A simple principle underpins a contentious Thursday decision by the U.S. and key allies to tap profits from Russian sovereign assets in support of Ukraine: Moscow must make reparations. Questions have also been raised over the legality of setting such a precedent: Russia has been cut off from its frozen assets, but retains their ownership. The proposal must now pass various legal hurdles and be backed by European states, where the majority of frozen Russian assets are held. Further loans secured against the interest accrued by Russian frozen assets could be forthcoming, U.S. Treasury Secretary Janet Yellen signaled on Thursday. The annual summit comes as most of the G7 leaders face their own domestic upheavals including national elections and falling approval ratings.

U.S. Treasury Secretary Janet Yellen said Thursday that the $50 billion loan to Ukraine that President Joe Biden and other leaders of Group of Seven highly developed nations have agreed to could be the first of multiple loans backed by frozen Russian assets. The $50 billion loan will be backed with at least $260 billion worth of frozen Russian central bank assets as collateral. "While we're trying to move quickly on this, I can't give any type of timeline as to when money would actually start flowing to Ukraine," Yellen said. If necessary, the U.S. will commit the entire $50 billion, a senior administration official told reporters Thursday on a press call. "I think it's important for Putin to realize that we remain completely united in support of Ukraine," Yellen said.

The 2-year Treasury yield was last at 4.8444% after rising by around one basis point. U.S. Treasury yields were little changed on Wednesday as investors awaited the latest Federal Reserve interest rate decision and policy guidance, and looked to key inflation data. Policymakers have frequently said that they would not cut interest rates until they are confident that inflation is sustainably toward this target. The Fed is expected to keep interest rates unchanged on Wednesday as its latest meeting concludes. But investors will be closely watching the central bank's guidance and the post-meeting press conference for fresh clues about what the path ahead for interest rates could look like.

The federal government has issued more than $1 billion in tax credits as an upfront cash incentive to buyers of electric vehicles, the U.S. Treasury Department and Internal Revenue Service said Wednesday. The Inflation Reduction Act created a mechanism whereby tax credits for buyers of new and used EVs — worth up to $7,500 and $4,000, respectively — could be delivered by car dealers at the point of sale. Previously, consumers had to wait until filing their annual tax return, perhaps months or more than a year after their vehicle purchase, to get the federal credit. Americans can now also get the EV tax credit upfront regardless of their federal tax liability, which wasn't the case prior to 2024. "This has never been done before," Deputy Treasury Secretary Wally Adeyemo said during a press call.

U.S. Treasury yields fell Tuesday as the Federal Reserve meeting is set to begin, with investors awaiting the central bank's monetary policy decision and key economic data. The June Federal Reserve meeting is set to begin Tuesday, before concluding with the central bank's latest interest rate decision and policy guidance on Wednesday. The Fed is widely expected to keep interest rates unchanged this month, with the first rate cut being priced in for later this year. Many investors will be hoping for the data to show that the economy is cooling, as this could suggest the Fed will cut interest rates sooner. Investors will therefore also be closely following economic projections released by the Fed on Wednesday alongside its interest rate decision.

A former IRS employee was charged in Utah federal court for allegedly trying to steal $2.1 million in tax credits owed to Exxon Mobil by diverting the funds using a taxpayer database he had access to. Rupe was working at the IRS' service center in Ogden, Utah, in 2021 when he began the diversion scheme, according to an indictment filed Wednesday. As part of his job, Rupe "had the ability to adjust tax, credits, penalties, and interest to certain taxpayer accounts in an IRS computer database," the indictment said. In April 2022, the indictment says, Rupe accessed a database to transfer $2.02 million in tax credits from oil and gas giant Exxon's taxpayer account to Ex Xo Exteriors Ltd.'s taxpayer account, the indictment alleges. More than a year later, in August 2023, Rupe "accessed an IRS database to transfer the diverted tax credit funds from one tax year to another," the indictment says.

It's likely to further appreciate due to a lack of progress in narrowing the deficit, Tentarelli said. Historically, gold prices have been inversely correlated with real bond yields, meaning when yields decline, gold should rally further. "Even if there's no rate cuts, I like gold based on the macro of deficit spending," the Merrill Lynch alum said. In that event, investors will want to hold the SPDR Gold Shares (GLD) ETF, Tentarelli said. But, for most, the "smartest way" to play gold is through the ETF, Tentarelli said.

More than 140,000 taxpayers used the free filing option, the IRS reports, exceeding the agency's expectations for the pilot program. Beyond increasing access to the Direct File program to all states, the IRS is working on other ways to broaden eligibility. The IRS also announced it would extend its Free File program through 2029.
