Rejecting the deal, Mr. Blinken said, would put Mr. Sinwar’s political interests ahead of those of civilians. Hamas could be “looking after one guy,” Mr. Blinken said, referring to Mr. Sinwar. Mr. Sinwar was an architect of the Oct. 7 attacks on Israel, in which around 1,200 people were killed and around 240 taken hostage. Mr. Blinken said on Tuesday that Mr. Netanyahu had “reaffirmed” his commitment to the plan in private talks in Jerusalem. Hamas has constructed a network of tunnels beneath Gaza to shield the group from Israeli surveillance and attack.

The goal for Hamas is to survive, these sources say — that would be victory for the group. Sinwar likely believes Hamas can hold out while Israel’s global standing deteriorates as the war in Gaza, which has killed thousands of civilians, continues. For US negotiators pursuing a ceasefire deal between Hamas and Israel, it’s a discouraging assessment. Both Sinwar and Hamas’ top military official, Mohammed Deif, are still alive. He was elected to Hamas’ main decision-making body, the Politburo, in 2017 as the political leader of Hamas in Gaza.

Hamas said Tuesday that it gave mediators its reply to the U.S.-backed proposal for a cease-fire in Gaza, seeking some "amendments" on the deal. "We're in receipt of this reply that Hamas delivered to Qatar and to Egypt, and we are evaluating it right now," White House national security spokesman John Kirby told reporters in Washington. Hamas spokesman Jihad Taha said the response included "amendments that confirm the cease-fire, withdrawal, reconstruction and (prisoner) exchange." "Everyone's vote is in, except for one vote, and that's Hamas," Blinken told reporters in Tel Aviv after meeting with Israeli officials, hours before Hamas announced its reply. Israeli restrictions and ongoing fighting have hindered efforts to bring humanitarian aid to the isolated coastal enclave, fueling widespread hunger.

Eyewitnesses also said that they saw Israeli forces in disguise – dressed as Hamas fighters or civilians. The Israeli military denied using civilian vehicles, but declined to say whether the officers conducting the rescue were disguised as militants or dressed as Palestinian civilians. The Israeli military had previously used civilian clothing as a tactic in its operations. But soon after the mission got underway, Israeli soldiers and militants began to exchange fire, according to eyewitness accounts and statements from the Israeli military. A senior Biden administration official tells CNN that Israeli forces did not use an aid truck in the operation.

CNN —The Israeli government is seeking to extend its controversial ban on the Al Jazeera news network in the country, after a court upheld the ban but shortened it by 10 days. On Tuesday, a Tel Aviv District Court ruled that the ban on Al Jazeera could stand but was to be shortened to 35 days, meaning it will expire on Sunday. Israel organized and paid for an influence campaign last year targeting U.S. lawmakers and the American public with pro-Israel messaging, as it aimed to foster support for its actions in the war with Gaza, according to officials involved in the effort and documents related to the operation. The covert campaign was commissioned by Israel’s Ministry of Diaspora Affairs, a government body that connects Jews around the world with the State of Israel, four Israeli officials said. The campaign began in October and remains active on the platform X. At its peak, it used hundreds of fake accounts that posed as real Americans on X, Facebook and Instagram to post pro-Israel comments. The campaign also created three fake English-language news sites featuring pro-Israel articles.

That would deal a further blow to a relationship that Israel’s military offensive in southern Gaza had already brought to its lowest point in decades. For Israel, too, more than four decades of a so-called “cold peace” with Egypt has proved to be an essential pillar of national security. Egypt’s patience with Israel’s military moves is wearing dangerously thin, as it has repeatedly made clear. That border point, the main conduit for aid and other supplies during the war, lies between Egypt and Gaza but was recently occupied by Israel, drawing public outrage in Egypt. Egypt has refrained from taking more serious steps to respond to Israel’s moves, such as withdrawing its ambassador from Tel Aviv.

Jerusalem CNN —Israeli Prime Minister Benjamin Netanyahu may soon be forced to choose: Agree to a ceasefire deal with Hamas or keep his government in power. “I think that Bibi is cornered now,” said Aviv Bushinsky, a former adviser to Netanyahu, using the prime minister’s nickname. While Biden squarely framed the proposal as a way to end the war, Netanyahu is insisting Israel will not end the war until and unless Hamas is eliminated. His efforts to convince the far-right ministers in order to avoid choosing between a ceasefire deal and the survival of his government have so far fallen flat. Netanyahu is confronting the choice between his government’s survival and a hostage deal at a time when his political fortunes have begun to improve.

CNN —A date for Israeli Prime Minister Benjamin Netanyahu’s address to Congress remains uncertain after one date initially floated was ruled out because it fell on a Jewish holiday. A US congressional leadership aide initially said Monday that Netanyahu was scheduled to speak on June 13, which falls on Shavuot. Scheduling the speech while Biden is on another continent would skirt that question, though with the timing still uncertain, a meeting could take place. But the New York Democrat nonetheless signed on to the letter inviting the prime minister to speak to Congress. “We’re comfortable that it represents fairly and honestly an Israeli proposal – a very forward-leaning Israeli proposal, and we’re confident that Hamas needs to take it,” he said.

An aide to Israeli Prime Minister Benjamin Netanyahu said in an interview with Britain's Sunday Times that Israel had agreed to the framework for President Joe Biden's plan to bring an end to the war in Gaza, though he said it was "not a good deal." He added that Israel's conditions "have not changed" — the release of the hostages and the destruction of Hamas. "Indefinite war in pursuit of an unidentified notion of total victory will only bog down Israel in Gaza," Biden said. U.S. Secretary of State Antony Blinken made calls to Arab leaders on Saturday affirming their commitment to the cease-fire. Tens of thousands of Israelis gathered in Tel Aviv on Saturday night to urge the government to accept a cease-fire.

Two Israeli officials confirmed that Mr. Biden’s proposal matched an Israeli cease-fire proposal that had been greenlit by Israel’s war cabinet. “Put your money where your mouth is.”But at home, Mr. Netanyahu faces a host of competing pressures. Yair Lapid, the leader of Israel’s parliamentary opposition, also urged Mr. Netanyahu to take the deal as outlined by Mr. Biden. He repeated that his party would back Mr. Netanyahu’s government if hard-liners like Mr. Ben-Gvir, the national security minister, left over a hostage release deal. Political analysts said Mr. Netanyahu has tried to avoid that scenario, as it would make him dependent on some of his harshest critics.

CNN —It’s taken more than half a year, but, finally, President Joe Biden has publicly unveiled an Israeli plan that could end the bloodshed in Gaza. But getting the two sides to actually agree to — and implement — the peace plan is far from a certainty. As the Gaza war continues, Israel’s dreams of normalization with the Arab world will steadily erode. Support for the Gaza war among Americans has dropped from 50% at the beginning of the war in November to 36% in March, according to Gallup. Evan Vucci/APNetanyahu also keeps fighting the Gaza war with no real plan for the “day after,” in short, without a strategy.

CNN —Israel has warned that its war in Gaza could extend until the end of the year. Prolonging the war could have catastrophic consequences for Palestinians in the already ravaged territory and significant repercussions for Israel and beyond, experts said. “And currently Hamas doesn’t seem to be ready to release them.”Impact on Israel’s economyThe war hit Israel’s economy hard in the immediate aftermath of October 7. As of January, the Israeli military was spending $272 million per day on the war, according to the Israeli news site Ynet. Despite these efforts, the war persists, civilian casualties rise and famine spreads in Gaza, intensifying pressure from some of his electorate.

Read previewIsrael's ongoing war in Gaza — and President Joe Biden's continued support for it — has become a major issue in the 2024 election. After Hamas killed more than 1,200 people in its October 7 attack, Israel launched a counteroffensive aimed at eliminating the group. Here's a guide to where President Joe Biden and former President Donald Trump stand on Israel — and why some are threatening to stay home or cast protest votes in November. The day after Hamas’s brazen Oct. 7 attack on military and civilian targets in Israel, the S.J.P. chapters co-signed an open letter declaring “full solidarity with Palestinian resistance.” The letter described the attacks as “an unprecedented historic moment for the Palestinians of Gaza” and a “counteroffensive against their settler-colonial oppressor.” It would be tantamount to “asking for quiet submission to systemic violence” for anyone to call for peace now, after years of Israeli violence and military campaigns against Palestinians. The groups issued a list of demands to the university — divestment from companies doing business with the Israeli government, the end of Columbia’s affiliation with Tel Aviv University and a recognition of Palestinian “existence and humanity” — and announced a demonstration on Oct. 12 on the steps of Low Library. “We got some pushback from the university,” recalled Cameron Jones, an organizer of the J.V.P. chapter, “but not insane pushback.”

CNN —Israeli military tanks were seen in central Rafah on Tuesday for the first time since the Israel Defense Forces (IDF) entered Gaza’s southernmost city earlier this month, two eyewitnesses told CNN. Alaa Abu Ibrahim, a Rafah resident, told CNN that Israeli tanks were seen at the Al Awda roundabout in the center of the city. Asked about reports of tanks advancing in the city, IDF spokesman Rear Admiral Daniel Hagari said at a media briefing on Tuesday that the military is operating in Rafah in a “targeted” and “precise” way. The Biden administration has warned against a large-scale ground invasion in Rafah unless the wellbeing of civilians can be guaranteed. “Even when we do find the cause of the fire that erupted it won’t make this situation any less tragic.”Israel’s advance deeper into Rafah comes despite the International Court of Justice (ICJ) ordering it to “immediately halt” its military operation there.
