them traveled voluntarily. A referral for potential criminal prosecution for that flight is pending with the Bexas County District Attorney's Office and the California Department of Justice has opened criminal and civil investigations into the circumstances of the Sacramento flights.

Democratic leaders, including Mr. Bonta and Mr. Newsom, have in return denounced the relocations as a partisan and callous political stunt. A spokesman for Mr. Newsom said that Mr. Garland’s office had not yet replied to Thursday’s request. The Army Corps studied what would happen to six dams in California, and the results suggested that two of them would probably be overtopped. It seemed unlikely that a third of all the dams in the state would fail, but would none of them? Cox described the “weird ‘Chinatown’ vibe” he encountered whenever the conversation turned to dams. Juneteenth became an official federal holiday two years ago, but it was an unofficial holiday for many Black people before then. We should say, "We are a nation of Indigenous peoples, enslaved peoples, and immigrants." Since President Biden signed the Juneteenth National Independence Day Act into law two years ago, Juneteenth is now a federally recognized holiday. Some schools, such as Georgetown, have gone further than acknowledgement by renaming buildings that glorify slave owners and offering full scholarships to descendants of enslaved peoples. The Juneteenth National Independence Day Act is but another step towards inclusion of all peoples who made America: "We are a nation of Native peoples, enslaved peoples, and immigrants."

The bill has since been misinterpreted due to language surrounding the phrase “perinatal death” in one of its sections (here). Perinatal death, by one of three definitions by the American Academy of Pediatrics published in May 2016, is the fetal death starting at gestation of 20 weeks and ending at infant death up to 28 days of age (see “Definitions” section on “perinatal death”) (here). BILL AMENDEDThe bill’s language on “perinatal death” was amended twice in assembly before reaching the state senate (see different versions of the bill) (here).
