Scherer's appointment as Commercial Aircraft CEO, first reported by Reuters, will take effect from Jan. 1 after discussions with unions, Airbus said. Scherer, who is currently chief commercial officer, said Airbus would meet its operational objectives. Airbus formally merged with its dominant planemaking business in 2018, meaning it combines two separate headquarters and operational functions under one CEO, with the Helicopters and Defence & Space divisions sitting underneath. The shake-up brings back a separate planemaking CEO under the same roof but the company does not appear to be re-creating two entities, something that had created a stage for chronic in-fighting in the past.

Massachusetts voters in 2020 approved a ballot initiative that gives independent repair shops access to diagnostic data that newer cars can send directly to dealers and manufacturers, in order to allow consumers to seek repairs outside dealerships. The Massachusetts attorney general's office said earlier appreciated "NHTSA’s clarification today that our state law is not preempted by federal law." Automakers must comply with the state law, the office said. Federal Trade Commission Chair Lina Khan praised NHTSA's statement "clarifying that automakers can safely comply with Massachusetts' right to repair law and share vehicle data with independent repair shops."

But offshore wind developers have said that certain tax credits in the Inflation Reduction Act, Biden's landmark climate change law, are insufficient and are lobbying for less stringent rules around qualifying for the credits. Last week, the governors of six Northeastern states urged Biden to direct his administration to take actions to support struggling offshore wind projects. Initial claims for state unemployment benefits fell 13,000 to 216,000 in the week ended Sept. 2 from a revised 229,000 in the prior week, the Labor Department said on Thursday. That was the lowest since the same level was touched in the week ended Feb. 11 and it marked the fourth straight weekly decline. Economists polled by Reuters had forecast new claims would rise to 234,000 in the latest week. That was the lowest since the same level was hit in the week ended July 15. Overall, the jobless claims figures show the U.S. job market appears in no danger of rolling over in the near term.

U.S. officials had touted the auction as a key milestone in Biden's agenda to make offshore wind a cornerstone of U.S. efforts to fight fossil-fuel-driven climate change. In addition to lower wind speeds and hurricane risks, potential wind farm developers in the Gulf waters must also accommodate relatively lower local power market prices than other parts of the United States, which greatly undermines wind power earning potential in the region. As offshore wind power systems are still in their relative infancy compared with other power sources, the average cost of power generated from offshore sites can be twice the cost of that from a gas-fired plant. Without a viable offshore wind sector, those industries may now struggle to secure the quantities of green hydrogen they may be anticipating in coming decades, and so could look for ways to support the wind sector's development in the years ahead.

It follows a tumultuous spring for regional banks in which Silicon Valley Bank and two other lenders collapsed, forcing regulators to backstop deposits to stave off a broader panic. The new requirement would bring large regional banks more in line with the largest global banks, which already have their own debt requirement. The proposal follows a tumultuous spring for regional banks, which saw three collapse, forcing regulators to backstop deposits to stave off a broader panic. The proposal would mean banks have to raise their long-term debt issuance by roughly 25%, or $70 billion, according to the FDIC. “These banks will have to go into the market issuing capital to meet the capital proposal and then issuing long-term debt to meet the long-term debt proposal," said Matthew Bisanz, a partner at Mayer Brown.
