Only 4.4% of Georgia workers are union members, the eighth-lowest rate among states. The National Labor Relations Board, the federal agency overseeing union affairs, did not immediately respond Thursday to an email seeking comment. Democrats, though, say the bill is really about making it harder for unions to organize and for companies to accept them. Sen Mike Hodges, a Brunswick Republican who is sponsoring the bill, denied that it would violate federal law. But Democrats said they think the bill is an attempt to attack federal labor law.

WASHINGTON (AP) — How it began: President Joe Biden was urgently seeking more money from Congress to aid Ukraine and Israel. On Dec. 12, the White House dispatched senior officials, including Homeland Security Secretary Alejandro Mayorkas, to join the negotiations. It was never entirely clear what the White House strategy was to advance the border compromise in the House should it make it out of the Senate. With that, the deal that the White House and many in the Senate thought would pass was headed for failure. And Biden allies are intent on making Republicans take the hit for any further scenes of chaos at the border.

Senate Republicans blocked a major bipartisan border deal and foreign aid package with assistance for Ukraine and Israel in a key vote on Wednesday amid a torrent of attacks on the bill by former President Donald Trump and top House Republicans. Senate Majority Leader Chuck Schumer plans to force a procedural vote on an emergency aid package for Israel, Ukraine and Taiwan — and drop the border deal. Bob Menendez of New Jersey and Alex Padilla of California have both forcefully attacked the border deal. Schumer has harshly criticized Senate Republicans for opposing the package, accusing them of following Trump’s marching orders. “And instead of standing up to Donald Trump, Senate Republicans are ready to kill our best chance at fixing the border.”“They want amendments?

In a striking turn of events, Senate Republicans threatened Monday to block a major, bipartisan border security and asylum restrictions package, just one day after their chief negotiator signed off on it. "I would anticipate Wednesday the cloture vote does not pass," Sen. James Lankford, R-Okla., the lead GOP negotiator in the border talks, told reporters after the meeting. Senate Minority Whip John Thune, R-S.D., told reporters that Republicans worry there "hasn't been adequate time" to process the bill yet. The 370-page bill, finalized and released on Sunday, was crafted with the input of Senate Minority Leader Mitch McConnell, R-Ky., who advocated for it on the Senate floor Monday, warning of crises at the southern border and internationally. McConnell told Republicans that if they have reasons to vote against the bill, they could, given that talks on amendments and how to proceed are ongoing, said a source familiar with the meeting.

The New Mexico secretary of state's office will accept signature petitions from candidates seeking a major party nomination for Congress or the U.S. Senate. Republicans also are choosing a contender to take on U.S. Rep. Gabe Vasquez in a congressional swing seat along the U.S. border with Mexico. Former one-term U.S. Rep. Yvette Herrell hopes to reclaim the 2nd District seat she lost in the 2022 election. The district is one of about a dozen in the national spotlight as Republicans campaign to keep their slim U.S. House majority in 2024. The Republican Party unsuccessfully challenged a Democratic-drawn congressional map that reshaped the 2nd District as it divvied up a conservative, oil-producing region among three congressional districts.

The Senate voted 31-22 to pass Senate Bill 189, sending it on to the House for more debate. Also Tuesday, Burns' committee approved a state constitutional amendment that says only U.S. citizens can vote in Georgia elections. Supporters, including Raffensperger, claim the measure is needed to make sure no one ever changes the current Georgia law that bars noncitizens from voting. Some lawmakers hope new optical scanners can be purchased and used to count ballots without QR codes this year. All Democrats, even one who voted to ban QR codes in committee, voted against the Senate bill Tuesday.

Rep. Marjorie Taylor Greene is set for one of the highest profile roles of her short career. Greene would be one of 11 House impeachment managers if the chamber votes to impeach DHS Secretary Alejandro Mayorkas. House managers are responsible for formally presenting arguments to the Senate during a trial in which senators become akin to jurors. Sen. Lindsey Graham was one of the House managers for then-President Bill Clinton's trial. On Monday, Greene spent part of the day fighting with Rep. The governing Fidesz party, which holds an absolute majority in parliament, has stalled Sweden’s bid since July 2022, alleging that Swedish politicians have told “blatant lies” about the condition of Hungary’s democracy. “The prime minister pledged to convene parliament to urge parliament to act at its earliest opportunity. Kristersson has said that he will make the trip, but only after Hungary approves his country's NATO membership. Under California rules, Democrats and Republicans appear on the same primary ballot and the two candidates with the most votes advance to the general election, regardless of political party. Come November, the seat is expected to stay in Democratic hands in a state where Republicans haven’t won a U.S. Senate election since 1988. Gavin Newsom appointed Laphonza Butler, a longtime Democratic organizer, to fulfill Feinstein's term, and Butler chose not to seek election to the seat. In 2016 and 2018, GOP Senate candidates performed so poorly that two Democrats appeared on the November ballot. Republican U.S. Rep. Victoria Spartz announced Monday that she intends to seek reelection for Indiana's 5th Congressional District, reversing an announcement a year ago that she would forgo another run. Last February, Spartz said she wanted to spend more time with her family and would not be running in 2024. But the two-term congresswoman now says she doesn't want her work in the Capitol to end in January. In January, Republicans U.S. Rep. Larry Bucshon of Indiana and U.S. Rep. Greg Pence, brother of former Vice President Mike Pence, both announced their decision to forgo reelection in 2024. U.S. Rep. Jim Banks is running for Indiana's U.S. Senate seat vacated by GOP Sen. The border deal has placed one of the most vexing political issues at the center of President Joe Biden’s foreign policy agenda and forced him to take a tougher stance on an issue that has been a liability ahead of November. But former President Donald Trump and Johnson have attacked the border deal as too weak, and their opposition threatens to derail the legislation. “Let me be clear: The Senate Border Bill will NOT receive a vote in the House,” the Louisiana Republican wrote on X. Johnson announced Saturday that the House will vote this week on a standalone bill providing aid for Israel. It’s unclear whether a foreign aid package would be able to pass on its own as many Senate Republicans have demanded tighter border security in exchange for aid to those allies.

Senators on Sunday raced to release a highly-anticipated bill that pairs border enforcement policy with wartime aid for Ukraine, Israel and other U.S. allies as part of a long-shot effort to push the package through heavy skepticism from Republicans, including House Speaker Mike Johnson. With Congress stalled on approving tens of billions of dollars in Ukraine aid, the U.S. has halted shipments of ammunition and missiles to Kyiv, leaving Ukrainian soldiers outgunned as they try to beat back Russia's invasion. However, in an election-year shift on immigration, Biden and many Democrats have embraced the idea of strict border enforcement, while Donald Trump and his allies have both criticized the proposed measures as insufficient. Johnson, a Republican of Louisiana, in an interview Sunday on NBC's "Meet the Press" said he was unaware of the bill's details, but pointed to a House proposal of hardline immigration measures. The border proposal, which took months to negotiate, is aimed at gaining control of an asylum system that has been overwhelmed by historic numbers of migrants coming to the border.

Biden was arriving in Las Vegas on Sunday for appearances through Monday. In Tuesday's primary, Biden faces only token opposition from author Marianne Williamson and a handful of relatively unknown challengers. He won Nevada in November 2020 by fewer than 3 percentage points. The Democratic National Committee last week announced a six-figure ad buy in Nevada and South Carolina, where Biden won the leadoff primary Saturday. As early voting began last weekend in Nevada, Trump asserted without evidence during a campaign rally in Las Vegas that he was the victim of the Biden administration's weaponizing law enforcement against him.

WASHINGTON (AP) — President Joe Biden won the South Carolina primary on Saturday, the contest that revitalized his 2020 campaign and now has given him his first official victory in his bid for a second term. The Associated Press declared Biden the winner at 7:23 p.m. based on an analysis of initial vote results showing him with a decisive lead in key locations throughout the state. His only challengers on the ballot, U.S. Rep. Dean Phillips of Minnesota and self-help author Marianne Williamson, trailed far behind. BUDAPEST, Hungary (AP) — A bipartisan group of U.S. lawmakers are urging Hungary to immediately ratify Sweden's application to join NATO, saying patience with the Central European country is “wearing thin” as it continues to delay its approval for the Nordic nation. “Despite its numerous prior public commitments, Hungary is the last remaining NATO member to have not ratified Sweden’s bid and both time and patience are wearing thin. Hungary’s inaction risks irrevocably damaging its relationship with the United States and with NATO,” the senators wrote. Orbán, a staunch nationalist that has led Hungary since 2010, has long promised that his country wouldn't be the last NATO member to approve Sweden's application. Senators are preparing for a key test vote on the package next week, but it already faces a steep climb through Congress. Republicans in both chambers have balked at compromises on border security policy. Senate Republicans had initially demanded that the package include border policy changes, but Donald Trump, the GOP's likely presidential nominee, has become a vocal opponent of the legislation. “Republicans said the border is a priority and we should craft a bipartisan bill to help control the border. WASHINGTON (AP) — The Senate has approved President Joe Biden’s nominee to lead the Environmental Protection Agency's air pollution office just as the agency is set to finalize rules over climate-changing emissions from power plants and cars and trucks. Joe Goffman is a longtime EPA official who has headed the air and radiation office on an acting basis since Biden took office three years ago. Goffman's 2022 nomination for the air post, one of the top jobs at EPA, lapsed last year without a Senate vote. She called the Clean Power Plan “a direct shot at American energy production" and an attempt to shut down coal- and gas-fired power plants, including those in her home state. An EPA plan to curb greenhouse gas emissions from power plants is little more than the "second iteration of the Clean Power Plan,'' Capito said.
