Germany risks letting a good crisis go to waste
  + stars: | 2023-10-03 | by ( Pierre Briancon | ) www.reuters.com   time to read: +8 min
Germany, the European Union’s largest economy and its traditional growth engine, is headed towards a contraction this year. Exports account for more than half of Germany’s GDP, compared to just a third in France and 37% in Italy, according to the World Bank. Germany’s growth potential is estimated at an annual 0.7% over the medium term by the Scope rating agency, about half the euro zone average. Exempting net public investment from the debt brake rule would help to reverse years of underspending. Unless they do, Europe’s leading economy risks letting a good crisis go to waste.

The lawsuit accuses prison officials of placing inmates into confinement based on secret evidence, leaving them unable to challenge their placement. A number of lawsuits nationally have targeted the conditions of solitary confinement, saying that the treatment of incarcerated people there has led to psychiatric episodes of self-mutilation and death due to lack of adequate care. The lawsuit asks the court to end the use of secret evidence and solitary confinement for mental health patients. But mental health treatment in the prison is “grossly inadequate” and Maldonado's time in solitary confinement caused insomnia, anxiety, depression and suicidal ideation, his lawyers said. Maldonado was prescribed an antidepressant, but was also taunted as being weak by others in solitary confinement, who can hear visits from mental health staff.

REUTERS/Shelley Christians/File Photo Acquire Licensing RightsBRUSSELS, Oct 2 (Reuters) - The United States is optimistic it will conclude an agreement with the European Union to allow critical minerals mined or processed in Europe to qualify for U.S. clean vehicle tax breaks, a senior U.S. official said on Monday. The transatlantic partners are negotiating whether and how EU critical minerals, such as lithium and nickel, can qualify for green subsidies under the U.S. Inflation Reduction Act, which promotes products manufactured in North America. He added there was no plan to tie an agreement on critical minerals to the result of separate transatlantic negotiations to resolve a bilateral dispute over U.S. import tariffs on EU steel. The United States signed a minerals deal with Japan in March. Fernandez also said he was meeting EU officials to discuss an agenda for the next joint Trade and Technology Council, which the United States will host before the end of the year.

U.S. Steel is undergoing a transformation to become a tech-savvy steelmaker, making it an attractive play, according to Morgan Stanley. Analyst Carlos De Alba upgraded the steelmaker to overweight from equal weight and named it a top pick on "the expected value creation from the company's transformational investments." He increased his price target by $15 to $40, implying the stock could gain roughly 23.2% over the next 12 months. "Furthermore, continuing interest from multiple parties in acquiring X, despite the near-term hit to FCF, highlights the value of the company's ongoing transformation strategy." U.S. Steel, historically an integrated blast furnace steelmaker, is rapidly transforming by expanding its electric arc furnace, or EAF, capabilities and high value-add downstream offerings, De Alba said.

Oct 2 (Reuters) - Russian technology company Astra on Monday said it was planning to list its shares on Moscow Exchange this month in an initial public offering (IPO), potentially breathing some life into Russia's moribund equity capital markets. Electric scooter firm Whoosh (WUSH.MM) was the only Russian firm to hold an IPO last year, but its debut raised less than half its initial target and relied heavily on Russian retail investors for capital. Astra dominates Russia's operating system (OS) market with its Astra Linux software. Alfa Bank analysts valued Astra, which more than doubled its core earnings year on year to 5.4 billion roubles in 2022, at around 70 billion-90 billion roubles ($707 million-$909 million) in a report published on Monday. Also on Monday, spirits producer Kristall said it was hoping to raise 1.5 billion roubles in a fourth quarter IPO on Moscow Exchange, something it said would significantly accelerate growth.

HCOB's final euro zone manufacturing Purchasing Managers' Index (PMI), compiled by S&P Global, dipped to 43.4 in September from August's 43.5, matching a preliminary estimate. An index measuring output, which feeds into a composite PMI due on Wednesday and seen as a good gauge of economic health, fell to 43.1 from 43.4. The new orders index did rise last month, to 39.2 from August's 39.0, but it remained firmly below the breakeven mark.

SEASIDE HEIGHTS, N.J. (AP) — A proposed wind energy project off New Jersey would be among the farthest from land on the East Coast, the New York-based development company said Monday. Wind power developers have struggled to make progress, however, due to supply chain issues, higher interest rates, and a failure so far to garner enough tax credits from the federal government. Orsted, the Danish wind energy company, would build its first project about 13 to 15 miles off the coast of Atlantic City and Ocean City. “Offshore wind development makes no sense from either an environmental or economic standpoint,” he said. It is pursuing another offshore wind project in New York about 50 miles south of Jones Beach.

Fico campaigned strongly against illegal migration in the run-up to Saturday's election, criticising a caretaker government for not doing more and for not suspending Europe's Schengen "open border" rules. The three-time former prime minister said controls were needed all along Slovakia's border with Hungary. "One of the first decisions of the government must be an order renewing border controls with Hungary," Fico told a news conference.

The COP28 summit is scheduled to take place in Dubai between Nov. 30 and Dec. 12. The United Arab Emirates' president of the conference, Jaber, has said the oil and gas industry needs to be part of the conversation on climate change. He has urged the energy industry to achieve net-zero emissions by or before 2050 and to accelerate an industry-wide commitment to reach near-zero methane emissions by 2030. "If the oil and gas industry signs up to decarbonization agreements and methane abatement that is a huge contribution to the debate," Amin said. Jaber, who is also head of UAE state oil giant ADNOC, was a controversial pick to lead the climate summit because his country is an OPEC member and a major oil exporter.

A cargo ship carrying Ukrainian grain, and another originating from Ukraine, sail at the entrance of Bosphorus, in the Black Sea off the coast off Kumkoy, north of Istanbul, on November 2, 2022. Five new ships are on their way to Ukrainian sea ports using a new corridor opened to resume predominantly agricultural exports, an alternative arrangement to the Black Sea grain deal blocked by Russia, the MarineTraffic database showed on Sunday. The MarineTraffic database showed earlier on Sunday that three cargo vessels left Ukrainian Black Sea ports after loading, the latest to sail since Kyiv set up a temporary "humanitarian corridor" after Russia quit a deal allowing safe passage for Ukraine exports. The database identified the five vessels heading toward the ports as Olga, Ida, Forza Doria, New Legacy and Danny Boy. Apple identifies issues causing overheating in the iPhone 15

[1/5] People look at the new iPhone 15 Pro as Apple's new iPhone 15 officially goes on sale across China at an Apple store in Shanghai, China September 22, 2023. The third-party apps causing the issue include game Asphalt 9; Meta's (META.O) Instagram; and Uber, according to the company. The upcoming iOS 17 bug fix will not reduce performance to address the iPhone's temperature. The Cupertino, California-headquartered company said that the iPhone 15 Pro and Pro Max do not suffer from overheating due to the design, rather the new titanium shells result in improved heat dissipation compared to prior stainless steel models. Apple also said the issue is not a safety or injury risk, and will not impact the phone's long-term performance.

The planned tariff has caused disquiet among trading partners and at a forum last month, China's top climate envoy Xie Zhenhua urged countries not to resort to unilateral measures such as the EU levy. The bloc will not begin collecting any CO2 emission charges at the border until 2026. Importers will from 2026 need to purchase certificates to cover these CO2 emissions to put foreign producers on a level footing with EU industries that must buy permits from the EU carbon market when they pollute. Companies in the European Union, Britain and Ukraine have told Reuters they expect little initial impact during the trial phase. Among Europe's significant trade partners, China's foreign ministry, Turkey's trade ministry and a U.S. official declined to comment on the launch.

Apple is blaming a software bug and other issues tied to popular apps such as Instagram and Uber for causing its recently released iPhone 15 models to heat up and spark complaints about becoming too hot to handle. It didn't specify a timeline for when its own software fix would be issued but said no safety issues should prevent iPhone 15 owners from using their devices while awaiting the update. In its acknowledgement, Apple stressed that the trouble isn't related to the sleek titanium casing that houses the high-end iPhone 15 Pro and iPhone 15 Pro Max instead of the stainless steel used on older smartphones. The downturn has affected iPhone sales, which fell by a combined 4% in the nine months covered by Apple's past three fiscal quarters compared with a year earlier. Apple is trying to pump up its sales in part by raising the starting price for its top-of-the-line iPhone 15 Pro Max to $1,200, an increase of $100, or 9%, from last year's comparable model.

During the third quarter, U.S. dealmaking contributed to a larger-than-usual share of global activity and offset a decline in volumes in Europe and Asia Pacific, accounting for about half of global volumes. Deal volumes in Europe and Asia Pacific fell 31% and 9%, respectively. To date, private equity deal volumes have slumped 48% to $313.73 billion, compared to the same period last year. Deal activity driven by activist shareholders was muted as several big-name activists reached settlements with corporate boardrooms. Dealmaking in technology, which typically accounts for the largest share of deal volumes, has fallen 51% so far this year.

China debuts its first overwater high-speed train
  + stars: | 2023-09-29 | by ( Lilit Marcus | ) edition.cnn.com   time to read: +2 min
The maximum speed of the trains along this route is 350 kilometers (217 miles) per hour, according to China Railway, the state railway operator. The first train on this line debuted on Thursday, September 28, departing from Fuzhou, the province’s capital, at 9:15 a.m. China Railway says that it used intelligent robots and environmentally friendly corrosion-resistant steel to build out the overwater rail sections. Fujian province is also significant for being the closest part of mainland China to the self-governing island of Taiwan. The plan would turn Kinmen into a “peace island,” or a sort of DMZ between Taiwan and China.
